BEIJING, Dec. 8 (Xinhua) -- A signed article by Chinese President Xi Jinping was published Thursday on the Saudi newspaper Al Riyadh, as he is attending the first China-Arab States Summit and the China-Gulf Cooperation Council Summit, and paying a state visit to Saudi Arabia in the Saudi capital Riyadh.

Carrying Forward Our Millennia-old Friendship and Jointly Creating a Better Future

I am coming back to Riyadh, bringing with me profound friendship from the Chinese people. I am here to join my Arab friends for the first China-Arab States Summit and the first China-Gulf Cooperation Council (GCC) Summit and to pay a state visit to Saudi Arabia. Designed as a trip of building on the past and more importantly, of opening up a better future, the visit will carry forward our traditional friendship, and usher in a new era in China's relations with the Arab world, with Arab states of the Gulf, and with Saudi Arabia.

First, a time-honored friendship that goes back thousands of years

The exchanges between China and Arab states date back more than 2,000 years. The constant streams of caravans along the land Silk Road and the billowing sails along the maritime Spice Road have borne witness to how the Chinese and Arab civilizations interacted with and inspired each other across the Asian continent. It was through these exchanges that Chinese porcelain and paper-making and printing techniques were introduced to the West while Arab astronomy, calendar and medicine went all the way to the East. We have traded goods, sparked innovation, shared ideas, and spread the fruits of cultural exchanges to the rest of the world, leaving a splendid chapter in East-West engagement and mutual learning.

The contacts between China and Arab states of the Gulf are well documented. During the Eastern Han Dynasty, Gan Ying, a Chinese emissary, reached the "western seas," namely the Gulf, on his mission to the Roman Empire. This is the first official record of Chinese envoys reaching Arab states of the Gulf. More than 1,200 years ago, an Arab navigator, Abu Obeida, sailed from Sohar Port to the Chinese city of Guangzhou on a legendary journey that was later adapted to the exciting and well-known adventures of Sindbad. In the 1980s, a replica ship named the Sohar retraced the route opened by ancient Arab navigators, connecting the past and present friendly interactions between the two sides.

China and Saudi Arabia have admired each other and conducted friendly exchanges since ancient times. The prophet Muhammad said, "Seek knowledge even if you have to go as far as China." Seven hundred years ago, Wang Dayuan, a Chinese traveler of the Yuan Dynasty, arrived at Mecca which he described as a place with beautiful sceneries, mild weather, fertile rice fields, and a happy people in his book A Brief Account of Islands. It was an important book from which the Chinese learned about Saudi Arabia at that time. Six hundred years ago, Zheng He, a Chinese navigator of the Ming Dynasty, reached Jeddah and Medina on his oceangoing voyages, leaving behind him many stories of friendship and exchanges that are still widely told today. The joint Chinese-Saudi archaeological excavation of the ruins of the al Serrian port conducted in recent years has unearthed many porcelain wares of China's Song and Yuan dynasties. They stand as testaments to all those friendly interactions.

Second, solidarity and cooperation for a China-Arab community with a shared future in the new era

The Arab world is an important member of the developing world and a key force for upholding international fairness and justice. The Arab people value independence, oppose external interference, stand up to power politics and high-handedness, and always seek to make progress. Arab states are endowed with diverse resources, and have built industries with distinctive features, scored remarkable achievements in development, and demonstrated enormous potentials. The Arab civilization advocates the middle way and moderation, encourages inclusiveness and mutual learning, opposes clash of civilizations, and is deeply rooted in its rich culture and history. Be it on the world political, economic or cultural map, Arab states always claim an important place.

Since the 1950s, China has established diplomatic relations with all Arab states. Their interactions feature mutual understanding, mutual respect, mutual assistance and solidarity. They have become good friends treating each other as equals, good partners pursuing mutual benefit, and good brothers sharing weal and woe. In the 21st century, China-Arab relations have continued to move ahead against a fluid international landscape, and achieved historic leapfrog growth in political trust, mutually beneficial economic cooperation, and cultural mutual learning in both breadth and depth.

In the past decade, China-Arab relations entered a new era and registered a series of landmark and groundbreaking achievements in various areas. Collectively, China has established a future-oriented strategic partnership of comprehensive cooperation and common development with all Arab states. Individually, China has established comprehensive strategic partnership or strategic partnership with 12 Arab states, and signed documents on Belt and Road cooperation with 20 Arab states. Among Arab countries, 17 have expressed support for the Global Development Initiative (GDI), 15 have become members of the Asian Infrastructure Investment Bank, and 14 have participated in the China-League of Arab States Cooperation Initiative on Data Security.

Arab states firmly support the one-China principle and support China in safeguarding its core interests. Likewise, China supports Arab states in upholding sovereignty, independence, and territorial integrity. On issues such as the Palestinian question, China's firm support for Arab states has been consistent and unwavering. Major infrastructure projects jointly built by the two sides, including the Djamaa El Djazair mosque of Algeria, the Lusail Stadium of Qatar, the new headquarters of the Central Bank of Kuwait, as well as the Merowe Dam, the Roseires Dam heightening, and the Upper Atbara Dams Complex Project of Sudan, have become landmarks of China-Arab friendship. China has set up 20 Confucius institutes and two Confucius classrooms in Arab states. And over 40 Chinese universities teach Arabic as a major, contributing inexhaustible energy for growing China-Arab friendship.

Since the outbreak of COVID-19, China and Arab states have come to each other's aid and navigated through the difficulties together. The two sides have carried out efficient cooperation in such areas as vaccine research and application, joint epidemic prevention and control, experience sharing, medical services and pharmaceuticals, setting a fine example of solidarity in fighting the virus. Under the framework of China-Arab States Cooperation Forum, 17 cooperation mechanisms have been launched to expand and substantiate the cooperation agenda, giving a strong boost to China-Arab relations and providing a paradigm for the solidarity and cooperation among developing countries.

The world is now undergoing momentous changes unseen in a century. Both China and Arab states face the historic mission of realizing national rejuvenation and speeding up national development. In this new context, China will work with Arab states to carry forward the traditional friendship and jointly build a China-Arab community with a shared future in the new era. China and Arab states will continue to hold high the banner of non-interference in internal affairs, firmly support each other in safeguarding sovereignty and territorial integrity, and jointly uphold international fairness and justice. We will continue to enhance together Belt and Road cooperation, keep expanding practical cooperation in such areas as food, energy, investment, financing and medical services, and pursue mutually beneficial cooperation with higher quality and in greater depth. We will continue to jointly act on the GDI and the Global Security Initiative so as to stabilize volatile regions and contribute more positive energy to peace and development. We will continue to jointly advocate peace, development, equity, justice, democracy and freedom -- the common values of humanity, strive to replace estrangement and clash of civilizations with exchanges and mutual learning, promote understanding and affinity between our peoples, and build "a garden of civilizations" featuring mutual appreciation and inspiration.

Third, joint endeavor to cultivate the China-GCC strategic partnership

The GCC has achieved remarkable progress in its integration process, which makes it one of the world's most dynamic regional organizations. Given their geographical locations, GCC countries serve as a hub linking Asia, Africa and Europe. Endowed with rich energy resources, including 30 percent of the oil reserve and 20 percent of the natural gas reserve of the world, GCC countries are an energy tank for world economy. With their pioneering and enterprising spirit, GCC countries provide a fertile ground for high-tech industries. Over the past four decades and more, the GCC has been working hard to build an integral market, an integral economy, and an integral financial system in the region, and has been playing an increasingly important role in regional and international affairs.

Over the years, China and GCC countries have maintained healthy and steady growth in bilateral relations, and carried out wide-ranging, in-depth cooperation with tangible outcomes in all areas. In the past 10 years in particular, China-GCC relations have grown from strength to strength and yielded fruitful results. China has remained the GCC's largest trading partner and largest export market of petrochemical products. In 2021, two-way trade exceeded 230 billion U.S. dollars, and China's import of crude oil from GCC countries topped 200 million tons. The two sides enjoy extensive, in-depth cooperation in traditional areas such as production capacity, infrastructure development, investment and finance. Cooperation in high-tech sectors including 5G communications, new energy, space and digital economy is also gaining momentum. The new signature project of smart manufacturing cooperation and the new landscape of industrial cooperation have added fresh impetus to the development of China and GCC countries.

Looking into the future, China will seize the opportunity of the establishment and consolidation of the China-GCC strategic partnership to cement their traditional friendship and deepen mutual trust. China will continue to firmly support GCC countries in upholding sovereignty, independence, security and stability, and continue to support the GCC in accelerating integration and pursuing diversified development. China will work with the GCC to foster a new pattern of multi-faceted energy cooperation, accelerate new development in financial and investment cooperation, cultivate new highlights in people-to-people exchanges, and explore new areas of innovation cooperation. All this will help increase the convergence of interests between China and GCC countries.

Fourth, sustained efforts to bring the China-Saudi Arabia comprehensive strategic partnership to new heights

Saudi Arabia is a major energy exporter in the world and a member of the G20. As its strategic partner and true friend, China is heartened to see that under the leadership of King Salman and Crown Prince Mohammed bin Salman, the Saudi people are marching in big strides toward Vision 2030 and making important progress in economic and social reform and diversification. Saudi Arabia's major development initiatives, the Middle East Green Initiative and the Saudi Green Initiative among many others, have captured wide attention. Its stature and influence in global political, economic and energy domains are on the rise. We are proud of our good friend for these accomplishments.

Since the establishment of diplomatic ties, relations between China and Saudi Arabia have maintained robust growth. Most notably, China-Saudi Arabia cooperation has made major headway in the past 10 years. The two sides respect each other's sovereignty and development path, respect each other's history and cultural traditions, support each other in defending national security and stability, and undertake close strategic coordination. Practical cooperation is expanding rapidly. Major projects have been launched one after another, including the Yanbu Aramco Sinopec Refining Company, the Sino-Saudi Gulei Ethylene Complex Project, the Chinese industrial cluster in Jazan Economic City, the Red Sea utilities and infrastructure project, 5G communications, and joint lunar explorations. People-to-people exchanges continue to grow. Chinese language major is now available in four Saudi universities, and optional Chinese language courses are provided in eight middle and primary schools. Hakim & Kong Xiaoxi, the first animated co-production of China and Saudi Arabia, is popular among children, sowing the seed of China-Saudi Arabia friendship in their hearts.

China will take this visit as an opportunity to strengthen its comprehensive strategic partnership with Saudi Arabia. We will continue to give each other understanding and support, and jointly advocate independence and oppose external interference. We will further synergize China's Belt and Road Initiative and Saudi Arabia's Vision 2030, deepen and substantiate practical cooperation in all areas, and increase the convergence of interests and people-to-people connectivity between the two countries. We will strengthen collaboration under multilateral frameworks such as the UN, the G20 and the Shanghai Cooperation Organization, jointly practice true multilateralism, and make greater contribution to maintaining peace and stability in the Middle East and promoting development and prosperity of the world.

Last October, the Communist Party of China successfully convened its 20th National Congress, and it is now rallying and leading the Chinese people toward the goal of building a modern socialist country in all respects. As a staunch force for world peace and common development, China will stay committed to providing new opportunities for Arab states and all other countries in the world through its own development, and work with our Arab brothers to carry forward the traditional friendship and create a better future together.

Your Excellency Prime Minister Prayut Chan-o-cha,

Colleagues,

It gives me great pleasure to join you in Bangkok, the beautiful City of Angels. This is our first face-to-face meeting since the onset of COVID-19. I wish to extend our hearty appreciation to the government of Thailand, and Prime Minister Prayut in particular, for putting this meeting together.

At present, the COVID-19 pandemic still drags on with cases surging here and there. Global recovery is facing multiple challenges. Unilateralism and protectionism are on the rise. Global industrial and supply chains are under stress. Problems such as inflation and food and energy security remain intricate and challenging.

The Asia-Pacific is our home as well as the powerhouse of global economic growth. Over the past decades, robust economic cooperation in the region has created the "Asia-Pacific miracle" admired across the world. Asia-Pacific cooperation has taken deep roots in the hearts of the people.

Today the world has come to another historical crossroads, and this has made the Asia-Pacific region even more important and prominent in its standing and role.

As an ancient Chinese sage observed, "The wise are free from doubts, the benevolent from anxiety, and the brave from fear." Facing the new circumstances, we must join hands together to build an Asia-Pacific community with a shared future and take Asia-Pacific cooperation to a new height. To this end, I wish to propose the following.

First, we should uphold international fairness and justice and build an Asia-Pacific of peace and stability. The region owes decades of its rapid growth to a peaceful and stable environment. This attests to the critical importance of mutual respect, solidarity and cooperation, and consultation among all parties for the greatest denominator when something comes up. We should always assume the vision of common, comprehensive, cooperative and sustainable security, and respect the sovereignty and territorial integrity of all countries. No one should interfere in other countries' internal affairs, and everyone should respect the development path and social system chosen independently by the people of each country. We should take seriously the legitimate security concerns of every country, and promote peaceful settlement of differences and disputes among countries through dialogue and consultation. We should take an active part in global governance and make the international order more just and reasonable to ensure peace and stability in the Asia-Pacific region and beyond.

Second, we should stay committed to openness and inclusiveness and bring about prosperity for all in the Asia-Pacific. History has proven time and again that only openness, inclusiveness and win-win cooperation is the right way forward for humanity. We need to continue pursuing open regionalism, strengthen coordination on macroeconomic policies, forge more closely linked regional supply and industrial chains, promote trade and investment liberalization and facilitation, and steadily advance regional economic integration for the early realization of a high-standard Free Trade Area of the Asia-Pacific. We need to make sure that development is for the people and by the people, and that its fruits are shared among the people, and we should promote prosperity for all in the Asia-Pacific. China will work with other parties on the full and high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP), and continue working toward joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), for the purpose of promoting integrated development of the region. China will consider holding the third Belt and Road Forum for International Cooperation next year to provide fresh impetus for the development and prosperity of the Asia-Pacific and the world.

Third, we should always strive for green and low-carbon development and ensure a clean and beautiful Asia-Pacific. Protecting the ecological environment and tackling climate change is a common challenge facing all humanity. We need to enhance economic and technical cooperation, speed up coordinated digital and green development, advance the transition and upgrading of energy, resources, and industrial and consumption structures, and promote green economic and social development. This year we jointly formulated the Bangkok Goals on Bio-Circular-Green (BCG) Economy, which aims to advance ecological and environmental protection and economic development in a coordinated way. China will provide support for its implementation. Last year at the United Nations, I proposed the Global Development Initiative (GDI), calling for enhanced practical cooperation in poverty reduction, food, energy, health and other areas, and urging expedited implementation of the UN 2030 Agenda for Sustainable Development. I welcome Asia-Pacific countries to take an active part in the Initiative.

Fourth, we should bear in mind our shared future and make the Asia-Pacific a region where all are ready to help each other. We need to view Asia-Pacific cooperation from a strategic and long-term perspective, uphold APEC's role as the main channel in regional cooperation, and keep Asia-Pacific cooperation in the right direction. We need to act on the purposes and principles of APEC, and continually deepen the Asia-Pacific partnership featuring mutual trust, inclusiveness and mutually beneficial cooperation. We need to follow the spirit of our Asia-Pacific family, look after one another like passengers in the same boat, and steadily move toward an Asia-Pacific community with a shared future.

Last month, the 20th National Congress of the Communist Party of China was held successfully, setting the course and providing the blueprint for China's development for now and the years to come. China is ready to pursue peaceful coexistence and common development with all countries on the basis of mutual respect, equality and mutual benefit. We will advance a broader agenda of opening up across more areas and in greater depth, follow the Chinese path to modernization, put in place new systems for a higher-standard open economy, and continue to share our development opportunities with the world, particularly with the Asia-Pacific region.

As a Thai proverb goes, "You reap what you sow." We have jointly sown the seed of the Putrajaya Vision. It is time for us to cultivate, nurture, and foster the blossoming flower of common development of the Asia-Pacific!

Representatives of the Business Community,

Ladies and Gentlemen,

Friends,

It gives me great pleasure to come to the beautiful city of Bangkok for the APEC CEO Summit.

Our world has once again reached a crossroads. Where is it headed? What should we do here in the Asia-Pacific? These questions demand urgent answers.

The 21st century is the Asia-Pacific century. Our region, which accounts for one-third of the world's population, over 60 percent of the global economy and close to half of global trade, is the most dynamic growth belt in the world. We, members of this region, have come a long way in pursuing economic development, and we will surely write an even more brilliant chapter in the years ahead.

Currently, the Asia-Pacific enjoys overall stability. Cooperation in our region has been steadily advanced, and peace, development and win-win cooperation remain the underlying trend in this region. On the other hand, the world has entered a new period of fluidity and change. Both geopolitical tensions and the evolving economic dynamics have exerted negative impact on the development environment and cooperation structure of the Asia-Pacific. The COVID-19 pandemic keeps resurging. The global economy faces mounting downward pressure and growing risk of recession. Food, energy and debt crises are emerging together. Many countries are encountering considerable difficulties in economic and social development. Various factors of uncertainty and instability are growing. The Cold War mentality, hegemonism, unilateralism and protectionism are mounting. Acts that distort international norms, disrupt economic linkages, inflate conflicts in regions, and impede development cooperation are all too common. All these pose a serious challenge to peace and development in the Asia-Pacific.

A review of the past may offer a clue to what will happen in the future. Over the past decades, Asia-Pacific economic cooperation has injected powerful impetus into the development of our region and greatly improved the wellbeing of our peoples. We should draw on the valuable past practices and remain firm in pursuing our development goals.

-- We should follow a path of peaceful development. The Asia-Pacific, once a ground of big power rivalry and a place fraught with international disputes, suffered so much from conflicts and wars. History tells us that bloc confrontation cannot solve any problem and that bias will only lead to disaster. It is precisely because the Asia-Pacific was freed from the shadow of the Cold War that this region, and particularly its small- and medium-sized economies, have been able to embark on a fast track toward modernization and create the Asia-Pacific miracle.

The Asia-Pacific is no one's backyard and should not become an arena for big power contest. No attempt to wage a new Cold War will ever be allowed by the people or by our times!

-- We should follow a path of openness and inclusiveness. Openness and inclusiveness are vital for human prosperity and advancement. Over the past decades, we economies in the Asia-Pacific have overcome market fragmentation, built closer economic linkages and embraced the world, thus opening up vast space for economic development. APEC, guided by open regionalism and the principles of diversity and non-discrimination, has become an architecture for inclusive and win-win regional cooperation. It is by acting on such a far-sighted vision that we in the Asia-Pacific have been able to seize the opportunities of economic globalization and become a forerunner of the times in pursuing regional economic integration.

Openness brings progress while closing the door can only leave one behind. Any attempt to disrupt or even dismantle the industrial and supply chains formed in the Asia-Pacific over many years will only lead Asia-Pacific economic cooperation to a dead end.

-- We should follow a path of solidarity. The Asia-Pacific miracle has been created by all of us working hand in hand and overcoming difficulties and obstacles. Over the years, we in the Asia-Pacific have stayed together as one big family. We have met challenges head-on in solidarity, defused various risks and navigated the surging tides of the global economy. Through cooperation, we have forged a sense of community, which has laid a solid foundation for steady progress.

The Asia-Pacific has entered a crucial stage of post-COVID recovery. The economies in our region are confronted with disrupted supply chains, strained food and energy supply, growing inflationary pressure and other difficulties. We should strengthen cooperation, support and help each other, and enable the Asia-Pacific to be a leader in boosting global economic recovery.

Facing these new developments, we need to draw on past experiences and lessons, respond to the challenges of the times and steadfastly advance Asia-Pacific regional economic integration, so as to jointly break new ground in development and build an Asia-Pacific community with a shared future.

First, we should bolster the foundation for peaceful development. We should abide by the purposes and principles of the UN Charter, pursue the vision of common, comprehensive, cooperative and sustainable security, and jointly reject the Cold War mentality and bloc confrontation. We need to build an Asia-Pacific security architecture to create conditions for ensuring economic development and durable peace and stability in the Asia-Pacific.

Second, we should take a people-centered development approach. We need to ensure people's well-being through economic development, meet the needs of vulnerable groups, narrow the income gap and foster an inclusive environment for development. The developed economies in the Asia-Pacific should play a positive role and actively support the developing economies. Together, we can forge a new partnership of unity and equality, a partnership that is balanced and inclusive.

Third, we should pursue higher-level opening-up. We need to deepen cooperation within the APEC framework, advance the building of a Free Trade Area of the Asia-Pacific and implement the Putrajaya Vision. We need to engage fully and deeply in the reform of the World Trade Organization, achieve better alignment among the Regional Comprehensive Economic Partnership, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement, and build an open Asia-Pacific economy.

Fourth, we should strive for higher-standard connectivity. We should, guided by the APEC Connectivity Blueprint, boost hard and soft connectivity and exchange of personnel in a well-ordered way. China will actively enhance the complementarity between the Belt and Road Initiative and the development strategies of other parties to jointly build a high-quality Asia-Pacific connectivity network.

Fifth, we should build stable and unimpeded industrial and supply chains. We need to follow the laws governing economic activities and market principles, facilitate the free flow of production factors, protect the production and supply systems of goods and services, and build convenient, efficient and secure industrial and supply chains in the Asia-Pacific. Unilateralism and protectionism should be rejected by all; any attempt to politicize and weaponize economic and trade relations should also be rejected by all.

Sixth, we should promote economic upgrading. We need to embrace the new round of scientific and technological revolution and industrial transformation, accelerate scientific, technological and institutional innovation, foster new economy, new types of business and new business models, and achieve digital transformation of the Asia-Pacific economy. It is important for us to pursue green and low-carbon development, foster green economic sectors, promote green finance, and speed up the establishment of an Asia-Pacific green cooperation framework. With these efforts, we can make the Asia-Pacific a global pace-setter in pursuing economic development.

China, as a member of the Asia-Pacific, has benefited much from the region. In return, it has shared its development gains with others in the region. The Chinese economy and the Asia-Pacific economy are interdependent and deeply integrated with each other. In fact, China is now a major trading partner of many Asia-Pacific economies and an important part of the industrial and supply chains in the region. China is committed to promoting the building of an Asia-Pacific community with a shared future, and will do more to enhance the stability and prosperity of the Asia-Pacific.

Not long ago, the Communist Party of China successfully convened its 20th National Congress, during which it laid out the overarching goal for China's development both at the current stage and in the years to come, and decided on the steps to be taken to this end. In particular, a call was made at the Congress to pursue Chinese modernization on all fronts.

-- To date, no more than 30 countries, with a total population of less than one billion, have achieved industrialization. Against this backdrop, the modernization of China, a country with over 1.4 billion people, will be of epoch-making importance in human history. To ensure greater success in China's economic and social development, it is critical to unleash the strength of its over 1.4 billion people. We will continue to take the people-centered approach and raise living standards. Our goal is to increase the middle-income population to more than 800 million in the next 15 years, and promote the sustained growth of our super-sized market.

-- As an ancient Chinese historian observed, "Governance is all about enriching the people." China has won the critical battle against poverty and finished building a moderately prosperous society in all respects, and it is now continuing its efforts to achieve common prosperity for all. The common prosperity we have in mind aims to better meet people's needs for a better life. It aims to achieve, over time, overall prosperity and prosperity for all. We will leverage the role of both the market and the government and ensure both performance and fairness. We will make the pie bigger and share it fairly, and build an olive-shaped structure of income distribution. I have put forward the Global Development Initiative (GDI) for the very purpose of addressing imbalance in development. China is working with over 100 countries and international organizations to advance the GDI and see that the deliverables promised at this year's High-level Dialogue on Global Development will reach those in need. China stands ready to provide more resources for global development cooperation and work with all other parties to build a global community of development.

-- I have often said that we should not only have towering buildings across China. More importantly, we should build a huge mansion, one of powerful inspiration, for the Chinese nation. We will keep raising people's living standards and enriching their lives, so that every family will enjoy a decent life and everyone will be imbued with a strong sense of moral integrity. We believe in equality, mutual learning, dialogue and inclusiveness between different civilizations. We call upon all countries to hold dear humanity's common values of peace, development, fairness, justice, democracy and freedom. And we should overcome estrangement between civilizations with exchanges, prevent their clash with mutual learning, and overcome a false sense of superiority with coexistence. In short, we should promote human advancement along a balanced, positive and upward trajectory.

-- In pursuing Chinese modernization, we will follow a new path of maintaining harmony between humanity and nature. This is our responsibility not only for ourselves, but for the world as well. In recent years, we have, acting on the belief that lucid waters and lush mountains are invaluable assets, pursued all-round green transition in economic and social development; and we have endeavored to build a Beautiful China with blue skies, green lands and clear waters.

China has set the goal of striving to peak CO2 emissions before 2030 and achieve carbon neutrality before 2060. This is our solemn commitment to the international community. Over the past decade, China has been among the countries with the fastest energy intensity reduction in the world. We have overfulfilled the 2020 target of cutting carbon emission intensity by 40 to 45 percent. As a result, a total of 5.8 billion tons less of CO2 is emitted. China now has both the largest carbon market and the largest clean electric power generation system in the world. We will enhance cooperation with all other stakeholders, and advance steadily along the path of green and low-carbon transition in a concerted effort to build a community of life for humanity and nature.

-- More than anything else, we Chinese hope to see peace and stability. To follow the path of peaceful development is a strategic choice made by us in the fundamental interests of the Chinese people. We will stand firmly on the right side of history. We will stay committed to peace, development, cooperation, and delivering mutual benefit. We will strive to safeguard world peace and development as we pursue our own development, and we will make greater contribution to world peace and development through our own development.

Your Excellency President Joko Widodo,

Colleagues,

It gives me great pleasure to attend the G20 Bali Summit. At the outset, I wish to thank President Joko Widodo and the Indonesian government for making these thoughtful arrangements for the Summit. I also salute the Indonesian presidency for its important role in promoting G20 cooperation.

We meet at a time of momentous changes unseen in a century, changes that are consequential to the world, to our times, and to history. The COVID-19 pandemic still drags on with cases surging here and there. The world economy is getting more fragile. The geopolitical environment remains tense. Global governance is seriously inadequate. Food and energy crises are compounded with one another. All this poses formidable challenges to our development.

Faced with these challenges, it is imperative that all countries embrace the vision of a community with a shared future for mankind, and advocate peace, development, and win-win cooperation. All countries should replace division with unity, confrontation with cooperation, and exclusion with inclusiveness. All countries should join hands together to answer the question of our times -- "what is wrong with this world, what we should do about it" -- so as to tide over difficulties and create a better future together.

All G20 members should take the responsibility inherent in being major international and regional players, and should lead by example in promoting development of all nations, improving the well-being for the whole mankind, and advancing progress of the entire world.

-- We should make global development more inclusive. Solidarity is strength, but division leads nowhere. Living in the same global village, we should stand with each other in the face of risks and challenges. Drawing ideological lines or promoting group politics and bloc confrontation will only divide the world, and hinder global development and human progress. With human civilization already in the 21st century, the Cold-War mentality has long been outdated. What we need to do is to join hands together and elevate our win-win cooperation to a new height.

Countries should respect each other, seek common grounds while reserving differences, live together in peace, and promote an open world economy. No one should engage in beggar-thy-neighbor practices, building "a small yard with high fences," or creating closed and exclusive clubs.

I always believe that the G20 should stay committed to its founding purpose of unity and cooperation, carry forward the spirit of solidarity, and uphold the principle of consensus. "Sugarcane and lemongrass grow in dense clumps." This Indonesian proverb well captures the value of solidarity. Division and confrontation serve no one's interest. Only solidarity and common development is the right choice to make.

-- We should make global development beneficial to all. Development is real only when all countries develop together. Prosperity and stability cannot be possible in a world where the rich become richer while the poor are made poorer. Every nation aspires for a better life, and modernization is not a privilege reserved for any single country. Frontrunners in development should sincerely help others develop, and provide more global public goods. All major countries should perform their due responsibilities, and do their best for the cause of global development.

The Global Development Initiative (GDI) that I proposed is aimed at meeting the long-term objective and immediate needs of common development of the world, fostering international consensus on promoting development, cultivating new drivers for global development, and facilitating common development and progress of all countries.

Within one year, more than 60 countries have joined the Group of Friends of the GDI. China has established the Global Development and South-South Cooperation Fund, and will increase its funding for the China-UN Peace and Development Fund. We will make a list of items for practical cooperation, set up an open-ended pool of GDI projects, and draw up a roadmap for GDI implementation. We are working with 100-plus countries and international organizations on the GDI, thus providing new impetus for the implementation of the 2030 Agenda for Sustainable Development. China has submitted 15 projects to the "G20 Action for Strong and Inclusive Recovery," and has participated in five other projects within this framework. We will work with fellow G20 members to deliver on these projects.

-- We should make global development more resilient. Economic globalization is encountering headwinds, and the world economy is at risk of recession. Everyone is having a hard time, but developing countries are bearing the brunt. It is therefore more imperative than ever for us to focus on the issue of development. The theme of the Bali Summit, "Recover Together, Recover Stronger," sends a positive message of the G20's commitment to supporting the growth of developing countries and preventing divergent and unbalanced global recovery. We need to build a global partnership for economic recovery, prioritize development and put the people at the center, always keep in mind the difficulties faced by developing countries, and accommodate their concerns. China supports the African Union in joining the G20.

All parties should continue to deepen international cooperation against COVID-19, and raise the accessibility and affordability of vaccines, medicines, and diagnostic and treatment methods in developing countries so as to create a sound environment for economic recovery. We should curb global inflation, and defuse systemic economic and financial risks. In particular, developed economies should mitigate the negative spillovers from their monetary policy adjustment, and keep their debts at sustainable levels. The IMF should speed up the on-lending of SDRs to low-income countries. International financial institutions and commercial creditors, which are the main creditors of developing countries, should take part in the debt reduction and suspension for developing countries. China is implementing the G20's Debt Service Suspension Initiative (DSSI) in all respects, and has suspended the largest amount of debt service payment among all G20 members. Meanwhile, China is working with some G20 members on the debt treatment under the Common Framework for Debt Treatment beyond the DSSI, thus helping relevant developing countries navigate through the difficult time.

Global trade, digital economy, green transition and fighting corruption are key factors driving global development. We should continue to uphold the WTO-centered multilateral trading system, actively push forward WTO reform, enhance trade and investment liberalization and facilitation, and promote an open world economy. China has proposed the G20 Action on Digital Innovation and Cooperation. We look forward to working with all parties to foster an open, fair, and non-discriminatory environment for digital economy so as to narrow the North-South digital divide. In tackling climate change and transitioning toward green and low-carbon development, the principle of common but differentiated responsibilities must be upheld. It is also important to provide funding, technology and capacity-building support for developing countries and promote cooperation on green finance. International cooperation is very important for fighting corruption. G20 members must maintain zero tolerance for corruption, step up international cooperation on fugitive repatriation and asset recovery, and refuse to provide "safe havens" to corrupt individuals and assets.

Global development would be impossible without a peaceful and stable international environment. With this in mind, I have put forward the Global Security Initiative (GSI). Our goal is to work with all parties to champion the spirit of the UN Charter, act on the principle of indivisible security, uphold the vision of common, comprehensive, cooperative and sustainable security, advocate the resolution of conflicts through negotiation and settlement of disputes through consultation, and support all efforts conducive to the peaceful settlement of crises.

Colleagues,

Food and energy security is the most pressing challenge in global development. The root cause of the ongoing crises is not production or demand, but interrupted supply chains and international cooperation. The way out of this is for all countries to, with the coordination of the UN and other multilateral international organizations, enhance cooperation on market supervision and regulation, build partnerships on commodities, develop an open, stable and sustainable commodities market, and work together to unclog supply chains and stabilize market prices.

We must resolutely oppose the attempt to politicize food and energy issues or use them as tools and weapons. Unilateral sanctions must be removed, and restrictions on relevant scientific and technological cooperation must be lifted. In reducing the consumption of fossil fuel energy and transitioning toward clean energy, we need to give balanced consideration to various factors, and make sure that the transitional process does not hurt the economy or people's livelihood. Developing countries face more acute risks in food and energy security. The G20 should keep this in mind, and provide necessary support in production, collection, storage, funding and technology. Since the UN has established the Global Crisis Response Group on Food, Energy and Finance, the G20 should voice its support for it.

Over the years, China has made major contribution to global food and energy security. This year, China has proposed, together with six partners including Indonesia and Serbia, the Initiative of International Cooperation on Resilient and Stable Industrial and Supply Chains, joined other countries in calling for the establishment of the Global Clean Energy Cooperation Partnership, and put forward the International Cooperation Initiative on Global Food Security in the G20. We look forward to deepening cooperation with all parties in these areas.

The Communist Party of China has recently convened its 20th National Congress, laying out the goals, tasks and guiding policies for the cause of the Party and the country in the next five years and beyond. Xi Jinping presides over meeting of Standing Committee of Political Bureau of CPC Central Committee on COVID-19 prevention and control

BEIJING, Nov. 11 (Xinhua) -- The Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting on November 10 to hear a report on COVID-19 prevention and control and laid out 20 measures to further improve work in this regard. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting and delivered an important speech.

It was noted at the meeting that at present, the novel coronavirus is still mutating, the global pandemic is still raging and there have been repeated resurgences of the epidemic at home. China, as a country with a huge population, has a large number of vulnerable groups and its development is unbalanced among different regions. There is not enough supply of medical resources in general and the epidemic in some regions is serious in scale. Due to the mutation of the virus and the climate during the winter and spring, the scope and scale of the epidemic may further expand, which poses serious challenges to prevention and control work. We must maintain firm strategic resolve and do a good job in all relevant sectors so as to keep the spread of the virus at bay in a scientific and targeted manner.

It was stressed at the meeting that we need to fully, faithfully and comprehensively implement the decisions and arrangements of the Party Central Committee, and unswervingly put the people and their lives above everything else. We need to resolutely put into practice the general strategy of "preventing both imported cases and domestic resurgences" and tenaciously pursue the general policy of "dynamic zero-COVID." To ensure effective response to the epidemic, economic stability and secure development, we must efficiently coordinate COVID-19 prevention efforts with economic and social development, protect the people's safety and health to the utmost, and minimize impacts of the epidemic on economic and social development.

It was pointed out at the meeting that we should adapt to the strong transmissibility of the virus, effectively implement the requirements of early detection, reporting, quarantine and treatment, and adopt swift measures, so as to prevent further expansion of infections or a prolonged prevention and control endeavor. We should pool efforts to keep epidemic at bay as quick as possible in key areas, take more resolute and decisive measures to contain its further spread, and restore the normal order of work and life as soon as possible. No department should sit by or simply has its own way. We must make efforts to render our response to COVID-19 more scientific-based and targeted, improve the effectiveness of such work, accurately analyze risks, and further optimize actions taken. More targeted approaches must be adopted when it comes to quarantining and transporting patients and close contacts, conducting nucleic acid testing, managing personnel flows, providing medical services, administering vaccination, offering services for enterprises and campuses, as well as helping those stranded elsewhere return home.

Greater efforts must be made to advance the research and development of vaccines and medication and make them more efficacious and pinpoint for COVID-19. While ensuring all anti-epidemic measures are put in place, we must strengthen our analysis, research and assessment. Measures that are imperative for epidemic prevention and control must not slacken. While opposing a lack of responsibility, we also need to oppose and overcome pointless formalities and bureaucratism, and redress undesirable practices, such as taking excessive policy steps or resorting to a one-size-fits-all approach. We must do all we can to deliver service necessary for our people to continue with their work and life. While trying to contain the epidemic, we also need to take substantial measures to meet our people's basic living needs and ensure medical service and other basic services that concern their wellbeing. Greater care and help should be extended to the old, the weak, the sick, the disabled, and other special groups. We should effectively solve difficulties facing our people and maintain the normal order in work and life to the greatest extent. We should focus on vaccination for key groups most vulnerable to the virus so that the line of defense against the virus can be consolidated.

It was stressed at the meeting that Party committees and governments at all levels should align their thinking and actions with the decisions and arrangements of the CPC Central Committee, be clearly aware that our fight against the epidemic is complex, difficult, and may require repeated endeavors, and strengthen their sense of responsibility and the capacity to grapple with tough challenges. They must fulfill their responsibilities and do their work well, go down to local communities and the front line of epidemic prevention and control, make meticulous and practical efforts in every aspect of epidemic prevention and control, and provide guidance for ideological awareness as well as psychological counseling when necessary, so as to win the battle of routine epidemic prevention and control.

Since ancient times, human beings have always preferred to live close to water bodies, and civilizations have taken shape near water bodies. There has been a close link between wetlands and how humans live and work. This meeting, themed "Wetlands Action for People and Nature," will explore ways to further preserve and develop wetlands. It is a meeting of great significance. It gives us an opportunity to raise awareness, strengthen cooperation, and scale up wetlands action across the world.

-- It is important that we build global consensus on prizing wetlands, show our respect for nature, minimize disruption and damage caused by human activities, and protect the ecological security of wetlands, in order to leave the beautiful wetlands to our future generations.

-- It is important that we advance the global process on wetlands conservation, redouble efforts to preserve authenticity and integrity, include more important wetlands in nature reserves, improve cooperation mechanisms and platforms, and increase the coverage of wetlands of international importance.

Historic achievements have been made in wetlands conservation in China. We have increased the area of wetlands to 56.35 million hectares, put in place a protection system, and enacted a Wetlands Conservation Law. Wetlands have become an integral part of many Chinese cities like Wuhan, making the cities notably more livable. China will pursue a modernization of harmony between humanity and nature, and promote high-quality development in the wetlands conservation cause.

China has recently drawn up a layout plan of national parks. Under the plan, China will designate a number of national parks, accounting for about 10 percent of the country's land area. About 11 million hectares of wetlands will be incorporated in the national park system, with a focus on developing wetland national parks including the Three-River-Source National Park, the Qinghai Lake National Park, the Ruoergai National Park, the Yellow River Estuary National Park, the Liao River Estuary National Park and the Songnen Plain Crane Homeland National Park. A national wetlands conservation plan and major conservation projects will be implemented. China will promote international exchanges and cooperation to protect the four bird migration routes passing China and to build an international mangrove center in Shenzhen. China supports the convening of a conference of the World Coastal Forum.

As a Chinese saying goes, "The journey ahead may be long and arduous, but with sustained actions, we will eventually reach our destination and embrace a brighter future." Let us join hands to write a new chapter in global wetlands conservation.

The world today is confronted with accelerated changes unseen in a century as well as a sluggish economic recovery. We should commit ourselves to openness to meet development challenges, foster synergy for cooperation, build the momentum of innovation, and deliver benefits to all. YAN'AN, Shaanxi/ANYANG, Henan, Oct. 29 (Xinhua) -- The most challenging and arduous tasks we face in building a modern socialist China in all respects remain in rural areas, stressed Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, during his recent inspection tours to Shaanxi Province's Yan'an city and Henan Province's Anyang city.

Xi, also Chinese president and chairman of the Central Military Commission, urged solid steps to comprehensively study and implement the spirit of the 20th CPC National Congress and continue prioritizing the development of agriculture and rural areas. The Yan'an Spirit and the Hongqi Canal Spirit should be carried forward, and our achievements in poverty alleviation be consolidated and expanded, said Xi. He also called for efforts to advance rural revitalization across the board and ceaselessly strive for the modernization of agriculture and rural areas.

Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and director of the General Office of the CPC Central Committee, accompanied Xi on the visits.

The visits lasted from Wednesday to Friday. Xi visited the rural area and a school in Yan'an city with the company of Liu Guozhong, a member of the Political Bureau of the CPC Central Committee and secretary of the CPC Shaanxi Provincial Committee, and Zhao Yide, governor of Shaanxi province. He visited Anyang city, where he inspected a revolutionary education base and a cultural relics protection unit, accompanied by Lou Yangsheng, secretary of the CPC Henan Provincial Committee, and Wang Kai, governor of Henan.

An old revolutionary base, Yan'an used to suffer entrenched poverty. Xi has been concerned about folks in northern Shaanxi. In February 2015, Xi presided over a seminar on eliminating poverty for a better life in the old revolutionary bases of the provinces of Shaanxi and Gansu, and Ningxia Hui Autonomous Region. He delivered an important speech that charted the course for the critical battle against poverty in these regions. Yan'an was Xi's first destination for his inspection tour after the conclusion of the 20th CPC National Congress. He wished to see how the folks were doing after being lifted out of poverty and learn about the difficulties they were facing and their views on rural revitalization.

On the afternoon of Wednesday, Xi traveled to the Nangou village of Gaoqiao town, Ansai district of Yan'an city as soon as he got off the train. An apple orchard in the mountain was embracing a bumper harvest. Xi walked into the orchard and chatted with growers who were picking apples. He asked about this year's harvest and picked a big red apple. He also learned about apple-growing technique, picking method, apple variety and quality, sale price, villagers' income as well as how to further promote apple-growing and other industries. Xi showed great concern for irrigation and water use. Local villagers told him that they had effectively solved the problem by building dams, as well as adopting drip irrigation and fine management. Xi recognized their efforts, saying, "This is exactly agricultural modernization. And you have found the right path to industrial development."

At an apple washing and selecting workshop, Xi was briefed on the development of the local apple industry and checked the production line for sorting and packaging apples. A variety of locally-grown apples and deep-processed products were on display. He looked at them with great interest and listened to the briefing carefully. Xi affirmed what the locals have done in developing modern agriculture and rural tourism, cultivating and boosting the collective economy, which has helped villagers increase their incomes and become well-off.

Outside the workshop, villagers gathered to greet Xi in a loud voice. Xi chatted with them and recalled the years he spent as an educated youth in northern Shaanxi. He said to them, "I once lived in northern Shaanxi for seven years. During that time, when I saw people were leading a hard life, I thought about what could be done to make their lives better. This time, when I came, I saw a bumper harvest, well-improved traffic conditions as well as other fundamental changes." In the past, villagers in northern Shaanxi had to reclaim terraces and plant crops, having their feet firmly planted in the soil. Carrying hoes into the field and farming all day long, they lived a tough life with their work hardly paying off. Now, with the efforts to convert farmland on the mountains to forest, apple trees have been planted on the hillsides. Villagers have work to do with stable income, children enjoy good education and the elderly benefit from medical insurance -- their lives are getting better day by day. The achievements made in northern Shaanxi are a vivid epitome of the great changes taking place in China, Xi said, pointing out that China has achieved the First Centenary Goal of building a moderately prosperous society in all respects, the problem of absolute poverty has been solved and the villagers now enjoy good living conditions, but we should continue to work hard and make our lives even better. The climate, sunlight, latitude, altitude and other factors in northern Shaanxi shape it into a suitable place for developing the apple industry. Besides, equipped with advanced technologies such as drip irrigation, dwarf planting, and production lines for sorting fruits, apples can be sold out locally with a vast market awaiting. Shaanxi embraces the favorable timing, geographical and human conditions to vigorously develop the apple industry, which is the perfect, most suitable and promising industry for the region, he said. Xi stressed, the CPC is a Party of the people and for the people. As the ruling Party, the CPC is committed to serving the people and doing a good job for their benefit. Empty talk will do nothing for our country; only solid work will make it flourish. We must gain a full understanding of and apply the spirit of the 20th CPC National Congress, advance rural revitalization across the board, implement one policy after another for the prosperity of the people, speed up the modernization of agriculture and rural areas, so that all the country folks could live a more prosperous life. Xi's remarks won thunderous applause from the villagers.

After that, Xi traveled to Zaoyuan campus of Yan'an Middle School, which was the first school of its kind set up by the CPC. With great care and attention of revolutionaries of the older generation, educationists, and leaders of the Party and the country, Yan'an Middle School has a glorious history as well as fine revolutionary traditions and has fostered many talents for the old revolutionary base areas. Xi walked into the school's education history museum to learn more about how the school is run and operated. He expressed his hope that the school should follow the Yan'an Spirit in imparting knowledge and educating students, deliver an education that the people are satisfied with, and carry forward the fine revolutionary traditions and cultivate talents of the new era.

A variety of tasty dishes were on offer at the student dining hall. Xi checked on the dishes and asked the cooks about the prices and flavors, urging them to ensure food quality and pay special attention to food hygiene, so as to provide safe and delicious meals for the students.

The students were having classes at the teaching building. Xi stepped into the classroom of Class 2, Grade 10, where he had a cordial conversation with the teacher and students. He asked the students about their ideals and what they want to become after growing up. One of the students told Xi that she wanted to be a doctor like Li Shizhen, the renowned Ming Dynasty herbalist. A student said he wanted to study pharmacy at university in the future, another student said she would like to learn foreign languages and become an interpreter for diplomatic affairs. Xi was very delighted to hear their answers and praised them as having clear life goals and lofty aspirations. He encouraged the students to establish great ideals at an early age, aspire to become capable young people of a new generation who will contribute to the development of socialism and carry forward the socialist cause, so that our revolutionary traditions and heritage can be passed down from generation to generation.

Night fell as the leaders were leaving. All students went out of their classrooms, clapping hands to see the general secretary off. Xi also waved to bid farewell to them.

On the morning of Friday, Xi arrived at the Memorial Hall of the Hongqi Canal in the city of Linzhou in Anyang, Henan Province. In the 1960s, the local people, in order to deal with the severely harsh local environment where they lived completely at the mercy of the scanty rainfall, built the water conservancy project on the mountainside of Taihang with the support of the Party and the government. The project, which diverts water from the Zhanghe River to the area, is called a "man-made river from Heaven." Xi walked into the exhibition hall and watched different parts of the exhibition -- "Millennial Struggles against the Drought," "Creating Miracles under the Leading of the Red Flag," "Heroic People and Taihang Mountain Monument," "Grand Changes and Realizing Dreams," and "The Eternal Spirit and Marching into the Future" -- one by one. Xi noted that the Hongqi Canal is a monument inscribing the heroic spirit of the unyielding and valiant local people who dare to fight to change their fate. We need to educate people, especially the youths, with the Hongqi Canal Spirit that China's socialism is won by hard work, struggles and even sacrifice of lives. This was not only true in the past but also true in the new era. Without the arduous work of the older generation, or without the blood and even lives they devoted, there would be no happy life today. We must always remember them. Today, our material life has been greatly improved, but the spirit of perseverance like "the bullheaded old man removing the mountain" and the hard-working style must not change. The Hongqi Canal is of so much educational significance that everyone should come to have a look. Then, Xi inspected the operation of the canal's water diversion sluice gate on the site and learned about the functions of the sluice gate in water diversion, irrigation and environmental improvement.

During the construction of the Hongqi Canal, 300 youngsters formed a commando team, and, with 17 months of hard fighting, they tunneled through the hard rock on the dangerous terrains for a stretch of the canal. The tunnel they made was named "The Youth Tunnel." Xi walked up the steps and came to "The Youth Tunnel," inspecting the canal along the way. He stressed that the Hongqi Canal Spirit and the Yan'an Spirit are coherent and come in continuity, and both are indelible historical memories of the Chinese nation, always stirring people's soul. He said the younger generation must carry forward the spirit of staying tough and diligent, self-reliant and hard-working, abandon the finicky lifestyle and complacent attitude, and, like our parents' generation, leave a memorable legacy in history with their youthful enthusiasm. The onus is on our generations to realize the Second Centenary Goal, Xi said. We are living in a remarkable time and must make our own contributions so as to live up to people's expectations. The Hongqi Canal Spirit will never perish!

On the afternoon of Friday, Xi made an inspection tour of the Yinxu Ruins situated on both banks of the Huanhe River in the northwest suburbs of Anyang. The 3,300-year-old Yinxu Ruins has been confirmed by historic documents and archaeological excavations as the capital site of late Shang (Yin) Dynasty, the first such ruins so confirmed in Chinese history. Walking slowly into the Yinxu Museum, Xi attentively observed the bronze ware, jade ware, oracle bone inscriptions, and other unearthed relics. Then, Xi visited the Exhibition Hall of Chariot Pits where he observed the original-sized samples of animal-driven carts and remains of a Shang Dynasty road. He pointed out that oracle bone inscriptions unearthed at Yinxu Ruins kept the evidence of the Chinese written language of 3,000 years ago, helping to bring recorded Chinese history nearly 1,000 years earlier than previously believed. "I have long been yearning for visiting here. This time I come here for a deeper study and understanding of the Chinese civilization so that we can make the past serve the present, and draw inspirations for better building modern Chinese civilization," he said. The Chinese characters are extraordinary and serve as a tie in the forming and development of Chinese nation, and the archaeologists have done a great job in this regard. We should attach more importance to and put more efforts on archaeological research to carry forward the project of tracing the origins of the Chinese civilization. With a long and continuous history stretching back to antiquity, the Chinese civilization shaped our great nation, and this nation will continue to be great, he added. Xi urged efforts to carry forward the fine traditional culture through discovery, research and conservation of the cultural relics. He stressed that fine traditional Chinese culture is the root of the Party's new theories. The ultimate approach of adapting Marxism to the Chinese context and the needs of the times is to integrate the basic tenets of Marxism with China's specific realities and fine traditional culture. We should stay confident in our culture and be more confident and prouder to be Chinese.

Xi urges efforts to carry forward great founding spirit of CPC and Yan'an Spirit

YAN'AN, Shaanxi, Oct. 28 (Xinhua) -- Less than a week after the conclusion of the 20th National Congress of the Communist Party of China (CPC), Xi Jinping, general secretary of the CPC Central Committee, president of the People's Republic of China, and chairman of the Central Military Commission, led the members of the Standing Committee of the CPC Central Committee Political Bureau to visit Yan'an, an old revolutionary base in northwest China's Shaanxi Province. The members are Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi. They were there to pay tribute to this sacred land of the Chinese revolution, review the eventful days of the Party Central Committee in Yan'an in the years of the revolutionary war, commemorate the great achievements made by revolutionaries of the older generation, and manifest the conviction of the new central leadership to carry forward the Party's revolutionary legacy and fighting spirit and present an excellent answer sheet to the people and posterity with new achievements on the road ahead. Xi stressed that we will carry forward the great founding spirit of the Party, the Yan'an Spirit, and our fighting spirit, remain confident in our history, and exhibit greater historical initiative to strive in unity for the fulfillment of the objectives and tasks set forth at the 20th CPC National Congress.

On the morning of October 27, Xi Jinping and the others arrived at the revolutionary site of Yangjialing in northwest Yan'an. In November of 1938, all departments of the CPC Central Committee moved from Fenghuang Hill to Yangjialing, where the CPC held its Seventh National Congress, launched the Yan'an Rectification Movement, and led the Chinese people in the War of Resistance Against Japanese Aggression.

Xi and the others first visited the site of the Seventh CPC National Congress, which was held from April to June in 1945. There were only over 50 members when our Party was founded. By the time of the Seventh CPC National Congress, this number had increased to 1.21 million. Xi Jinping walked slowly to pay his tribute to the site, and said that the Seventh CPC National Congress marked a major milestone in the history of our Party, suggesting that our Party was becoming increasingly mature as far as its political direction, ideology and organizational structure were concerned. Politically, after the Yan'an Rectification Movement, the whole Party was united together under the guidance of Comrade Mao Zedong, realizing unprecedented unity and solidarity within our Party. Ideologically, the Party established the guiding role of Mao Zedong Thought in the whole Party and enshrined it in the Party Constitution. Organizationally, our Party formed a group of time-tested statesmen who held high the banner of Mao Zedong. The Seventh CPC National Congress played an incredibly important role in the history of our Party, pointing out the right direction and charting the correct course for our Party in achieving one victory after another ever since.

Then, they arrived at the former residences of Mao Zedong and other revolutionaries of the older generation, where they recalled stories of those revolutionaries at Yangjialing and learned about how these revolutionary sites had been protected. During the Yan'an Period (1935-1948), Mao stayed at Yangjialing for the longest time, where the well-known "cave-dwelling conversation" with acclaimed patriot and educationist Huang Yanpei happened. The conversation was mainly about how to escape the historical cycle of rise and fall, how to avert the possibility of a government's policies ending with the death of its leader, and ultimately how a political power can maintain long-lasting successful governance. Mao had offered the first answer to the question -- placing the government under the supervision of the people. With the practice of full and rigorous Party self-governance since the 18th CPC National Congress, the Party Central Committee with Comrade Xi Jinping at its core has provided the second answer -- carrying out Party's self-reform. Xi noted that the revolutionary sites had witnessed a glorious journey our Party had traveled during the Yan'an Period when it led the Chinese revolution and struggled to adapt Marxism to the Chinese context and the needs of that era. The revolutionary sites are like a book that is worth reading all the time, said Xi, adding that each time he came here to visit the sites, he was struck with new insight and great inspiration. He urged solid efforts to improve the management of these sites and thoroughly study their revolutionary past so as to better tell the stories of Yangjialing and of the Seventh CPC National Congress in combination with reality.

A docent introduced how people in northern Shaanxi composed the song The East Is Red based on the folksong of Baimadiao and sang it for the leaders. Xi pointed it out that the works of literature and art in praise of the Party and Chairman Mao were all voluntarily created by the people, which fully demonstrated that Mao was chosen by the people and supported by the people.

They then traveled to Yan'an Revolutionary Memorial Hall and visited an exhibition titled The Great Journey -- CPC Central Committee's 13 Years in Yan'an.

From 1935 to 1948, the Shaanxi-Gansu-Ningxia Border Region centered around Yan'an was where the CPC Central Committee headquartered. It also served as the political guidance center for the Chinese People's War of Resistance Against Japanese Aggression as well as the general rear area for the Chinese People's War of Liberation. In a comprehensive and systematic manner, the exhibition presented the glorious history of how the CPC Central Committee and revolutionaries of the older generation including Mao Zedong led the Chinese revolution to success from Yan'an through adapting the basic tenets of Marxism to the specific practices of the Chinese revolution. Xi and the others visited the exhibition chapters "the Foothold of the CPC Central Committee and the Red Army during the Long March," "the Center of Political Guidance for the Chinese People's War of Resistance Against Japanese Aggression," "the Model Pilot Zone of New Democracy," "the Point of Departure for Winning the National Victory," "the Lasting Glory of Yan'an Spirit," and other chapters. Xi would once in a while stop to watch a particular exhibit and reminisce with everyone at presence about the extraordinary years of the CPC Central Committee in Yan'an.

Xi delivered an important speech at the end of the visit. He said that Yan'an is a sacred place of the Chinese revolution and the cradle of New China. The CPC Central Committee and revolutionaries of the older generation, including Mao Zedong, lived and struggled in Yan'an for 13 years from 1935 to 1948. There, under the leadership of the CPC Central Committee and revolutionaries of the older generation including Mao Zedong, the revolutionary cause developed from its low tide to high tide and realized its historic transition, thus turning the tables when it came to China's future and destiny. The towering Baota Mountain and rolling Yanhe River have witnessed the great endeavors. Yan'an, with all kinds of food grain, nourished the development of the CPC in strength, and supported the victory of the Chinese revolution. Yan'an and its people have made tremendous contribution to the victory of the Chinese revolution, which we should never forget, Xi said.

"I have lived and worked in Yan'an for seven years," Xi said affectionately. "My elder generation also once lived here, and I am quite familiar with the region. When I was sent to northern Shaanxi and worked in the fields as a farmer, every time I got a chance to come to Yan'an, I would visit those revolutionary sites, including the site of the Seventh CPC National Congress, Yangjialing, Zaoyuan and Fenghuang Hill. After working in the CPC Central Committee, I've paid three inspection tours here," he said. "This time, with members of the Standing Committee of the Political Bureau of the CPC Central Committee, I come here to manifest that the new central leadership will inherit and carry forward the glorious traditions and fine work styles of the Party cultivated during the Yan'an Period, and carry forward the Yan'an Spirit," Xi said.

He stressed, the glorious traditions and fine conduct of the CPC cultivated and carried forward during the years in Yan'an, and the Yan'an Spirit characterized by firm and correct political direction, ideological line of emancipating the mind and seeking truth from facts, the principle of serving the people wholeheartedly, and the style of self-reliance and hard work, are an invaluable source of inspiration for the Party, and should be passed down from generation to generation.

Xi noted, the firm and correct political direction was the essence of the Yan'an Spirit. In 1938, when replying to the question "What should be learned at the Military and Political University of Resistance Against Japanese Aggression in Yan'an", Comrade Mao Zedong pointed out, "First and foremost, we need to learn about a political direction." All Party members must adhere to the correct political direction, resolutely implement the Party's basic theory, line, and policy, thoroughly implement the Party Central Committee's decisions and plans, so as to further advance the great cause pioneered by revolutionaries of the older generation.

Xi stressed, during the Yan'an Period, our Party put forward the fundamental principle of serving the people wholeheartedly and wrote it into the Party Constitution, emphasizing that "the contingent of the CPC was established for the liberation of the people and always stood ready to work for their interests", and requiring all Party officials to "stand firmly at the side of ordinary people", and thus bringing about a vivid picture in which "officials were all public servants in people's eyes". All Party members must stand firmly with the people, act on the Party's purpose, put into practice the mass line, maintain close ties with the people, take the initiative to apply the people-centered development philosophy to all work, and achieve solid progress in promoting common prosperity, so that the people share more fully and fairly in the gains of modernization.

Xi noted, after settling down in Yan'an, the Party Central Committee and the Red Army faced extremely tough conditions due to the enemy's military encirclement and economic blockade. Soldiers and civilians in Yan'an had enthusiastically responded to Comrade Mao Zedong's call of "drawing on our own labor to supply ourselves with adequate food and clothing" and started an enthusiastic production campaign, which provided crucial support for the frontline in the war against Japanese aggression. Each and every Party member must carry forward the spirit of self-reliance and hard work, which shall never be repudiated no matter how well-off we become in the future, and they should also work hard in a down-to-earth and practical manner to concentrate on managing our own affairs well and support the development of our country and our nation with our own strength.

Xi stressed that, back in the days in Yan'an, Comrade Mao Zedong and other revolutionaries of the older generation lived in cave-dwellings, eating coarse grain for meals and wearing rough clothes. This "Yan'an conduct" defeated the "Xi'an conduct." All Party members should carry forward the glorious traditions and fine conduct of revolutionaries of the older generation and Chinese Communists, advance the Party's self-reform with courage, resolutely exercise full and rigorous self-governance of the Party, and always maintain our Party's advanced nature and integrity, enabling our Party to always remain the strong leadership core in the cause of building socialism with Chinese characteristics.

Xi pointed out that during the Yan'an Period, the Party, with tenacious fighting spirit and exceptional fighting ability, had effectively carried out struggles against Japanese militarist aggression, and effectively responded to a series of major challenges such as the Xi'an Incident, the July Seventh Incident and the Chongqing Negotiations. Also, the Party had effectively led and commanded the revolutionary struggles nationwide and effectively tackled the targeted attacks by the Kuomintang-led forces on the Shaanxi-Gansu-Ningxia Border Region. With merely "millet plus rifles," the Party had opened up new prospect for the Chinese revolution. The whole Party should carry forward such fighting spirit, improve fighting ability, resolutely surmount all difficulties and challenges on the road ahead and harness our indomitable fighting spirit to open up new horizons for our cause.

Xi stressed that the Party's 20th National Congress had set forth major principles and policies for the Party and the country at present and for some time to come, and drawn up a splendid blueprint of promoting national rejuvenation through a Chinese path to modernization. Let us embark on the new journey, and set out toward our new goal!

Before he left, Xi had cordial talks with some veterans of the Red Army and the Eighth Route Army, descendants of revolutionary martyrs, local Party School and cadre college teachers and staff members of the memorial. He encouraged them to promote revolutionary spirit, tell well stories of the Party, so as to inspire people to steadfastly follow the Party and its guidance, and strive unremittingly to realize the Chinese Dream of great national rejuvenation. Xi Jinping stresses comprehensively studying, understanding and implementing spirit of 20th CPC National Congress

BEIJING, Oct. 27 (Xinhua) -- The first group study session of the Political Bureau of the 20th Communist Party of China (CPC) Central Committee was held on the afternoon of October 25, focusing on the study and implementation of the spirit of the 20th CPC National Congress. Xi Jinping, general secretary of the CPC Central Committee, presided over the session. He stressed that the 20th CPC National Congress has made great achievements in politics, theories and practical work, and has laid out major policies and strategic plans for advancing the cause of the Party and the country in the new era. It serves as a political declaration and a program of action to build a modern socialist country in all respects and advance the great rejuvenation of the Chinese nation on all fronts. The whole Party must work hard to fully study, understand and implement to the letter the objectives and tasks set forth at the Party's 20th National Congress, and strive for new successes in building a modern socialist country in all respects.

Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi shared their thoughts on fully understanding and implementing the spirit of the Party's 20th National Congress. According to them, the congress held high the great banner of socialism with Chinese characteristics, stayed committed to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development, and fully implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Xi pointed out in his speech that to study, publicize and implement the spirit of the Party's 20th National Congress is a top political task for the entire Party and the whole country at present and for some time to come. The Political Bureau of the CPC Central Committee should take the lead and set an example in this regard and endeavor to make the spirit of the congress deeply and widely understood and grasped by officials and the general public.

Xi emphasized that to study and implement the spirit of the Party's 20th National Congress, we need to focus our efforts on study in a comprehensive manner. Only through comprehensive, systematic and thorough study can we have an overall, accurate and complete understanding of the spirit of the congress and clearly know about our tasks, goals and the ways to accomplish them, thus laying a solid foundation for the full implementation of the spirit. First and foremost, we need to read the original piece and comprehend its essence. Officials should thoroughly study not only the report to the 20th CPC National Congress itself, but also a series of speeches and documents related to the congress. The spirit of the reports to 18th CPC National Congress and the 19th CPC National Congress should continue to be studied so as to make the study a coherent whole. Innovation in the Party's theories and practices has been quite dynamic and lively since we entered the new era. Our study should also be like that and help us to achieve more than just memorizing some concepts or expressions. We need to associate our study with the historic achievements and historic changes in the cause of the Party and the country we have realized since the Party's 18th National Congress, with the momentous and extraordinary course we have experienced over the recent years, with our actual practice in deepening reform and opening up, promoting high-quality development and effectively responding to the immense risks and challenges, and with the profound changes in the global landscape, so that we can gain a sound understanding of the historical, theoretical and practical logic behind the major principles, policies and strategic plans for the development of the cause of the Party and the country set at the Party's 20th National Congress.

Xi noted that to study and implement the spirit of the Party's 20th National Congress, we need to concentrate more on gaining a comprehensive command of it. The spirit of the congress is rich in content, containing both political foresight and theoretical insight. It also includes well-conceived goals and strategic arrangements for work. All of these are interconnected and integral to one another. Only by combining the history with reality, theory with practice, and international landscape with domestic situation, as well as through multiple times of reflection to chew over both each of its aspects and the issue as a whole, can we gain a comprehensive understanding of the spirit of the congress, or our understanding will be otherwise one-sided or on the surface only. We need to gain a comprehensive command of the worldview and methodology of the Thought on Socialism with Chinese Characteristics for a New Era as well as its stances, viewpoints and methods, obtain an in-depth comprehension of integrating the basic tenets of Marxism with China's specific realities and fine traditional culture, and the requirements of putting the people first, maintaining self-confidence and standing on our own feet, upholding fundamental principles and breaking new ground, adopting a problem-oriented approach, applying systems thinking and maintaining a global vision, and have a sound command of the essence of the Thought on Socialism with Chinese Characteristics for a New Era. We need to have a comprehensive understanding of the profound meaning and significance of the great changes over the past 10 years of the new era, develop a deep perception of the profound implication of such changes for our Party, the Chinese people, socialist modernization and the development of scientific socialism in 21st-century China. We need to gain an in-depth comprehension of the necessity of unswervingly adhering to the Party's new theories for the new era, as well as its strategic plans and measures, and maintaining strategic confidence on the new journey in the new era. We should comprehensively understand the distinctive Chinese features of the Chinese path to modernization, its essential requirements and its major principles we must firmly adhere to, and gain a profound cognition of the relation between the theory of Chinese modernization and the strategic plans for building a modern socialist country in all respects, with sound knowledge that the former is the theoretical support for the latter, so that we can understand that the strategic plans for building a modern socialist country in all respects are a well-conceived and necessary choice. Xi stressed that, to study and implement the spirit of the Party's 20th National Congress, we need to focus on comprehensive implementation. Empty talk will do nothing for our country; only solid work will make it flourish. No matter how good a plan is, implementation makes the difference. All plans and arrangements, no matter how brilliant they are, will be castles in the air unless a good job is done in implementation. We should implement the spirit of the Party's 20th National Congress in a well-planned way. Under the guidance of general objectives, general direction and general requirements, we should specify every objective and task to work out targeted action plans with clear timetables and roadmaps to forge ahead in a down-to-earth manner. Members of the Political Bureau of the CPC Central Committee should take the lead in taking concrete and immediate actions to make arrangements for studying and implementing the spirit of the Party's 20th National Congress in areas or places in their portfolio. They should take into account the whole picture of the country so that they can show concern for work in other departments, and strengthen coordination and cooperation while performing their own duties and doing a good job in work in their portfolio. They must carry forward fighting spirit, strengthen their capacity to grapple with tough challenges, redouble their efforts to enhance the ability to prevent risks, rise to challenges, and withstand pressure. Xi noted, the Party Central Committee will lay out arrangements to study, publicize and implement the spirit of the 20th CPC National Congress. Relevant authorities must formulate detailed measures to disseminate the spirit of the congress in government departments, enterprises, public institutions, communities in urban and rural areas, schools, military units, various new types of economic and social organizations as well as online platforms. Xi Jinping chairs meeting of Political Bureau of CPC Central Committee

BEIJING, Oct. 26 (Xinhua) -- The Political Bureau of the 20th Communist Party of China (CPC) Central Committee made arrangements for studying, publicizing and implementing the spirit of the Party's 20th National Congress at a meeting held on October 25. Also deliberated at the meeting were regulations by the Political Bureau of the Party Central Committee on strengthening and safeguarding the Party Central Committee's centralized, unified leadership and its detailed rules for implementing the eight-point decision on work conduct.

Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

It was noted at the meeting that to study, publicize, and implement the spirit of the Party's 20th National Congress should be a top political task for the entire Party and the whole country at present and for some time to come. Efforts should be made to guide officials and the general public to thoroughly study the report to the congress and the Party Constitution and have a solid grasp of the new thoughts, new judgments initiated at the congress as well as its new arrangements and requirements.

It was stressed at the meeting that improving Party conduct is always an ongoing task to which there is no end. The 20th CPC National Congress has laid out new arrangements for steadfastly implementing the Party Central Committee's eight-point decision on improving Party and government conduct. We must abide by the eight-point decision as an ironclad discipline to see that leading officials, or the "key few," set an example for their subordinates. We must continue to combat the Four Malfeasances of pointless formalities, bureaucratism, hedonism, and extravagance -- particularly the first two. We must resolutely root out privilege-seeking mindsets and behavior, and urge the whole Party to steadfastly implement the central Party leadership's eight-point decision. We must constantly enhance the Party's capability to purify, improve, renew and excel itself, and we must always breathe the same air with the people, share the same future and stay truly connected with them. BEIJING, Oct. 23 (Xinhua) -- Xi Jinping, who was elected general secretary of the 20th Central Committee of the Communist Party of China (CPC) at its first plenary session, met with Chinese and foreign journalists who were covering the 20th CPC National Congress at the Great Hall of the People in Beijing at midday on October 23. Along with him were Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi, also members of the Standing Committee of the Political Bureau of the CPC Central Committee elected at the session.

Decorated in brilliant lights, the Golden Hall in the Great Hall of the People was permeated with a lively and solemn atmosphere. Over 600 journalists from home and abroad gathered here to report to the world the first group appearance of the newly elected Standing Committee of the Political Bureau of the CPC Central Committee.

At 12: 05 p.m., Xi Jinping and his colleagues stepped into the hall amid a round of warm applause as they waved to the journalists.

After a brief introduction made by Sun Yeli, spokesperson of the 20th CPC National Congress, Xi delivered an important speech. First, he expressed his gladness to meet friends from the media. Xi said, yesterday, the CPC successfully concluded its 20th National Congress. It was a congress of holding high our banner, pooling our strength and forging ahead in unity. Xi said, the international community has been following the 20th CPC National Congress with great interest. Political parties in many countries have sent congratulatory messages and letters, many of which were from heads of state or government and from leaders of political parties or important organizations. On behalf of the CPC Central Committee, Xi expressed heartfelt appreciation to them all.

Xi presented his colleagues who have also been elected to the Standing Committee of the Political Bureau of the CPC Central Committee. On behalf of the CPC's new central leadership, Xi expressed his sincere thanks to the whole Party for their trust. "We shall keep in mind the Party's nature and purpose and our own mission and responsibility and work diligently in the performance of our duty to prove worthy of the great trust of the Party and our people," he said.

Xi noted that, thanks to the concerted efforts of the entire Party and the Chinese people of all ethnic groups, we have fully established a moderately prosperous society according to plan, thus completing the First Centenary Goal. BEIJING, Oct. 23 (Xinhua) -- The 20th National Congress of the Communist Party of China (CPC) came to a successful conclusion on the morning of October 22 at the Great Hall of the People in Beijing after electing a new CPC Central Committee and a new Central Commission for Discipline Inspection (CCDI), and passing the Resolution on the Report of the 19th CPC Central Committee, the Resolution on the Work Report of the 19th Central Commission for Discipline Inspection and the Resolution on the Revised Constitution of the Communist Party of China.

The congress calls on the whole Party, the entire military, and the Chinese people of all ethnic groups to stay closely rallied around the Party Central Committee with Comrade Xi Jinping at its core, to keep in mind that empty talk will do nothing for our country and only solid work will make it flourish, to maintain firm confidence, unite as one, forge ahead with resolve, and to strive in unity to build a modern socialist country in all respects and advance national rejuvenation on all fronts.

At 9 a.m., the closing session began.

A total of 2,338 of the 2,378 elected and specially-invited delegates to the congress attended the closing session. The number of delegates present exceeded half of the aggregate, which accords with the electoral rules of the congress.

First, the name lists of two general scrutineers and 36 scrutineers were passed at the session.

Under the supervision of the general scrutineers and scrutineers, the delegates and specially-invited delegates then elected by secret ballot the 20th CPC Central Committee, with 205 members and 171 alternate members, and the 20th CPC CCDI consisting of 133 members.

At 11:09 a.m., Xi Jinping announced, the 20th CPC Central Committee and the 20th CPC CCDI have been elected by the 20th CPC National Congress. A round of warm applause rose at the grand auditorium.

Later on, the session adopted the Resolution on the Report of the Party's 19th Central Committee. It approved the report presented by Comrade Xi Jinping on behalf of the 19th CPC Central Committee. According to the resolution, the report of the 19th CPC Central Committee adopted at the congress is the crystallization of the wisdom of the Party and the people. It is a political declaration and a program of action for the Party to bring together the Chinese people of all ethnic groups and lead them in securing new success for socialism with Chinese characteristics. It is a guiding Marxist document.

The delegates believe that the theme expounded in the report is the soul of the congress and a general platform for the development of the cause of the Party and the country. The congress applauds the work of the 19th Central Committee. The five years since the 19th National Congress have been truly momentous and extraordinary. Over the past five years, the Party Central Committee with Comrade Xi Jinping at its core fully assessed the situation, upheld fundamental principles and broke new ground, and exhibited its courage and ability to fight. It has united and led the whole Party, the entire military, and all people across the country in effectively responding to grave, intricate international developments and a series of immense risks and challenges, in solving a great number of problems that had long gone unsolved, in securing many accomplishments that hold major future significance, and in achieving impressive advances in the cause of the Party and the country. The congress stresses that the past decade since the Party's 18th National Congress marked three major events of great immediate importance and profound historical significance for the cause of the Party and the people: We embraced the centenary of the Communist Party of China; we ushered in a new era of socialism with Chinese characteristics; and we eradicated absolute poverty and finished building a moderately prosperous society in all respects, thus completing the First Centenary Goal. The great transformation over the past 10 years of the new era marks a milestone in the history of the Party, of the People's Republic of China, of reform and opening up, of the development of socialism, and of the development of the Chinese nation. The Communist Party of China has tempered itself through revolution and grown stronger. The Chinese people are filled with a stronger sense of history and initiative. The rejuvenation of the Chinese nation is now on an irreversible historical course. Scientific socialism is brimming with renewed vitality in 21st-century China.

The congress stresses that we owe this great transformation to the entire Party and the Chinese people of all ethnic groups who have striven in unity under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core and under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The Party has established Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and established the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The congress stresses that since the 18th National Congress, our Party has made theoretical explorations and innovations with great courage. It has, from an entirely new perspective, deepened its understanding of the laws that underlie governance by a communist party, the development of socialism, and the evolution of human society. It has achieved major theoretical innovations, which are encapsulated in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The main elements of this theory are summarized in the 10 affirmations, the 14 commitments, and the 13 areas of achievement that were articulated at the 19th National Congress and the Sixth Plenary Session of the 19th Party Central Committee, all of which we must adhere to over the long term and continue to enrich and develop.

The congress has established that, from this day forward, the central task of the Communist Party of China will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.

The congress concludes that Chinese modernization is socialist modernization pursued under the leadership of the Communist Party of China; it contains elements that are common to the modernization processes of all countries, but it is more characterized by features that are unique to the Chinese context; it is the modernization of a huge population, of common prosperity for all, of material and cultural-ethical advancement, of harmony between humanity and nature, and of peaceful development. The essential requirements of Chinese modernization are as follows: upholding the leadership of the Communist Party of China and socialism with Chinese characteristics, pursuing high-quality development, developing whole-process people's democracy, enriching the people's cultural lives, achieving common prosperity for all, promoting harmony between humanity and nature, building a human community with a shared future, and creating a new form of human advancement.

The congress states that a two-step strategic plan has been adopted to build China into a great modern socialist country in all respects: first, basically realizing socialist modernization from 2020 through 2035; second, building China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 through the middle of this century. The next five years will be crucial for getting our efforts to build a modern socialist country in all respects off to a good start.

The congress emphasizes that, on the journey ahead, we must firmly adhere to the following major principles: upholding and strengthening the Party's overall leadership; following the path of socialism with Chinese characteristics; applying a people-centered development philosophy; remaining committed to deepening reform and opening up; and carrying forward our fighting spirit.

The congress endorses the strategic plans set out in the report for advancing the cause of the Party and the country in the period to come.

The congress emphasizes that we must resolutely pursue a holistic approach to national security and promote national security in all areas and stages of the work of the Party and the country. We must improve the national security system, strengthen our capacity for safeguarding national security, enhance public safety governance, and improve the social governance system, so as to ensure national security and social stability.

The congress stresses that achieving the goals for the centenary of the People's Liberation Army in 2027 and more quickly elevating our people's armed forces to world-class standards are strategic tasks for building a modern socialist country in all respects. To this end, we must apply Xi Jinping's thinking on strengthening the military, implement the military strategy for the new era, and see that the people's armed forces effectively fulfill their missions and tasks in the new era.

The congress stresses that the policy of One Country, Two Systems is a great innovation of socialism with Chinese characteristics. It has proven to be the best institutional arrangement for ensuring sustained prosperity and stability in Hong Kong and Macao after their return to the motherland. This policy must be adhered to over the long term.

We should adhere to the one-China principle and the 1992 Consensus and implement our Party's overall policy for resolving the Taiwan question in the new era. We should take resolute steps to oppose "Taiwan independence" and promote reunification, maintain the initiative and the ability to steer in cross-Strait relations, and unswervingly advance the cause of national reunification.

The congress endorses the report's analysis of the international situation and the arrangements it sets out for China's foreign affairs.

The congress stresses that our Party has a pivotal role in building China into a modern socialist country in all respects and in advancing the rejuvenation of the Chinese nation on all fronts.

We must persevere with full and rigorous self-governance, continue to advance the great new project of Party building in the new era, and use our own transformation to steer social transformation. We must meet the overall requirements for Party building in the new era, improve the systems for exercising full and rigorous self-governance, and comprehensively advance our efforts to purify, improve, renew, and excel ourselves. We must uphold and strengthen the centralized, unified leadership of the Party Central Committee; enhance cohesion and forge the Party's soul with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; improve the systems and regulations for the Party's self-reform; cultivate officials capable of shouldering the mission of national rejuvenation; enhance the political and organizational functions of Party organizations; take strict steps to improve Party conduct and enforce Party discipline; and endeavor to win the tough and protracted battle against corruption.

The congress adopted the Resolution on the Work Report of the 19th Central Commission for Discipline Inspection. The congress fully endorses the commission's work.

The congress adopted the Resolution on the Revised Constitution of the Communist Party of China, and has decided that it shall come into effect as of the date of adoption.

The congress notes that, since the Party's 19th National Congress, the Central Committee with Comrade Xi Jinping at its core has continued to integrate the basic tenets of Marxism with China's specific realities and fine traditional culture, put forward a series of new ideas, new thinking, and new strategies on national governance, and made continuous progress in enriching and developing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thereby opening a new frontier in adapting Marxism to the Chinese context and the needs of the times. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the Marxism of contemporary China and of the 21st century and embodies the best Chinese culture and ethos of this era.

The congress unanimously agrees that the new developments in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era since the Party's 19th National Congress should be incorporated into the Party Constitution, so as to better reflect the major contributions made by the Central Committee with Comrade Xi Jinping at its core to advancing the Party's theoretical, practical, and institutional innovations.

The congress affirms that, over the past century, the Party has always stayed true to its original aspiration and founding mission, and it has united and led the Chinese people in writing the most magnificent chapter in the millennia-long history of the Chinese nation. In doing so, it has made great achievements and accumulated valuable experience. The congress approves the incorporation of the Party's original aspiration and founding mission and its major achievements and historical experience over the past century into the Party Constitution. Having the courage to fight and the mettle to win gives the Party and the people unassailable strength. All the achievements were made through persistent hard work of the Party and the people. The congress agrees to add to the Party Constitution a statement on carrying forward our fighting spirit and building up our fighting ability.

The congress notes that, at the ceremony marking the centenary of the Communist Party of China, Comrade Xi Jinping solemnly announced on behalf of the Party and the people that we have realized the First Centenary Goal of building a moderately prosperous society in all respects, and that we are now marching in confident strides toward the Second Centenary Goal of building China into a great modern socialist country in all respects. The Party Constitution is revised to reflect this.

The congress notes that advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization has been proposed and designated as the central task of the Party on the new journey of the new era. Basic socialist economic systems, including the system under which public ownership is the mainstay and diverse forms of ownership develop together, the system under which distribution according to work is the mainstay while multiple forms of distribution exist alongside it, and the socialist market economy, are important pillars of socialism with Chinese characteristics. The congress agrees to incorporate statements to that effect into the Party Constitution.

Also added to the Party Constitution are statements on gradually realizing the goal of common prosperity for all; having an accurate understanding of the new stage of development; applying a new philosophy of innovative, coordinated, green, open, and shared development; accelerating efforts to foster a new pattern of development that is focused on the domestic economy and features positive interplay between domestic and international economic flows; pursuing high-quality development; giving full play to the role of talent as the primary resource; and ensuring higher-quality and more efficient, equitable, sustainable, and secure development of the economy.

The congress recognizes that building a modern socialist country in all respects is a great and arduous endeavor; the future is bright, but we still have a long way to go. To build China into a great modern socialist country in all respects, a two-step strategic plan has been adopted: basically realizing socialist modernization from 2020 through 2035; and building China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 through the middle of this century. The Party Constitution is revised accordingly.

The congress agrees to add to the Party Constitution statements on following the path of socialist rule of law with Chinese characteristics; developing a broader, fuller, and more robust whole-process people's democracy; establishing sound systems and procedures for democratic elections, consultations, decision-making, management, and oversight; and both pursuing development and safeguarding security.

It agrees to include in the Party Constitution statements on enhancing political loyalty in the military, strengthening the military through reform, science and technology, and personnel training, and running the military in accordance with the law; elevating the people's armed forces to world-class standards; fully, faithfully, and resolutely implementing the policy of One Country, Two Systems; resolutely opposing and deterring separatists seeking "Taiwan independence"; holding dear humanity's shared values of peace, development, fairness, justice, democracy, and freedom; and advancing the building of an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.

The congress agrees to add to the Party Constitution statements on carrying forward the Party's great founding spirit, which comprises the principles of upholding truth and ideals, staying true to the Party's original aspiration and founding mission, fighting bravely without fear of sacrifice, and remaining loyal to the Party and faithful to the people, and on using the Party's own transformation to steer social transformation. It also agrees to add statements on improving the capacity for political judgment, thinking, and implementation and becoming more self-motivated and resolute in implementing the Party's theories, lines, principles, and policies; on advancing the adaption of Marxism to the Chinese context and the needs of our times; on the Party's self-reform being a journey to which there is no end; on constantly improving the system of Party regulations; on strengthening the principal and oversight responsibilities for full and rigorous Party self-governance; on making integrated efforts to ensure that officials do not have the audacity, opportunity, or desire to become corrupt; and on adhering to the Party's organizational line for the new era as a new fundamental requirement for Party building.

The congress notes that the Communist Party of China is the leadership core in advancing our cause and that the leadership of the Communist Party of China offers a fundamental guarantee for achieving the great rejuvenation of the Chinese nation. The congress agrees to add to the Party Constitution statements on the Party being the highest force for political leadership and on upholding and strengthening the overall leadership of the Party.

The congress notes that in view of the successful experience gained in Party work and Party building since the 19th Party Congress and in compliance with the revisions to the General Program, appropriate revisions to some articles of the Party Constitution are necessary.

The congress notes that since entering the new era, the Party and the country have faced a situation of unparalleled complexity, a fight of unparalleled graveness, and tasks of unparalleled difficulty in promoting reform, development, and stability. Establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has enabled the Party to successfully resolve the acute problems and challenges undermining its long-term governance, the security and stability of the country, and the wellbeing of the people, to remove serious hidden dangers in the Party, the country, and the military, and to ultimately set the rejuvenation of the Chinese nation on an irreversible historical course. After all agendas of the 20th CPC National Congress were concluded, Xi delivered an important speech amid warm applause. Thanks to the concerted efforts of all delegates, the congress has been a complete success, and we have realized our goals of unifying thinking, fortifying confidence, charting our course, and boosting morale. This has been a congress of holding our banner high, pooling our strength, and promoting solidarity and dedication, Xi said. BEIJING, Oct. 21 (Xinhua) -- The presidium of the 20th National Congress of the Communist Party of China (CPC) held its third meeting at the Great Hall of the People on the morning of October 21. The draft name lists of candidates for members and alternate members of the 20th CPC Central Committee, as well as candidates for members of the 20th CPC Central Commission for Discipline Inspection (CCDI) were approved at the meeting. The draft name lists were submitted to the Party Congress delegations for deliberation.

According to the election methods and schedule of the congress, the draft name lists of candidates for members and alternate members of the new CPC Central Committee and candidates for members of the new CCDI, approved at the third meeting of the presidium of the 20th CPC National Congress, were submitted to the delegations for consideration in their group meetings on the afternoon of October 21.

BEIJING, Oct. 18 (Xinhua) -- Comrade Xi Jinping on October 17 joined a group discussion with delegates from Guangxi Zhuang Autonomous Region who are attending the 20th National Congress of the Communist Party of China (CPC). During the discussion, he stressed that the report to the Party's 20th National Congress further charts the way forward for the cause of the Party and the country, and it will serve as a political manifesto and guide for our Party to unite and lead the Chinese people of all ethnic groups to uphold and develop socialism with Chinese characteristics on the new journey in the new era.

Xi said that, to study and implement the spirit of the Party's 20th National Congress, we need to have a good command of the importance of the work of the past five years and the great changes in the first decade of the new era, of the worldview and methodology of the Thought on Socialism with Chinese Characteristics for a New Era, and of our mission to advance the great rejuvenation of the Chinese nation through a Chinese path to modernization. We should also keep firmly in mind the important requirement of using the great transformation of our own to navigate the great social transformation and the call of the times for us to strive in unity. The entire Party and all the Chinese people need to unite as "one piece of adamantine iron" under the banner of the Party and stay committed to the same goal in mind and action to steer the giant ship of our great rejuvenation, braving winds and waves, toward its destination.

Five delegates of the Guangxi delegation -- Liu Ning, Lan Tianli, Zhou Jiabin, Zhu Xuelan and Zheng Zhiming -- gave their opinions on the report to the congress based on reality and their own experiences. They gave speeches respectively on issues of striving to follow the Chinese path to modernization in Guangxi, fostering a strong sense of community for the Chinese nation, preserving the landmark natural landscape in Guilin, developing agricultural industries with local characteristics, and deepening efforts in independent innovation. They all believe that the report to the 20th CPC National Congress, from a commanding height in considering both China's national rejuvenation and global changes of a magnitude not seen in a century, scientifically lays out goals, tasks, and major policies for developing the cause of the Party and the country in the next five years or even longer period to come, putting forward a series of new approaches, strategies and measures. It will serve as a guiding document for us to build China into a modern socialist country in all respects and realize the second centenary goal. They expressed unanimous support for the report.

In a lively atmosphere, Xi exchanged views with delegates. Having listened attentively to them, Xi said that he was happy to join the discussion as a delegate of the Guangxi delegation. He extended his sincere greetings to all delegates present and over 2.5 million Party members as well as 57 million officials and residents of different ethnic groups in the region.

Xi noted, since the 18th CPC National Congress in 2012, the Guangxi Zhuang Autonomous Regional Committee of the CPC and regional government have implemented the CPC Central Committee's decisions and plans, and united and led the people of all ethnic groups in the region in promoting the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy in a coordinated manner. Facing the grave challenges of global changes of a magnitude not seen in a century and the once-in-a-century COVID-19 pandemic, the regional Party committee and government have led the region in winning the critical battle against poverty, building a moderately prosperous society in all respects together with the rest of the nation, and bringing the comprehensive strength of the region to new heights. As a result, reform and opening up in the region has been deepened comprehensively, ecological system improved continuously, people's living standards raised considerably, and both urban and rural areas have taken on a new look. Great changes have taken place in Guangxi, which can find expression in deepened strict Party governance, solid ethnic unity, sound social stability and border security. These achievements represent successful practices of the Party's ethnic policies and the system of regional ethnic autonomy in the southern border region, vividly reflecting the great transformation over the past 10 years of the new era in our country.

The past five years and the first decade of the new era have been truly momentous and extraordinary in the development of the Party and the country, stressed Xi. As a Chinese saying goes: "One can't tell how hard it is to get things done unless he is fully engaged; a success may look easy but it takes painstaking efforts." In the past 10 years, by overcoming various hardships as if wading across treacherous waters, climbing over steep slopes and breaking through tough barriers, we have made a series of breakthroughs and milestone achievements in the cause of the Party and the country. Practices have proved that the CPC Central Committee's major principles and policies since the Party's 18th National Congress are absolutely correct, and the path of socialism with Chinese characteristics is a right way leading to sound and steady progress. It conforms to the realities of China, reflects the will of the Chinese people, and meets the requirements of the times. We must gain confidence and initiative from history, and present an "excellent answer sheet" to the people and the future on the new journey ahead.

Xi pointed out that in order to implement the Party's innovative theories, we need to gain a good command of their worldviews and methodology as well as make good use of their stances, viewpoints, and methods. The report to the 20th CPC National Congress stressed that we should always put the people first, maintain self-confidence and stand on our own feet, and constantly uphold fundamental principles and break new ground. We should also adhere to a problem-oriented approach, apply systems thinking, and maintain a global vision. Only through conscientious study and implementation of the above six points can we obtain a deep understanding of the reason, rationale, and philosophy governing these innovative theories. We should not only know their meaning, but also grasp their essence and carry them out in the whole process of the Party and the country's work on all fronts, noted Xi.

Xi stressed, in the new era, the Party has developed a deeper understanding, more mature strategies and richer practices for building a modern socialist country, and thus successfully advanced and expanded the Chinese path to modernization. The report to the 20th CPC National Congress elaborated on the characteristics and essential requirements of the Chinese path to modernization, Xi said. Taking deep root in China, the Chinese path to modernization is in line with our national conditions. We must always pursue the development of the country and the nation by relying on ourselves, take our country's destiny of development and progress firmly in our own hands, strengthen our confidence, uphold fundamental principles and break new ground so as to write a new chapter of building China into a modern socialist country in all respects.

Xi pointed out, since the 18th CPC National Congress, the CPC Central Committee has maintained its resolve and exercised full and rigorous self-governance in the spirit of "spending 10 years grinding a sword." Driven by a strong sense of mission, we have resolved to "offend a few thousand rather than fail 1.4 billion" and waged an unprecedented battle against corruption, thus forging a synergy in the Party's self-reform, said Xi. Exercising full and rigorous self-governance is a journey to which there is no end; the Party's self-reform is a ceaseless pursuit. We must persist in carrying out self-reform of the Party so as to ensure that it will never change its nature, its conviction, or its character and that the Party is always the firm core leadership guiding the cause of Chinese socialism.

Xi stressed, only in unity and through strenuous effort can we succeed. Since the 18th CPC National Congress, our Party has firmly relied on the people to stabilize the economy and boost development, fight against absolute poverty and build a moderately prosperous society, contain COVID-19 and resist other major disasters, as well as tackle challenges and defuse crises. We have overcome seemingly insurmountable obstacles and created impressive miracles one after another. The most important task at hand is to roll up our sleeves and work hard to put into action the major decisions and arrangements made at the 20th CPC National Congress and produce tangible results.

Xi hoped, under the guidance of the spirit of the 20th CPC National Congress, Party committees and governments at all levels in Guangxi will unite and lead officials and the people of all ethnic groups to fully and faithfully apply the new development philosophy on all fronts, resolutely implement the decisions and plans of the CPC Central Committee, and do a better job in promoting high-quality development of the border ethnic area. 20th National Congress of Communist Party of China opens in Beijing, Xi Jinping delivers report to Congress on behalf of 19th CPC Central Committee

BEIJING, Oct. 17 (Xinhua) -- Strive in unity to lay out a new blueprint for national rejuvenation; make concerted efforts to create new historic achievements. The highly anticipated 20th National Congress of the Communist Party of China (CPC) opened on the morning of October 16 at the Great Hall of the People in Beijing.

Xi Jinping delivered to the Congress a report titled "Hold High the Great Banner of Socialism with Chinese Characteristics and Strive in Unity to Build a Modern Socialist Country in All Respects." He pointed out, the 20th CPC National Congress is a meeting of great importance. It takes place at a critical time as the entire Party and the Chinese people of all ethnic groups embark on a new journey to build China into a modern socialist country in all respects and advance toward the Second Centenary Goal. The theme of the Congress is: holding high the great banner of socialism with Chinese characteristics, fully implementing the Thought on Socialism with Chinese Characteristics for a New Era, carrying forward the great founding spirit of the Party, staying confident and building strength, upholding fundamental principles and breaking new ground, forging ahead with enterprise and fortitude, and striving in unity to build a modern socialist country in all respects and advance the great rejuvenation of the Chinese nation on all fronts.

The Great Hall of the People is majestic and solemn, and the grand auditorium in it is permeated with a lively atmosphere. Hanging above the rostrum is a streamer reading "The 20th National Congress of the Communist Party of China," in the middle of the back curtain is the Party emblem composed of a sickle and a hammerhead, on either side of which are five bright red flags. Hanging above on the second and third floor of the auditorium respectively are two streamers reading "Hold high the great banner of socialism with Chinese characteristics, comprehensively implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carry forward the great founding spirit of the Party, strive in unity to build a modern socialist country in all respects and advance the great rejuvenation of the Chinese nation on all fronts!" and "Long live the great, glorious and correct Communist Party of China!"

Seated at the front row of the rostrum were members of the Standing Committee of the Presidium of the 20th CPC National Congress, including Xi Jinping, Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, Han Zheng, Ding Xuexiang, Wang Chen, Liu He, Xu Qiliang, Sun Chunlan, Li Xi, Li Qiang, Li Hongzhong, Yang Jiechi, Yang Xiaodu, Zhang Youxia, Chen Xi, Chen Quanguo, Chen Min'er, Hu Chunhua, Guo Shengkun, Huang Kunming, Cai Qi, Hu Jintao, Li Ruihuan, Wen Jiabao, Jia Qinglin, Zhang Dejiang, Yu Zhengsheng, Song Ping, Li Lanqing, Zeng Qinghong, Wu Guanzheng, Li Changchun, He Guoqiang, Liu Yunshan, Zhang Gaoli, You Quan and Zhang Qingli.

The opening session was presided over by Li Keqiang. At 10 a.m., the session began. All rose to their feet and sang the national anthem of the People's Republic of China. Then all stood in silent tribute to the late proletarian revolutionaries of the older generation Mao Zedong, Zhou Enlai, Liu Shaoqi, Zhu De, Deng Xiaoping, Chen Yun, etc. and the revolutionary martyrs.

Li Keqiang declared, a total of 2,340 of the 2,379 elected (2,296) and specially-invited (83) delegates to the 20th CPC National Congress were present at the opening session. He also extended a warm welcome to the non-CPC personages and other relevant officials who attend the Congress as non-voting participants.

Xi pointed out that in the past five years since the 19th CPC National Congress, the Party Central Committee has pursued a strategy of national rejuvenation amid global changes of a magnitude not seen in a century and made major strategic plans for advancing the cause of the Party and the country. The Central Committee has brought together the entire Party, the military, and the Chinese people and led them in effectively responding to grave, intricate international developments and a series of immense risks and challenges. With great effort and determination, we have steadily advanced socialism with Chinese characteristics in the new era, Xi said. Over the past five years, our Party has rallied the people and led them in solving a great number of problems that had long gone unsolved, securing many accomplishments that hold major future significance, and achieving impressive advances in the cause of the Party and the country, Xi said.

Reviewing the Party's work over the first decade of the new era, Xi noted that the past 10 years marked three major events of great immediate importance and profound historical significance for the cause of the Party and the people: We embraced the centenary of the CPC; we ushered in a new era of socialism with Chinese characteristics; and we eradicated absolute poverty and finished building a moderately prosperous society in all respects, thus completing the First Centenary Goal. These were historic feats -- feats accomplished by the CPC and the Chinese people striving in unity, feats that will be forever recorded in the Chinese nation's history, and feats that will profoundly influence the world.

Xi said, over the past decade, we have secured historic achievements and seen historic changes in the cause of the Party and the country, and taken China on a new journey toward building a modern socialist country in all respects. We have established the Thought on Socialism with Chinese Characteristics for a New Era and strengthened Party leadership in all respects. We have achieved moderate prosperity, the millennia-old dream of the Chinese nation. We have developed well-conceived and complete strategic plans for advancing the cause of the Party and the country in the new era, and put forward and applied a new development philosophy. We have comprehensively deepened reform with tremendous political courage, and pursued a more proactive strategy of opening up. We have kept to the path of socialist political advancement with Chinese characteristics, and established and upheld a foundational system for ensuring the guiding role of Marxism in the ideological domain. We have implemented a people-centered philosophy of development. We have acted on the idea that lucid waters and lush mountains are invaluable assets. We have applied a holistic approach to national security. We have set the Party's goal of building a strong military in the new era. We have fully and faithfully implemented the policy of One Country, Two Systems. We have pursued major-country diplomacy with Chinese characteristics on all fronts. We have made significant advances in exercising full and rigorous Party self-governance. At the same time, we must not lose sight of the shortcomings in our work and the many difficulties and problems confronting us.

Xi pointed out that the great transformation over the past 10 years of the new era marks a milestone in the history of the Party, of the People's Republic of China, of reform and opening up, of the development of socialism, and of the development of the Chinese nation. Over the course of a century of endeavor, the CPC has tempered itself through revolution and grown stronger. And as we have upheld and developed socialism with Chinese characteristics, the Party has always remained a strong leadership core. The Chinese people are more inspired than ever to forge ahead, more resolved than ever to work hard, and more confident than ever of securing success. With full confidence, the CPC and the Chinese people are driving the great transformation of the Chinese nation from standing up and growing prosperous to becoming strong.

Xi stressed that it is the solemn historical responsibility of today's Chinese Communists to continue opening new chapters in adapting Marxism to the Chinese context and the needs of the times. To keep advancing theoretical innovation on the basis of practical experience, we must, first of all, gain a good command of the worldview and methodology of the Thought on Socialism with Chinese Characteristics for a New Era and adhere to and make good use of its stances, viewpoints, and methods. We must put the people first, maintain self-confidence and stand on our own feet, uphold fundamental principles and break new ground, adopt a problem-oriented approach, apply systems thinking, and maintain a global vision.

Referring to the missions and tasks of the CPC on the new journey of the new era, Xi pointed out that from this day forward, the central task of the CPC will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. On the journey ahead, we must firmly adhere to the following major principles: upholding and strengthening the Party's overall leadership; following the path of socialism with Chinese characteristics; applying a people-centered development philosophy; remaining committed to deepening reform and opening up; and carrying forward our fighting spirit.

Xi stressed that we must fully and faithfully apply the new development philosophy on all fronts, advance reforms to develop the socialist market economy, adhere to high-standard opening up, and accelerate efforts to foster a new pattern of development that is focused on domestic economy and features positive interplay between domestic and international economic flows. He pledged continuous efforts to build a high-standard socialist market economy, modernize the industrial system, advance rural revitalization across the board, promote coordinated regional development, and promote high-standard opening up.

Xi pointed out that we must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth. We will fully implement the strategy for invigorating China through science and education, the workforce development strategy, and the innovation-driven development strategy. He urged efforts to open up new areas and new arenas in development and steadily foster new growth drivers and new strengths. We must give high priority to the development of education, build China's self-reliance and strength in science and technology, and rely on talent to pioneer and propel development. We will speed up work to build a strong educational system, greater scientific and technological strength, and a quality workforce, he said.

We must firmly stay on the path of socialist political advancement with Chinese characteristics, uphold the unity between Party leadership, the running of the country by the people, and law-based governance, Xi stressed, adding that we will continue to strengthen the institutions through which the people run the country, fully develop consultative democracy, actively develop democracy at the primary level, and consolidate and develop the broadest possible patriotic united front.

We must give better play to the role of the rule of law in consolidating foundations, ensuring stable expectations, and delivering long-term benefits, Xi noted, adding that work should also be done to strive to build a modern socialist country in all respects under the rule of law. We must improve the socialist legal system with Chinese characteristics with the Constitution at its core, steadily advance law-based government administration, ensure strict and impartial administration of justice, and step up efforts to establish the rule of law throughout society.

Xi called for further work in developing a socialist ideology that has the power to unite and inspire the people, urging efforts to extensively apply the core socialist values, enhance civility throughout society, develop cultural programs and the cultural sector, and extend the reach and appeal of Chinese civilization.

Xi noted that we must strive to realize, safeguard, and advance the fundamental interests of all our people. To this end, we must do everything within our capacity to resolve the most practical problems that are of the greatest and most direct concern to the people. We will continue to improve the system of income distribution, implement the employment-first strategy, improve the social security system, and advance the Healthy China Initiative.

Xi stressed that we must uphold and act on the principle that lucid waters and lush mountains are invaluable assets, and we must remember to maintain harmony between humanity and nature when planning our development. He urged efforts to accelerate the transition to a model of green development, intensify pollution prevention and control, enhance diversity, stability, and sustainability in the ecosystems, and work actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality.

Xi noted that we must resolutely pursue a holistic approach to national security and promote national security in all areas and stages of the work of the Party and the country. He said efforts should be made to improve the national security system, strengthen our capacity for safeguarding national security, enhance public safety governance, and improve the social governance system.

Xi said achieving the goals for the centenary of the People's Liberation Army in 2027 and more quickly elevating people's armed forces to world-class standards are strategic tasks for building a modern socialist country in all respects. We will intensify troop training and enhance combat preparedness across the board, he said, noting that efforts will also be made to strengthen all-around military governance, consolidate and enhance integrated national strategies and strategic capabilities.

The policy of One Country, Two Systems is a great innovation of socialism with Chinese characteristics, Xi said. It has proven to be the best institutional arrangement for ensuring sustained prosperity and stability in Hong Kong and Macao after their return to the motherland. This policy must be adhered to over the long term, Xi stressed. We will remain committed to law-based governance in Hong Kong and Macao, and ensure that the central government exercises overall jurisdiction over the two regions, he said. We will see that Hong Kong and Macao are administered by patriots, he added. He also pledged support to Hong Kong and Macao in better integrating themselves into China's overall development and playing a greater role in realizing national rejuvenation.

Moreover, Xi vowed to continue to strive for peaceful reunification with the greatest sincerity and the utmost effort, but noted that "we reserve the option of taking all measures necessary." Complete reunification of our country must be realized, and it can, without doubt, be realized, Xi said.

According to Xi, today, our world, our times, and history are changing in ways like never before. China remains firm in pursuing an independent foreign policy of peace, he said, adding that the country adheres to the Five Principles of Peaceful Coexistence in pursuing friendship and cooperation with other countries, and remains committed to its fundamental national policy of opening to the outside world. The Chinese people are ready to work hand in hand with people across the world to create an even brighter future for humanity, said Xi.

Xi called on the whole Party to bear in mind that full and rigorous self-governance is an unceasing endeavor and that self-reform is a journey to which there is no end. We must never slacken our efforts and never allow ourselves to become weary or beaten, and we must persevere with full and rigorous self-governance, continue to advance the great new project of Party building in the new era, and use our own transformation to steer social transformation, Xi said.

He underlined that we must uphold and strengthen the centralized, unified leadership of the Party Central Committee, enhance cohesion and forge the Party's soul with the Thought on Socialism with Chinese Characteristics for a New Era, and improve the systems and regulations for the Party's self-reform. He also urged efforts to cultivate officials capable of shouldering the mission of national rejuvenation, enhance the political and organizational functions of Party organizations, take strict steps to improve Party conduct and enforce Party discipline, and win the tough and protracted battle against corruption.

Xi pointed out that the Party has made spectacular achievements through its great endeavors over the past century, and our new endeavors will surely lead to more spectacular achievements.

Incumbent and former vice chairpersons of the Standing Committee of the National People's Congress (NPC) who are not CPC members, incumbent and former non-CPC vice chairpersons of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), vice chairpersons of the central committees of the other political parties and the All-China Federation of Industry and Commerce, representatives of personages without party affiliation and those of religious circles, as well as non-CPC personages and religious figures who serve as NPC Standing Committee members or Standing Committee members of the CPPCC National Committee attended the session as guests. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting and made an important speech. They noted that the CPC Central Committee, with Comrade Xi Jinping at its core, has kept in mind the overall picture for national rejuvenation and major changes in the world unseen in a century, united and led the whole Party, the military and Chinese people of all ethnic groups in effectively responding to the grave and complicated international and domestic situation and a series of major risks and challenges that kept emerging, pushing forward socialism with Chinese characteristics in the new era in an energetic manner. Our first centenary goal of building a moderately prosperous society in all respects has been achieved on schedule, and historic achievements and shifts have been realized in the cause of the Party and the country, writing a glorious chapter in history. The draft report to the 20th CPC National Congress, from a commanding height in considering both China's national rejuvenation and the drastic changes in the world unseen in a century, scientifically lays out goals, tasks, and major policies for developing the cause of the Party and the country in the next five years or even longer period to come, putting forward a series of new approaches, strategies and measures. It will serve as a guiding document for us to realize the second centenary goal and build China into a modern socialist country in all respects. The participants also put forward their opinions and suggestions regarding promoting consensus on the great national rejuvenation, building an international communication and discourse system on human rights, pursuing higher-standard opening up under the "dual circulation" pattern, boosting the revitalization of northeast China, strengthening the building of the united front and the new type of political party system as well as the ideological and political work among non-CPC intellectuals, enhancing independent innovation and encouraging entrepreneurs to be more innovative, improving the management systems in universities and forming a mechanism for ensuring sustainable and stable funding for public health.

After their discussions, Xi delivered an important speech. He said that drafting the report of the 19th CPC Central Committee to the 20th CPC National Congress is an essential part of the preparation work for the congress. In order to ensure the report represents the common will of the entire Party and Chinese people of all ethnic groups, meets the requirements of developing socialism with Chinese characteristics in the new era, and adapts to the new situation and tasks faced in the endeavor of our Party and country, we gave full play to democracy, deepened investigations and research, solicited people's views in an extensive manner, and pooled wisdom from all parties. Soliciting opinions from non-CPC personages on the report is an important part of political consultation as well as an effective way for non-CPC personages to air their views and advice for our country's development and national rejuvenation.

Xi stressed that in late February this year, the CPC Central Committee entrusted its United Front Work Department to solicit opinions and suggestions from non-CPC personages on issues related to the 20th CPC National Congress, and many valuable opinions and suggestions were put forward. Since the first half of 2022, the central committees of the other political parties, the All-China Federation of Industry and Commerce, and personages without party affiliation have conducted fact-finding missions in various forms, getting a number of high-quality findings and putting forward valuable opinions and suggestions. They offered some very good suggestions during their speeches at the meeting, which, Xi said, were constructive and would be seriously considered. On behalf of the CPC Central Committee, Xi expressed gratitude to all at attendance.

He pointed out that maintaining commitment to the united front is an important historical experience of the Party over the past century. The historic achievements and shifts in the cause of the Party and the country over the past 10 years in the new era are the results of the strong leadership of the CPC Central Committee, the hard work of the Chinese people of all ethnic groups, and the joint efforts of all members of the united front, including the other political parties, the All-China Federation of Industry and Commerce, and personages without party affiliation.

Xi hoped the central committees of the other political parties, the All-China Federation of Industry and Commerce, and public figures without party affiliation could closely follow, in both thinking and action, the decisions and arrangements of the CPC Central Committee. He urged them to strengthen the sense of political responsibility and historical mission in cooperating with the CPC in solidarity and focus their ingenuity and energy on realizing the inspiring blueprint, goals and strategic deployments to be laid out at the upcoming 20th National Congress of the CPC. Adhering to the right political orientation, they should closely follow the CPC Central Committee in thinking, stance, and action, keep in mind the worst-case scenarios and champion the fighting spirit, said Xi. He urged them to play a bigger role in coordinating social relationships, defusing social tensions as well as maintaining social stability. He also asked them to enhance political transition that highlights political integrity and inheritance and make it more targeted and deliverable, and pass on the fine traditions of multi-party cooperation, namely, being of one heart and mind with the CPC, loving the country and serving the people, working closely together and dedicating to the common cause.

Ding Xuexiang, Wang Chen, Liu He, Xu Qiliang, Sun Chunlan, Yang Xiaodu, Chen Xi, Hu Chunhua, Guo Shengkun, Huang Kunming, You Quan, Wang Yi, Xiao Jie, Zhang Qingli, Xia Baolong, He Lifeng and other leading officials from the central departments attended the meeting.

Prominent non-CPC figures including Zheng Jianbang, Gu Shengzu, Liu Xincheng, He Wei, Shao Hong, Jiang Zuojun, Li Yuefeng, and Huang Yuguang were present.
