BEIJING, March 9 (Xinhua) -- The fourth session of the 14th National People's Congress (NPC), China's top legislature, held its second plenary meeting on Monday.

Xi Jinping and other Party and state leaders, including Li Qiang, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi and Han Zheng, attended the meeting.

Zhao Leji, chairman of the NPC Standing Committee, delivered a work report of the Standing Committee at the meeting.

Noting that new progress had been made across various areas of work in 2025, Zhao highlighted the NPC Standing Committee's efforts in improving the system of socialist rule of law with Chinese characteristics and in building a socialist country under the rule of law at a higher level.

Looking ahead, Zhao said the NPC Standing Committee will move forward with steady progress to promote the high-quality development of people's congresses, making due contributions to attaining a strong start to China's 15th Five-Year Plan period (2026-2030). The report also outlines the NPC Standing Committee's priorities for this year.

Delivering the top court's work report, Zhang Jun, president of the Supreme People's Court (SPC), said the SPC in 2025 focused its work on providing high-quality judicial services to advance Chinese modernization.

In 2026, Zhang said, Chinese courts will place greater emphasis on safeguarding and promoting social fairness and justice, and strengthen case adjudication to provide strong judicial services and guarantees for a good start to the 15th Five-Year Plan period.

Delivering the top procuratorate's work report, Ying Yong, procurator-general of the Supreme People's Procuratorate (SPP), said that over the past year, the SPP worked to ensure the high-quality and efficient handling of every case, achieving new results in its work.

In 2026, procuratorates will step up efforts to safeguard and promote social fairness and justice, and fulfill their duties as state organs for legal oversight, Ying said.

A report of the NPC Standing Committee on the work of the overhaul of laws and the proposed handling of certain laws and decisions was submitted for deliberation at Monday's meeting.
