BEIJING, Feb. 2 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held the second group study session on accelerating the establishment of a new pattern of development on the afternoon of January 31. Xi Jinping, general secretary of the CPC Central Committee, presided over the session and stressed that accelerating the establishment of such a pattern is a strategic decision to realize the Second Centenary Goal and ensure both development and security, as well as a strategic plan to seize the initiative of future development. Only by accelerating the establishment of a new development pattern will China be able to consolidate the foundation for its economy and strengthen the security and stability of its development. And only by doing so will China be able to better survive, compete, develop and sustain its progress amid all sorts of predictable and unpredictable storms and high winds, so as to ensure that the process of the great rejuvenation of the Chinese nation will not be delayed or interrupted, and the goal of building China into a great modern socialist country in all respects will be realized.
During the session, members of the Political Bureau of the CPC Central Committee conducted self-study and shared work experiences with each other. Yin Li, Liu Guozhong, He Lifeng, Zhang Guoqing, Chen Jining and Huang Kunming made speeches about their work in the fields and regions they are in charge of, and shared their views with each other.
Xi Jinping delivered an important speech. He pointed out that in recent years, some achievements have been made through arduous efforts in establishing a new development pattern, with ideological consensus being consolidated, work foundation being cemented, and policies and mechanisms being improved. However, there is still a long way to go to have the new development pattern established in an all-round way. We must adopt a problem-oriented approach and apply systems thinking, work hard to resolve the major problems that constrain the building of a new pattern of development, comprehensively deepen reform, promote practical and institutional innovation, and constantly carry on strengths and make up deficiencies.
Xi noted that, efforts must be made to coordinate the expansion of domestic demand and deepening of supply-side structural reform, so as to create a dynamic balance at a higher level, in which demand drives supply and supply creates demand, and achieve a virtuous cycle of the national economy. We must resolutely implement the outline of the strategic plan for expanding domestic demand, form a complete domestic demand system as soon as possible, and strive to expand consumption demand supported by income, investment demand with reasonable returns, and financial demand with principal and debt constraints. We must establish and improve a long-term mechanism for expanding residents' consumption, so that residents can consume with a stable income, dare to consume without worries, and are willing to consume due to the excellent consumption environment and strong sense of gain. We must improve and enlarge the investment mechanism, expand the space for effective investment, appropriately deploy new infrastructure construction in advance, increase investment in high-tech industries and strategic emerging industries, and continue to stimulate the vitality of private investment. We must continue to deepen supply-side structural reform, promote scientific and technological innovation and institutional innovation, break through blockages, stuck points and vulnerabilities in supply-side constraints, and promote the competitiveness and security of the industrial chain and supply chain, meet existing demand with independent, controllable and high-quality supply, and create and guide new demand.
Xi noted that it is imperative to move faster toward self-reliance in science and technology so as to relieve the stranglehold some countries have tightened on China's development of core technologies. We must improve our new system for mobilizing resources nationwide, build up China's strategic scientific and technological strengths and ensure better allocation of innovation-related resources to make our country a global pacesetter in major sci-tech areas and pioneer in advanced interdisciplinary fields, and ensure that China will become a major world hub for science and innovation as soon as possible. We must ensure an effective coordination of the strategy for invigorating China through science and education with the workforce development strategy and the innovation-driven development strategy, and promote the integration of the development of education, sci-tech innovation and personnel training to form a virtuous cycle. We must adhere to the unified design of original innovation, integrated innovation and open innovation to ensure that they are well coordinated. We must also realize the unified deployment of innovation, industrial and talent chains so that they can be deeply integrated.
Xi stressed that a modernized industrial system is the foundation of the new pattern of development, as orderly links between industries are a prerequisite for smooth economic circulation. In pursuing economic growth, we must continue to place emphasis on the development of the real economy, take solid steps to advance new industrialization and move faster to boost China's strengths in manufacturing, product quality, cyberspace and digital development, so as to build internationally competitive digital industry clusters. As the Spring Festival is approaching, the whole country is filled with a festive atmosphere. On the morning of January 18, Xi had video links, in the east hall of the Great Hall of the People, with officials and people at the grassroots level in Heilongjiang, Fujian, Xinjiang, Henan, Beijing and Sichuan. He held virtual talks with medical workers on the frontline of epidemic prevention and control, senior citizens at a welfare home, employees of an energy supply enterprise, officials and workers of a high-speed railway station, vendors and customers at a wholesale market, and officials and villagers in a village, sending them regards from the CPC Central Committee.
Xi, who has been deeply concerned about the prevention and control of COVID-19 and the treatment of patients, first had a video link with the First Affiliated Hospital of Harbin Medical University in Heilongjiang Province, and talked with medical staff and inpatients, asking in detail about the fever clinic treatment, the treatment of severe cases, drug allocation and patient rehabilitation after the optimization and adjustment of COVID-19 prevention and control measures.

Xi extended Lunar New Year greetings to medical workers across the country on behalf of the CPC Central Committee. He stressed that over the past nearly three years, we had made the right choice when classifying COVID-19 as a Class B infectious disease but managing the prevention and control of it as a Class A one. China has thus withstood several rounds of outbreaks of virus mutations, lowered the proportion of severe cases and fatality rate to the greatest extent possible, protected people's lives and health, and bought precious time for the later moves to optimize response and downgrade the prevention and control level of COVID-19 to Class B. He said that the focus of the current COVID-19 response has shifted from infection prevention to medical treatment, with protecting people's health and preventing severe cases being the priority, so hospitals are now undertaking more arduous tasks. More efforts should be made to increase medical resources and the supply of medical services and drugs, and to prepare for medical treatment of severe cases in particular, as well as to ensure the order of normal medical service. Located in the Taklimakan Desert, Xinjiang, the Tarim Oilfield of China National Petroleum Corporation is the country's third-largest onshore oil and gas producer, and also a major natural gas source for the country's West-to-East gas pipelines. He pointed out that food is the paramount necessity of the people, and vegetables, grains and fruits are important to millions of families and are the most basic things about livelihood. He said that safety must be safeguarded during the festival, and wholesale markets should not only expand sources, increase varieties and ensure quality, but also strengthen food testing and market management so that citizens of the capital can eat safe and good food. He hoped that the non-CPC parties will combine the strengths of multi-party cooperation with what the central task of the CPC Central Committee and overall development requires, pool their wisdom in participation in the deliberation and administration of state affairs, put forward forthright admonitions in democratic supervision, offer good advices in political consultation, and be a good advisor, a good helper and a good colleague of the CPC. The meeting was themed on fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; developing a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of the thought; strengthening the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; staying confident in the path, theory, system and culture of socialism with Chinese characteristics; upholding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upholding the Party Central Committee's authority and its centralized, unified leadership; and uniting and leading Party officials in implementing with great effort and determination the major decisions and plans made at the 20th CPC National Congress.
At the meeting, the Political Bureau summarized achievements and examined inadequacies in the work of the Political Bureau; in taking the lead in upholding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upholding the Party Central Committee's authority and its centralized, unified leadership; in taking the lead in enhancing cohesion and forging the Party's soul with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; in taking the lead in upholding and strengthening the Party's overall leadership; in taking the lead in upholding the people-centered development philosophy; in taking the lead in carrying forward the fighting spirit; and in taking the lead in implementing the political responsibility of full and rigorous Party self-governance. In the face of an international environment featuring high winds and choppy waters and the challenging and arduous tasks of reform, development and ensuring stability at home, the CPC Central Committee with Comrade Xi Jinping at its core has united and led the whole Party and the Chinese people to tackle the challenges head on, having fully implemented the requirements of containing the epidemic, stabilizing the economy, and ensuring safe development, coordinated both domestic and international situations, the epidemic prevention and control with economic and social development, as well as coordinated development with security, strengthened macro-control, and responded to the impact of factors exceeding expectations, thus ensured overall economic and social stability, according to the meeting. The country has also successfully hosted the Beijing 2022 Winter Olympics and Paralympics, according to the meeting. It was unanimously agreed by members of the Political Bureau that the past year has once again proved the decisive significance of the "two affirmations." Xi noted that upholding the centralized, unified leadership of the Party's Central Committee is one of the founding principles of a mature Marxist ruling party. For a party and a country as big as ours, if the CPC Central Committee cannot exercise strong, centralized and unified leadership, there will be a situation in which each person does things in his own way, and nothing can be accomplished.
Upholding the centralized and unified leadership of the CPC Central Committee is concrete rather than being abstract. First and foremost, the authority of the CPC Central Committee must be upheld, and the "four consciousnesses" as well as the "four confidences" must be strengthened, and the "two upholds" must be ensured with concrete actions.
All members of the Political Bureau, at all times and under all circumstances, must maintain a high degree of consistency with the CPC Central Committee and form harmony in the ensemble under the unified command of the central committee. No one should be out of tune.
All members of the Political Bureau, at all times and under all circumstances, must keep following the banner, the course and the will of the Party. They must resolutely follow what the CPC Central Committee advocates, firmly implement what the CPC Central Committee decides, and must not do what the CPC Central Committee prohibits. Citing the political ability as the most important competence for members of the Political Bureau to perform their duties, Xi urged them to be strict with themselves by Marxist standards, continuously improve their capacity for political judgment, thinking and implementation. He asked them to keep the whole country in mind and act in line with the overall interests of the Party and country, adhere to the principle of subordinating minor principles to major principles and subordinating local interests to the interests of the country as a whole. Xi pointed out that the conduct of leading officials, especially high-ranking ones, has always been a bellwether of the Party and social conduct, and an important window for the people to observe the Party's work style. Comrades of the Political Bureau must strictly examine themselves according to every single article of the newly-revised measures of the central Party leadership's eight-point decision on improving conduct, and implement the measures to the letter, to tackle the chronic problems with an emphasis on pointless formalities and bureaucratism, and play an exemplary role in carrying forward the fine traditions of the Party. They should conduct extensive fact-finding missions and study, and go down to grassroots units under their charge, and to where difficulties and complaints from the masses are concentrated and hard nut is to crack for the work. Xi stressed that our Party has always represented the fundamental interests of all Chinese people, and it has never represented any individual interest group, power group or privileged stratum. Leading officials free from corruption are not vulnerable to unhealthy tendencies. To be honest and clean, self-discipline makes the difference, remaining clean and honest is valuable and thoroughly being so is even more valuable. Comrades of the Political Bureau should set an example in abiding by the code of honest conduct and taking the lead in fulfilling the political responsibility for governance of the Party, make efforts to strengthen the Party conduct and build integrity in the sectors or localities under their charge, and take strong actions to combat misconduct and corruption, so as to build a clean work relationship among colleagues and between ranking officials and their subordinates, and draw a clear demarcation line between government departments and businesspeople. They must play a good role in guiding, creating and safeguarding a good political atmosphere within the Party and a good social tendency as well. China Oriental Performing Arts Group developed mainly out of Central Song and Dance Troupe, which was established in December 1952, and Oriental Song and Dance Troupe, which was established in January 1962. Since the 18th CPC National Congress, the group has created and performed a number of widely acclaimed cultural and artistic works, such as The Splendor of China, Dance & Music Chinese Stories - Twelve Chinese Zodiacs, Poetic Dance: The Journey of a Legendary Landscape Painting and Teacher Guimei.

Xi Jinping, general secretary of the Central Committee of the Communist Party of China (CPC), Chinese president, and chairman of the Central Military Commission (CMC), attended the conference and delivered an important speech. He stressed that it is a strategic plan the CPC Central Committee has made to advance rural revitalization across the board and accelerate the building of a strong agriculture, with a view to building China into a great modern socialist country in all respects.
He emphasized that a country must first strengthen agriculture to make itself strong, and only when agriculture is strong can the country be strong. Without strong agriculture, there won't be a great modern country. The socialist modernization won't be complete without agricultural and rural modernization.
He also called for efforts in areas relating to agriculture, rural areas and farmers, with rural revitalization as the focus, to vigorously promote the modernization of agriculture and rural areas, and speed up the building of a strong agriculture.

Xi pointed out that a strong agriculture is the foundation of a great modern socialist country. Agricultural development is essential to meeting the people's needs for a better life, achieving high-quality development and consolidating the foundation of national security. The efforts to build a strong agriculture should reflect Chinese characteristics, and be based on China's national conditions, on the reality of more people and less land, on the historical background of agricultural civilization, and on the requirements of harmonious coexistence between man and nature.
He said we should go on our own path rather than simply copying the model of any foreign country. We should rely on our own strength to secure food supply, rely on the two-tier management system to develop agriculture, develop ecological low-carbon agriculture, continue our farming civilization, and solidly promote common prosperity.
Currently, we should stay focused on the goal of building up China's strength in agriculture, scientifically plan and advance the work related to agriculture, rural areas and farmers, strengthen top-level design, and formulate plans for building a strong agriculture. We should make steady move, proceed step by step, and do more to lay the foundation that can deliver long-term benefits. We should adopt measures suiting local conditions, emphasize practical results, and base our work on China's resource endowment and stages of development, so as to address the most pressing problems in agricultural and rural development that farmers feel most strongly about, instead of engaging in vanity projects that are divorced from reality.
Xi stressed that ensuring the stable and secure supply of grain and important agricultural products has always been the top priority of building up China's strength in agriculture. We will formulate implementation plans for a new round of actions to increase China's grain production capacity by 50 million metric tons. Special attention must be paid to farmland and seeds, ensuring that the red line of 120 million hectares must be kept as far as the country's total area of farmland is concerned. Efforts will be made to gradually develop all permanent basic cropland into high-standard farmland, make real progress in the campaign to invigorate the seed industry, and keep major varieties firmly in our own hands. Work must be done to refine the mechanisms for ensuring the incomes of grain growers and for compensating major grain-producing areas. To ensure food security, efforts must be made to both increase production and reduce food losses, continuing to further prevent food waste. An all-encompassing approach to food must be adopted to build a diversified food supply system, and develop food sources in multiple ways. Assessment of officials' performance must be tightened to urge all localities to shoulder their responsibility for securing food security.
Xi noted that advancing rural revitalization across the board is an important task in building a strong agriculture in the new era, so we need to shift human resources, material resources, and financial support to it.
Work must be done to revitalize the five areas including industries, competent personnel, culture, ecosystems, and organizations in rural areas in a coordinated manner, with emphasis placed on major fields and deficiencies addressed. The development of industries is the most important on the agenda of rural revitalization, and supportive policies must be implemented to the letter in this regard. Particular attention should be paid to local specialties. By relying on special agricultural and rural resources, benefits should be sought through developing a variety of agricultural functions, tapping multiple types of value in rural areas and integrated development of primary, secondary, and tertiary industries. Leading enterprises must be further developed, weak links of all types strengthened, all forms of business boosted and self-developed brands established, so as to promote the whole-chain upgrading of rural industries and their market competitiveness as well as capabilities of sustainable development.
To consolidate and expand the achievements of poverty alleviation is the bottom line of comprehensively promoting rural revitalization. We will continue to make sure that relevant departments fulfill their responsibilities, align supportive policies and implement measures for the people and areas that should be lifted out of poverty, and resolutely prevent entire villages and townships from returning to poverty. We will continue to make increasing farmers' incomes the central task of the work concerning agriculture, rural areas and farmers, and do everything possible to expand channels for farmers to increase incomes and get richer.
Xi stressed the need to rely on science and technology as well as reform to speed up the building of a strong agriculture. We should focus on the frontier of world agricultural science and technology, vigorously promote the level of country's agricultural science and technology, and accelerate the realization of agricultural science and technology self-reliance and self-strengthening at higher levels. Efforts should be made to improve the overall effectiveness of the innovation system, and address prominent problems such as lack of coordination and cooperation, low levels of duplication, and low conversion rates.
He said it is imperative to take breakthroughs in key and core agricultural technology and agricultural sector's urgent need as the guide, focus on fields such as fundamental technologies, core germplasm resources, as well as key agricultural machinery and equipment, and give full play to the strengths of the new system, which can mobilize the resources nationwide on key national projects, to integrate superior scientific research resources at all levels and of various types, strengthen the dominant position of enterprises in scientific and technological innovation, and establish an agricultural scientific and technological innovation system with distinct echelon, coordination and cooperation, and moderate competition.
He also called for building national strategic strength in agricultural science and technology and support the development of major platforms for innovation in agriculture. To deepen rural reform, we must continue to focus on properly handling the relationship between farmers and land. We must align strengthening the foundation of collective ownership, safeguarding and realizing the rights of farmers' collective members with activating resource elements, so as to improve the separation of rights and interests over rural collective resources and assets, and make sure farmers can share more of the fruits in the reform.
Solid work should be done to extend the contract period for another 30 years, so as to ensure the original contract rights of most farmers remain stable and are smoothly extended. It is necessary to develop appropriately scaled agricultural operations, support the development of new business entities such as family farms and farmers' cooperatives, speed up the improvement of the socialized service system for agriculture, and provide good services to and support small household farmers.
Trials for the reform of rural allocation of homestead must be carried forward in a steady and prudent manner, and further progress must be made in the pilot programs for market-based transfer of use right to rural collective land designated for business-related construction, and the mechanism be optimized for the distribution of value-added benefits of land. Work will be done to remove the institutional barriers that hamper the equal exchange and the two-way flows of urban and rural production factors, so as to ensure that more development factors and services are available in rural areas, so that the urban-rural dual economic structure will be first broken in counties.
Xi stressed that rural modernization is a must for and prerequisite to building up China's strength in agriculture, and that developing a beautiful and harmonious countryside that is desirable to live and work in is essential in this regard. We must make coordinated efforts to promote modernization of both agriculture and rural areas, and ensure that rural areas are upgraded from inside out and in both form and essence. With the target of "ensuring basic modern living conditions in rural areas," development projects must be well organized and implemented to especially speed up the construction of public service facilities in areas such as anti-epidemic, elderly care, education and healthcare. Efforts should also be made to ensure that the rural infrastructure is complete, public services are more accessible and the environment is more desirable to live in, so that farmers can enjoy a modern life where they are now.
Work will be done to improve the rural governance system under the Party's leadership and featuring the combination of self-governance, rule of law and rule of virtue, so as to make rural areas not only full of vitality but also stable and orderly.
Progress in culture and ethics should be promoted in rural areas and so should the education in the rule of law and transformation of the established traditions. Farmers should be guided to handle affairs in accordance with the law, seek law-based solutions in case of trouble, solve problems and settle disputes in accordance with the law, and consciously abide by village rules and regulations.
Xi said that the Party's leadership must be firmly maintained over work related to agriculture, rural areas and farmers, the leadership system and working mechanism must be optimized, providing a strong guarantee for accelerating the building of a strong agriculture.
He emphasized the principle that Party secretaries at province, city, county, township and village levels must be held accountable for the work of rural revitalization, and a county's Party secretary must play well the role of a "frontline commander."
Training of officials related to agriculture, rural areas and farmers should be intensified, and their work capability and conduct be improved so that a team of officials, who are politically committed, competent to meet the requirements of the new era and capable to lead the building of a strong agriculture, will be built.
Training of local officials must be combined with introduction of competent officials from other localities, particular importance should be attached to the training of village Party secretaries and those in charge of new agricultural businesses, so as to comprehensively improve the quality and literacy of farmers, and better foster and use local talents.
Competent personnel should be introduced from other localities. University graduates, able people, migrant workers and entrepreneurs should be guided to go or return to rural areas in an orderly manner, and work should be done to relieve them of their family worries so that they are willing to stay and start their own businesses.
Work should be done to improve village-level organizations led by the village Party committees and see to it that primary-level Party organizations in rural areas play a key role in ensuring the exercise of the Party's leadership.
When presiding over the conference, Li Keqiang pointed out that General Secretary Xi Jinping's important speech is of guiding significance, as it systematically explained a series of major theoretical and practical issues in building a strong agriculture, accelerating the modernization of agriculture and rural areas, and in comprehensively promoting rural revitalization. The speech has clarified work objectives and tasks, strategic priorities and the main direction that related to agriculture, rural areas, and farmers, Li said. The draft document "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting the Key Work of Rural Revitalization in 2023" was discussed at the conference.

Be it in overcoming the COVID-19 pandemic, or in enhancing biodiversity protection and achieving sustainable development globally, solidarity and cooperation is the only effective way to address global challenges. A sound ecosystem is essential for the prosperity of civilization. We must work together to promote harmonious co-existence between man and Nature, build a community of all life on the Earth, and create a clean and beautiful world for us all.
-- We need to build global consensus on biodiversity protection, jointly work for the conclusion of the Post-2020 Global Biodiversity Framework, and identify targets and pathways for global biodiversity protection.
-- We need to push forward the global process of biodiversity protection, turn ambitions into action, support developing countries in capacity-building, and coordinate efforts to address climate change, biodiversity loss and other global challenges.
-- We need to promote green development through biodiversity protection, speed up the green transition of development modes and lifestyle, and leverage the Global Development Initiative (GDI) to deliver greater benefits to people of all countries.

Ladies and Gentlemen,
China has made active efforts to promote ecological progress and biodiversity protection. We have continuously strengthened biodiversity mainstreaming, applied a system of ecological conservation red lines, established a protected areas system with national parks as the mainstay, carried out major biodiversity protection projects, and conducted most stringent enforcement and supervision. A large number of rare and endangered species have been placed under effective protection, and the diversity, stability and sustainability of the ecosystem have kept improving. We have found a path of biodiversity protection with Chinese characteristics.
Going forward, China will continue to advance ecological progress, and plan its development in the context of promoting harmonious co-existence between man and Nature. We will respond to the Action Plan for the UN Decade on Ecosystem Restoration, and launch a large number of key projects on biodiversity protection and restoration. We will deepen international exchanges and cooperation, and support international forums on biodiversity. We will do our best to provide support and assistance to fellow developing countries through the Belt and Road Initiative International Green Development Coalition (BRIGC) and the Kunming Biodiversity Fund, so as to elevate global biodiversity governance to a new height.

At the outset, I wish to thank Saudi Arabia for the warm hospitality and thoughtful arrangement. I am very pleased to join you for the first China-Arab States Summit. The Summit is a milestone in the history of China-Arab relations, and will take us to a more promising future of friendship and cooperation.
China and Arab states enjoy a long history of friendly exchanges. We have come to know and befriend each other through the ancient Silk Road. We have shared weal and woe in our respective struggles for national liberation. We have conducted win-win cooperation in the tide of economic globalization. And we have upheld fairness and justice in the changing international environment. Together, China and Arab states have nurtured the spirit of friendship featuring "solidarity and mutual assistance, equality and mutual benefit, and inclusiveness and mutual learning."
Solidarity and mutual assistance is a distinct feature of China-Arab friendship. We trust each other, and have forged a brotherly friendship. We firmly support each other on issues involving our respective core interests. We work hand in hand and make progress together to realize the dream of national rejuvenation. We brave wind and storms together in fighting the COVID pandemic. The China-Arab future-oriented strategic partnership of comprehensive cooperation and common development is unbreakable.
Equality and mutual benefit is a constant driver for our friendship. China and Arab states have set an example for South-South cooperation in pursuing mutually beneficial collaboration. The two sides have established 17 cooperation mechanisms under the framework of the China-Arab States Cooperation Forum. Over the past decade, our trade has grown by 100 billion U.S. dollars, with the total volume exceeding 300 billion dollars; China's direct investment in Arab states was up by 2.6 times, with the stock of investment reaching 23 billion dollars; over 200 Belt and Road projects have been carried out, benefiting nearly two billion people of the two sides.
Inclusiveness and mutual learning is a key value inherent in our friendship. We appreciate each other's civilizations, and have written a splendid history of mutual learning. We keep drawing wisdom from each other's time-honored civilizations, and jointly promote "peace, harmony, integrity, and truth", the very essence of civilization. We stay true to our principles despite the clamour for "clash of civilizations", advocate together inter-civilizational dialogue, oppose discrimination against particular civilizations, and endeavor to safeguard the diversity of world civilizations.
The world today is in a new period of turbulence and transformation. The Middle East is undergoing new and profound changes. The aspiration of the Arab people for peace and development is much more compelling, and their call for equity and justice is stronger than ever. As strategic partners, China and Arab states should carry forward the spirit of China-Arab friendship, strengthen solidarity and cooperation, and foster a closer China-Arab community with a shared future, so as to deliver greater benefits to our peoples and advance the cause of human progress.
- We should stay independent and defend our common interests. China supports Arab states in independently exploring development paths suited to their national conditions and holding their future firmly in their own hands. China is ready to deepen strategic mutual trust with Arab states, and firmly support each other in safeguarding sovereignty, territorial integrity and national dignity. Our two sides should jointly uphold the principle of non-interference in other countries' internal affairs, practice true multilateralism, and defend the legitimate rights and interests of developing countries.
- We should focus on economic development and promote win-win cooperation. We should strengthen synergy between our development strategies, and promote high-quality Belt and Road cooperation. We should consolidate cooperation in traditional areas including economy and trade, energy and infrastructure development. In the meantime, we should strengthen new sources of growth such as green and low-carbon development, health and medical services, and investment and finance, and expand new frontiers including aviation and aerospace, digital economy and peaceful use of nuclear energy. We should also tackle major challenges like food security and energy security. China will work with the Arab side to implement the Global Development Initiative (GDI) and drive sustainable development of South-South cooperation.
- We should uphold regional peace and strive for common security. China supports the Arab side in promoting political settlement of hotspot and challenging issues with Arab wisdom, and build a common, comprehensive, cooperative and sustainable security architecture in the Middle East. China urges the international community to respect the role of the Middle East people as masters of their own affairs, and add positive energy to the security and stability of the region. China welcomes the Arab side to participate in the Global Security Initiative (GSI), and will continue to contribute Chinese wisdom to promoting peace and tranquility in the Middle East.
- We should increase exchanges among civilizations to enhance mutual understanding and trust. We need to increase personnel exchange, deepen people-to-people cooperation, and promote the exchange of governance experience. We need to jointly oppose Islamophobia, carry out cooperation on deradicalization, and reject association of terrorism with any particular ethnic group or religion. We need to advocate humanity's common values of peace, development, equity, justice, democracy and freedom, and set an example of inter-civilizational exchanges and mutual learning in the new era.
We are pleased to see the decision by the Summit to build a China-Arab community with a shared future in the new era and to formulate the Outline of the Comprehensive Cooperation Plan Between China and Arab States, laying out the blueprint for future China-Arab relations. As the first follow-up step of that decision, China will, in the next three to five years, work with the Arab side to advance eight major cooperation initiatives in areas including development support, food security, public health, green innovation, energy security, inter-civilizational dialogue, youth development, and security and stability. China has briefed the Arab side on the details of the eight initiatives, and will work with the Arab side to promote their early implementation and strive for early harvest.
The Palestinian issue bears on peace and stability in the Middle East. The historical injustices done to the Palestinian people should not be left unattended indefinitely. The legitimate rights and interests of a nation are not up for trade, and the demand to establish an independent state shall not be denied. The international community should stay firm in its commitment to the two-state solution and the principle of "land for peace", make resolute efforts to promote peace talks, provide more humanitarian and development assistance to Palestine, and strive for a just settlement of the Palestinian issue at an early date. Recently, through the efforts of Arab states, important progress has been made in Intra-Palestinian reconciliation. China welcomes these developments. I would like to reiterate that China firmly supports the establishment of an independent State of Palestine that enjoys full sovereignty based on the 1967 border and with East Jerusalem as its capital. China supports Palestine in becoming a full member of the United Nations, and will continue to provide humanitarian assistance to Palestine, support livelihood projects in the country, and increase donations to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).
Recently, the Communist Party of China successfully convened its 20th National Congress. The Congress laid out the tasks and path of advancing the rejuvenation of the Chinese nation on all fronts through Chinese modernization, and provided a blueprint for China's future development. China will stay committed to upholding world peace, promoting common development, and building a community with a shared future for mankind. China remains firm in pursuing an independent foreign policy of peace and upholding international fairness and justice. China is committed to promoting friendship and cooperation with other countries based on the Five Principles of Peaceful Coexistence, and will work to deepen and expand global partnerships. Acting on a mutually beneficial strategy of opening up, China will continue to promote high-standard opening up and advance high-quality Belt and Road cooperation. By doing so, we wish to create new opportunities for Arab states and all other countries with China's new development.

At the outset, I wish to express heartfelt appreciation to the Kingdom of Saudi Arabia for hosting the China-Gulf Cooperation Council (GCC) Summit. It gives me great pleasure to join you in planning for the future of China-GCC relations.
The friendly exchange between China and GCC countries goes back nearly two millennia in history. Throughout those years, the two peoples interacted with each other continuously along the ancient Silk Road inspired by the "Eastern wisdom" of peace, harmony and truth. In 1981, China established contact with the GCC upon its inception. Forty plus years on, the two sides have written together a splendid chapter of solidarity, mutual assistance and win-win cooperation.
The leapfrog growth of China-GCC relations is attributed to the profound mutual trust. China and GCC countries have all along supported each other's sovereignty and independence, respected each other's development paths, upheld equality between countries regardless of their size, and stood firm in defending multilateralism.
The leapfrog growth is attributed to the high degree of complementarity. China has a vast consumer market and a complete industrial system, while the GCC, with rich energy and resources, is embracing diversified economic development. This makes the two sides natural partners of cooperation.
The leapfrog growth is attributed to the empathy of the two peoples. Both belonging to the family of Eastern civilizations, China and GCC countries have similar culture and values. And the peoples enjoy close bonds of friendship.
The leapfrog growth is also attributed to the solidarity between the two sides in times of adversity. Against regional and international uncertainties as well as challenges such as the financial crisis, the COVID-19 pandemic and major natural disasters, the two sides have come to each other's aid and navigated through the difficulties together.
In response to the profound changes unseen in a century, GCC countries have strengthened themselves through unity, achieved economic growth despite COVID-19, and worked vigorously for political settlement of regional hotspots and thorny issues. They have made the GCC the most dynamic regional organization in the Middle East and the Gulf. China highly commends you for all this. Standing at a historical crossroads, we should carry forward the tradition of China-GCC friendship, and take the establishment of the China-GCC strategic partnership as an opportunity to enrich the strategic substance of this relationship.
- We should be partners for greater solidarity. We need to further consolidate political mutual trust and firmly support each other's core interests. We need to jointly uphold the principle of non-interference in internal affairs, practice true multilateralism, and defend the common interests of all developing countries.
- We should be partners for common development. We need to better synergize development strategies and leverage our respective strengths to cultivate driving forces for development. China looks forward to working with all parties to advance and implement the Global Development Initiative (GDI) and follow through on the 2030 Agenda for Sustainable Development, with a view to promoting regional development and prosperity.
- We should be partners for common security. China will continue to firmly support GCC countries in safeguarding their security, and support the efforts by regional countries to resolve differences through dialogue and consultation and to build a Gulf collective security architecture. China welcomes the participation of GCC countries in the Global Security Initiative (GSI) in a joint effort to uphold regional peace and stability.
- We should be partners for cultural prosperity. We need to enhance interactions between our peoples, increase cultural exchanges, draw on each other's fine cultural achievements, and promote the rich values of Eastern civilizations, so as to contribute our share to the development and progress of human civilizations.
In the next three to five years, China is ready to work with GCC countries in the following priority areas:
First, setting up a new paradigm of all-dimensional energy cooperation. China will continue to import large quantities of crude oil on a long-term basis from GCC countries, and purchase more LNG. We will strengthen our cooperation in the upstream sector, engineering services, as well as storage, transportation and refinery of oil and gas. The Shanghai Petroleum and Natural Gas Exchange platform will be fully utilized for RMB settlement in oil and gas trade. The two sides will work more closely on clean and low-carbon technologies involving hydrogen, energy storage, wind and photovoltaic power and smart power grids, as well as localized production of new energy equipment. We will jointly establish a China-GCC forum on peaceful use of nuclear technology and a China-GCC nuclear security demonstration center. China will provide 300 training opportunities to GCC countries on peaceful use of nuclear energy and technology.
Second, making new progress in finance and investment cooperation. China and GCC countries could collaborate on financial regulation and facilitate the entry into China's capital market for GCC companies. China will work with the GCC to set up a joint investment commission and support cooperation between sovereign wealth funds from both sides in various forms. The two sides could explore setting up a China-GCC forum on industrial and investment cooperation, strengthen investment cooperation on digital economy and green development, and build a working mechanism on investment and economic cooperation. The two sides could start currency swap cooperation, deepen digital currency cooperation and advance the m-CBDC Bridge project.
Third, expanding new areas of cooperation on innovation, science and technology. China is ready to build big data and cloud computing centers with GCC countries, strengthen 5G and 6G technology cooperation, build together innovation and entrepreneurship incubators, and implement ten digital economy projects in such areas as cross-border e-commerce and communications network. A China-GCC cooperation mechanism in meteorological science and technology will be set up, and the two sides could convene a seminar on climate response.
Fourth, seeking new breakthroughs in aerospace cooperation. China will carry out a string of cooperation projects with GCC countries in remote sensing and communications satellite, space utilization, and aerospace infrastructure. The two sides could select and train astronauts together, and China welcomes GCC astronauts to its space station for joint missions and space science experiments with their Chinese colleagues. China welcomes GCC countries' participation in payloads cooperation in its aerospace missions including Chang'e and Tianwen, and will consider establishing a China-GCC joint center for lunar and deep space exploration.
Fifth, nurturing new highlights in language and cultural cooperation. China will cooperate with 300 universities, middle and primary schools in GCC countries on Chinese language education, work with GCC countries to set up 300 Chinese language smart classrooms, provide 3,000 "Chinese Bridge" summer/winter camp opportunities, and set up Chinese language learning and testing centers and online Chinese classes. The two sides could hold a China-GCC language and culture forum, and compile a bilingual library for people-to-people and cultural exchanges and mutual learning.
China and GCC countries share the glorious mission of developing and revitalizing our nations. Our relations are both time-honored and young. Let us build on our achievements and work together to deliver an even brighter future of China-GCC relations.

BEIJING, Dec. 8 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting on December 6 to analyze economic work in 2023, hear a briefing on the work of the Central Commission for Discipline Inspection (CCDI) of the CPC and the National Commission of Supervision, and make arrangements for improving Party conduct, building a clean and honest government, and combating corruption in 2023. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.
It was noted at the meeting that this year is extremely important in the history of the Party and the country. Facing the turbulent international environment and arduous tasks of strengthening domestic reform, development and stability, the CPC Central Committee, with Comrade Xi Jinping at its core, has united and led the whole Party and the Chinese people of all ethnic groups in rising to challenges. As a result, macro-control has been intensified, the quality of development improved, achievements have been made in scientific and technological innovation, reform and opening-up has been deepened, employment and prices have been kept basically stable, and food and energy security as well as people's livelihood have been ensured. The overall economic and social stability has been maintained.
This year, the Beijing Winter Olympics and Paralympics were successfully held. The 20th CPC National Congress was also successfully convened, and solid steps have been taken on the new journey to build a modern socialist country in all respects.
It was stressed at the meeting that 2023 will be the first year for the spirit of the 20th CPC National Congress to be implemented in a comprehensive manner.
To do a good job in our economic work next year, we must follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress, solidly advance Chinese modernization, adhere to the general principle of seeking progress in a stable manner, implement the new vision for development in a complete, accurate and comprehensive manner, and accelerate efforts to foster a new development pattern and pursue high-quality development. Efforts are also required to better coordinate epidemic prevention and control with economic and social development, and development with security.
To make a good start in building a modern socialist country in all respects, efforts are also needed to deepen reform and opening-up across the board, boost market confidence, integrate the implementation of strategy to expand domestic demand with the efforts to deepen supply-side structural reform, give priority to the work of ensuring steady growth, employment, and stable prices, effectively forestall and defuse major risks, promote the overall improvement in economic operation to achieve both qualitative and quantitative growth.
It was noted at the meeting that special attention will be paid to steady growth in the coming year, pursuing progress while ensuring stability. Proactive fiscal policy and prudent monetary policy will continue to be implemented, efforts will be made to coordinate different policies and optimize epidemic responses, so as to form synergy for high-quality development. The proactive fiscal policy should be intensified for its effectiveness, and the prudent monetary policy should be targeted and effective. Industrial policies should boost development and security, and policies concerning science and technology will focus on self-reliance and self-improvement. Social policies must ensure people's livelihood. Further efforts will be made to expand domestic demand and give full play to the fundamental role of consumption and the key role of investment. Work was emphasized at the meeting to speed up modernizing the industrial system and strengthen the resilience of industrial and supply chains and their security as well. The basic policies will be strengthened to unswervingly consolidate and develop the public sector while encouraging, supporting and guiding the development of the non-public sector so that the socialist modernization endeavors will be injected with fresh dynamism and vitality. Work will be done to boost opening up at a higher level and to further attract and make good use of foreign investment. Effective approaches will be adopted to defuse major economic and financial hazards and guard against systemic risks.
It was stressed at the meeting that the Party's overall leadership over economic work must be strengthened, and the spirit of the 20th CPC National Congress must be studied, understood and implemented comprehensively. The mechanism of implementing the major decisions and plans of the CPC Central Committee must be optimized. Down-to-earth efforts must be made to unleash the whole society's vitality for initiative, so as to ensure that officials and enterprises dare to make decisions on their own while local authorities and residents dare to blaze new trails. Efforts must be coordinated to ensure stable supply and price of important commodities for people's lives, and guarantee the delivery and supply of coal, electricity, oil and natural gas. Enough concern must be shown to the livelihood and work of people in difficulty, make sure that migrant workers are paid on time, and workplace safety and disaster control and prevention work must be strengthened to safeguard social harmony and stability.
It was pointed out at the meeting that great efforts have been made in the past 10 years in exercising full and strict governance of the Party, and the fight against corruption has won an overwhelming victory and the success has been fully consolidated, but there is still a long way to go. We must always stay alert and determined to tackle the challenges unique to a big political party, remain resolute and persistent in the never-ending fight against corruption, and further strengthen our political resolve to exercise full and strict governance of the Party. We must maintain the keynote of strictness, the rigorous measures, and the strict atmosphere for a long time to come, carrying out the Party's great self-reform in the new era. Discipline inspection and supervision organs must always adhere to the Party's founding mission, faithfully fulfill the duties entrusted to them by the Party Constitution and the Constitution of the People's Republic of China, and resolutely implement the Party's strategic plan for self-reform and the strategic principle of exercising full and strict governance of the Party. They must work ceaselessly to improve Party conduct, enforce Party discipline and fight corruption, push for the improvement of the Party and state oversight systems, build an iron team of disciplinary inspection and supervision, and promote high-quality development of discipline inspection and supervision work, thus providing a strong guarantee for the realization of the Party's mission and tasks in the new era and on the new journey.
It was stressed at the meeting that the spirit of the Party's 20th National Congress must be firmly adhered to and fully implemented, and the authority and centralized, unified leadership of the CPC Central Committee must be upheld through strong political oversight, so as to promptly identify and punish those performing ill deeds of cronyism, forming cliques and factions, making anonymous false accusations, buying support, making lavish promises, agreeing overtly but opposing covertly and acting wantonly and issuing groundless criticism of the CPC Central Committee decisions and policies.
The central Party leadership's eight-point decision must be constantly strengthened to improve conduct, crack down on all forms of decadence for hedonism and extravagance in a timely manner, and strictly investigate and punish disciplinary violations. Approaches must be adopted to resolutely prevent the rebound and the hidden mutation of unhealthy conduct and violations, and the fight should never be slackened because of fatigue. Efforts should be focused on rectifying meaningless formalities and bureaucracy and close attention be paid to excessive implementation of policies, slackness and negligence in the work, willful use of power, lack of responsibility and inaction. Targeted measures must be adopted to address these problems.
Prominence must be given to the role of discipline. Requirements for strictness must be implemented throughout the whole process of formulating Party regulations, Party discipline education, and Party discipline enforcement and supervision, so that the disciplines and regulations bite so as to let officials know where to toe the line.
We will fight a tough and protracted battle against corruption with the spirit of complete self-reform. We will take it as the most important work to thoroughly investigate, severely punish those reckless corrupt officials who did not mend their ways and behave since the 18th CPC National Congress. Focus will be placed on corruption that involves both political and economic elements, corruption in sectors with high concentration of power, funds and resources, and corrupt low-ranking officials, whose misconduct directly affects people's lives. We will further eradicate breeding grounds for corruption. Work must be done to improve the Party and state supervisory system, give full play to the role of political inspection, and strengthen the effective oversight of "top leaders" and leading groups.
Prior to this meeting, Xi Jinping, general secretary of the CPC Central Committee, presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, during which a briefing was given on the work of the CCDI and the National Commission of Supervision and the preparations for the second plenary session of the 20th CCDI.
It was agreed at the meeting that the session is scheduled from January 9 to 11 next year.

Stability must be maintained as the top priority for economic work, pursuing growth while ensuring stability. The new development philosophy must be fully implemented, with epidemic response better coordinated with economic and social development, and development better balanced with security.
Proactive fiscal policy and prudent monetary policy will continue to be implemented, various policies will be better coordinated to boost market confidence, integrate the strategy of expanding domestic demand with deepening supply-side structural reform, promote overall economic improvement, and have a head start in building a modern socialist country in all respects, he added.
The symposium was attended by Li Keqiang, Wang Yang, Li Qiang, Wang Huning, Han Zheng, Cai Qi and Ding Xuexiang. Entrusted by the CPC Central Committee, Li Keqiang briefed the meeting on the economic work this year and introduced relevant considerations for the economic work next year.

They put forward suggestions and opinions related to issues such as the vertically-coordinated development of the Yellow and Yangtze river basins, how to improve the research and development capacity for underlying technologies, how to introduce more scientific and technological personnel, how to promote green and low-carbon development and how to protect and motivate private sector's enthusiasm for investment. Their suggestions and opinions are also about how to improve the governance of tax collection from platform economy, how to boost residents' willingness for consumption, how to form a synergy for high-quality employment, how to optimize responses to COVID-19 and make them targeted, and how to advance integrated development across the Taiwan Strait.
Xi delivered an important speech after listening carefully to their speeches. Xi said that, in their speeches, they fully affirmed this year's achievements in economic work. They also put forward many constructive opinions and suggestions on implementing the spirit of the 20th CPC National Congress, on correctly evaluating the current economic situation and doing a good job in next year's economic work. We will carefully study and actively absorb them.
Xi pointed out that since the beginning of this year, in the face of the stormy international environment and arduous tasks of strengthening domestic reform, development and stability, the CPC Central Committee has united and led the whole Party and the people of all ethnic groups to grasp the nettle.
The CPC Central Committee has fully implemented the requirements for keeping the epidemic at bay, stabilizing the economy and ensuring safe development. It has given full consideration to both domestic and international imperatives, coordinated the COVID-19 response with economic and social development, placed equal emphasis on development and security, and intensified macro-control, ensuring overall economic and social stability, Xi said.
Xi pointed out that the past five years was extremely unusual. We withstood multiple tests such as ever-growing changes of the world, the impact of the COVID-19 pandemic, the domestic economic downturn, maintained basic stability in industrial and supply chains, and stabilized the overall economy. In particular, we effectively responded to the challenges of some countries' attempts to "decouple" in economy and technology. We put people and their lives first, and effectively protected people's security and wellbeing. China's annual economic growth was over 5 percent on average, which was better than the global level.
Xi pointed out that the decade of the new era is the time when China has made historic achievements, witnessed historic changes and shift to high-quality economic and social development. In the past decade, China's economic aggregate has reached a new level, and made the largest global share of contribution to world economic growth. Strategic emerging industries have grown stronger. China's growth has become increasingly balanced, coordinated and inclusive. The ecological environment has improved significantly as a developing trend. The Belt and Road Initiative cooperation has become increasingly substantial, and major progress has been made in building an innovative country. In particular, it has historically eradicated absolute poverty, achieved the first centenary goal of building a moderately prosperous society in all respects as scheduled, and embarked on the new journey of building a modern socialist country in all respects.
Since the beginning of this year, central committees of the non-Communist parties, the All-China Federation of Industry and Commerce, and personages without party affiliation conducted fact-finding missions on major issues such as fostering a new development pattern, advancing common prosperity, and coordinating efforts to achieve carbon emission peaking and carbon neutrality. They have also carried out special democratic oversight work on ecological and environmental protection of the Yangtze River, put forward 53 opinions and suggestions directly to the CPC Central Committee, providing an important basis for the CPC Central Committee to make scientific decisions.
Xi, on behalf of the CPC Central Committee, expressed sincere appreciation to all of the participants.

I am coming back to Riyadh, bringing with me profound friendship from the Chinese people. I am here to join my Arab friends for the first China-Arab States Summit and the first China-Gulf Cooperation Council (GCC) Summit and to pay a state visit to Saudi Arabia. Designed as a trip of building on the past and more importantly, of opening up a better future, the visit will carry forward our traditional friendship, and usher in a new era in China's relations with the Arab world, with Arab states of the Gulf, and with Saudi Arabia.
First, a time-honored friendship that goes back thousands of years
The exchanges between China and Arab states date back more than 2,000 years. The constant streams of caravans along the land Silk Road and the billowing sails along the maritime Spice Road have borne witness to how the Chinese and Arab civilizations interacted with and inspired each other across the Asian continent. It was through these exchanges that Chinese porcelain and paper-making and printing techniques were introduced to the West while Arab astronomy, calendar and medicine went all the way to the East. We have traded goods, sparked innovation, shared ideas, and spread the fruits of cultural exchanges to the rest of the world, leaving a splendid chapter in East-West engagement and mutual learning.
The contacts between China and Arab states of the Gulf are well documented. During the Eastern Han Dynasty, Gan Ying, a Chinese emissary, reached the "western seas," namely the Gulf, on his mission to the Roman Empire. This is the first official record of Chinese envoys reaching Arab states of the Gulf. More than 1,200 years ago, an Arab navigator, Abu Obeida, sailed from Sohar Port to the Chinese city of Guangzhou on a legendary journey that was later adapted to the exciting and well-known adventures of Sindbad. In the 1980s, a replica ship named the Sohar retraced the route opened by ancient Arab navigators, connecting the past and present friendly interactions between the two sides.
China and Saudi Arabia have admired each other and conducted friendly exchanges since ancient times. The prophet Muhammad said, "Seek knowledge even if you have to go as far as China." Seven hundred years ago, Wang Dayuan, a Chinese traveler of the Yuan Dynasty, arrived at Mecca which he described as a place with beautiful sceneries, mild weather, fertile rice fields, and a happy people in his book A Brief Account of Islands. It was an important book from which the Chinese learned about Saudi Arabia at that time. Six hundred years ago, Zheng He, a Chinese navigator of the Ming Dynasty, reached Jeddah and Medina on his oceangoing voyages, leaving behind him many stories of friendship and exchanges that are still widely told today. The joint Chinese-Saudi archaeological excavation of the ruins of the al Serrian port conducted in recent years has unearthed many porcelain wares of China's Song and Yuan dynasties. They stand as testaments to all those friendly interactions.
Second, solidarity and cooperation for a China-Arab community with a shared future in the new era
The Arab world is an important member of the developing world and a key force for upholding international fairness and justice. The Arab people value independence, oppose external interference, stand up to power politics and high-handedness, and always seek to make progress. Arab states are endowed with diverse resources, and have built industries with distinctive features, scored remarkable achievements in development, and demonstrated enormous potentials. The Arab civilization advocates the middle way and moderation, encourages inclusiveness and mutual learning, opposes clash of civilizations, and is deeply rooted in its rich culture and history. Be it on the world political, economic or cultural map, Arab states always claim an important place.
Since the 1950s, China has established diplomatic relations with all Arab states. Their interactions feature mutual understanding, mutual respect, mutual assistance and solidarity. They have become good friends treating each other as equals, good partners pursuing mutual benefit, and good brothers sharing weal and woe. In the 21st century, China-Arab relations have continued to move ahead against a fluid international landscape, and achieved historic leapfrog growth in political trust, mutually beneficial economic cooperation, and cultural mutual learning in both breadth and depth.
In the past decade, China-Arab relations entered a new era and registered a series of landmark and groundbreaking achievements in various areas. Collectively, China has established a future-oriented strategic partnership of comprehensive cooperation and common development with all Arab states. Individually, China has established comprehensive strategic partnership or strategic partnership with 12 Arab states, and signed documents on Belt and Road cooperation with 20 Arab states. Among Arab countries, 17 have expressed support for the Global Development Initiative (GDI), 15 have become members of the Asian Infrastructure Investment Bank, and 14 have participated in the China-League of Arab States Cooperation Initiative on Data Security.
Arab states firmly support the one-China principle and support China in safeguarding its core interests. Likewise, China supports Arab states in upholding sovereignty, independence, and territorial integrity. On issues such as the Palestinian question, China's firm support for Arab states has been consistent and unwavering. Major infrastructure projects jointly built by the two sides, including the Djamaa El Djazair mosque of Algeria, the Lusail Stadium of Qatar, the new headquarters of the Central Bank of Kuwait, as well as the Merowe Dam, the Roseires Dam heightening, and the Upper Atbara Dams Complex Project of Sudan, have become landmarks of China-Arab friendship. China has set up 20 Confucius institutes and two Confucius classrooms in Arab states. And over 40 Chinese universities teach Arabic as a major, contributing inexhaustible energy for growing China-Arab friendship.
Since the outbreak of COVID-19, China and Arab states have come to each other's aid and navigated through the difficulties together. The two sides have carried out efficient cooperation in such areas as vaccine research and application, joint epidemic prevention and control, experience sharing, medical services and pharmaceuticals, setting a fine example of solidarity in fighting the virus. Under the framework of China-Arab States Cooperation Forum, 17 cooperation mechanisms have been launched to expand and substantiate the cooperation agenda, giving a strong boost to China-Arab relations and providing a paradigm for the solidarity and cooperation among developing countries.
The world is now undergoing momentous changes unseen in a century. Both China and Arab states face the historic mission of realizing national rejuvenation and speeding up national development. In this new context, China will work with Arab states to carry forward the traditional friendship and jointly build a China-Arab community with a shared future in the new era. China and Arab states will continue to hold high the banner of non-interference in internal affairs, firmly support each other in safeguarding sovereignty and territorial integrity, and jointly uphold international fairness and justice. We will continue to enhance together Belt and Road cooperation, keep expanding practical cooperation in such areas as food, energy, investment, financing and medical services, and pursue mutually beneficial cooperation with higher quality and in greater depth. We will continue to jointly act on the GDI and the Global Security Initiative so as to stabilize volatile regions and contribute more positive energy to peace and development. We will continue to jointly advocate peace, development, equity, justice, democracy and freedom -- the common values of humanity, strive to replace estrangement and clash of civilizations with exchanges and mutual learning, promote understanding and affinity between our peoples, and build "a garden of civilizations" featuring mutual appreciation and inspiration.
Third, joint endeavor to cultivate the China-GCC strategic partnership
The GCC has achieved remarkable progress in its integration process, which makes it one of the world's most dynamic regional organizations. Given their geographical locations, GCC countries serve as a hub linking Asia, Africa and Europe. Endowed with rich energy resources, including 30 percent of the oil reserve and 20 percent of the natural gas reserve of the world, GCC countries are an energy tank for world economy. With their pioneering and enterprising spirit, GCC countries provide a fertile ground for high-tech industries. Over the past four decades and more, the GCC has been working hard to build an integral market, an integral economy, and an integral financial system in the region, and has been playing an increasingly important role in regional and international affairs.
Over the years, China and GCC countries have maintained healthy and steady growth in bilateral relations, and carried out wide-ranging, in-depth cooperation with tangible outcomes in all areas. In the past 10 years in particular, China-GCC relations have grown from strength to strength and yielded fruitful results. China has remained the GCC's largest trading partner and largest export market of petrochemical products. In 2021, two-way trade exceeded 230 billion U.S. dollars, and China's import of crude oil from GCC countries topped 200 million tons. The two sides enjoy extensive, in-depth cooperation in traditional areas such as production capacity, infrastructure development, investment and finance. Cooperation in high-tech sectors including 5G communications, new energy, space and digital economy is also gaining momentum. The new signature project of smart manufacturing cooperation and the new landscape of industrial cooperation have added fresh impetus to the development of China and GCC countries.
Looking into the future, China will seize the opportunity of the establishment and consolidation of the China-GCC strategic partnership to cement their traditional friendship and deepen mutual trust. China will continue to firmly support GCC countries in upholding sovereignty, independence, security and stability, and continue to support the GCC in accelerating integration and pursuing diversified development. China will work with the GCC to foster a new pattern of multi-faceted energy cooperation, accelerate new development in financial and investment cooperation, cultivate new highlights in people-to-people exchanges, and explore new areas of innovation cooperation. All this will help increase the convergence of interests between China and GCC countries.
Fourth, sustained efforts to bring the China-Saudi Arabia comprehensive strategic partnership to new heights
Saudi Arabia is a major energy exporter in the world and a member of the G20. As its strategic partner and true friend, China is heartened to see that under the leadership of King Salman and Crown Prince Mohammed bin Salman, the Saudi people are marching in big strides toward Vision 2030 and making important progress in economic and social reform and diversification. Saudi Arabia's major development initiatives, the Middle East Green Initiative and the Saudi Green Initiative among many others, have captured wide attention. Its stature and influence in global political, economic and energy domains are on the rise. We are proud of our good friend for these accomplishments.
Since the establishment of diplomatic ties, relations between China and Saudi Arabia have maintained robust growth. Most notably, China-Saudi Arabia cooperation has made major headway in the past 10 years. The two sides respect each other's sovereignty and development path, respect each other's history and cultural traditions, support each other in defending national security and stability, and undertake close strategic coordination. Practical cooperation is expanding rapidly. Major projects have been launched one after another, including the Yanbu Aramco Sinopec Refining Company, the Sino-Saudi Gulei Ethylene Complex Project, the Chinese industrial cluster in Jazan Economic City, the Red Sea utilities and infrastructure project, 5G communications, and joint lunar explorations. People-to-people exchanges continue to grow. Chinese language major is now available in four Saudi universities, and optional Chinese language courses are provided in eight middle and primary schools. Hakim & Kong Xiaoxi, the first animated co-production of China and Saudi Arabia, is popular among children, sowing the seed of China-Saudi Arabia friendship in their hearts.
China will take this visit as an opportunity to strengthen its comprehensive strategic partnership with Saudi Arabia. We will continue to give each other understanding and support, and jointly advocate independence and oppose external interference. We will further synergize China's Belt and Road Initiative and Saudi Arabia's Vision 2030, deepen and substantiate practical cooperation in all areas, and increase the convergence of interests and people-to-people connectivity between the two countries. We will strengthen collaboration under multilateral frameworks such as the UN, the G20 and the Shanghai Cooperation Organization, jointly practice true multilateralism, and make greater contribution to maintaining peace and stability in the Middle East and promoting development and prosperity of the world.
Last October, the Communist Party of China successfully convened its 20th National Congress, and it is now rallying and leading the Chinese people toward the goal of building a modern socialist country in all respects. As a staunch force for world peace and common development, China will stay committed to providing new opportunities for Arab states and all other countries in the world through its own development, and work with our Arab brothers to carry forward the traditional friendship and create a better future together. ■

Your Excellency Prime Minister Prayut Chan-o-cha,
It gives me great pleasure to join you in Bangkok, the beautiful City of Angels. This is our first face-to-face meeting since the onset of COVID-19. I wish to extend our hearty appreciation to the government of Thailand, and Prime Minister Prayut in particular, for putting this meeting together.
At present, the COVID-19 pandemic still drags on with cases surging here and there. Global recovery is facing multiple challenges. Unilateralism and protectionism are on the rise. Global industrial and supply chains are under stress. Problems such as inflation and food and energy security remain intricate and challenging.
The Asia-Pacific is our home as well as the powerhouse of global economic growth. Over the past decades, robust economic cooperation in the region has created the "Asia-Pacific miracle" admired across the world. Asia-Pacific cooperation has taken deep roots in the hearts of the people.
Today the world has come to another historical crossroads, and this has made the Asia-Pacific region even more important and prominent in its standing and role.
As an ancient Chinese sage observed, "The wise are free from doubts, the benevolent from anxiety, and the brave from fear." Facing the new circumstances, we must join hands together to build an Asia-Pacific community with a shared future and take Asia-Pacific cooperation to a new height. To this end, I wish to propose the following.
First, we should uphold international fairness and justice and build an Asia-Pacific of peace and stability. The region owes decades of its rapid growth to a peaceful and stable environment. This attests to the critical importance of mutual respect, solidarity and cooperation, and consultation among all parties for the greatest denominator when something comes up. We should always assume the vision of common, comprehensive, cooperative and sustainable security, and respect the sovereignty and territorial integrity of all countries. No one should interfere in other countries' internal affairs, and everyone should respect the development path and social system chosen independently by the people of each country. We should take seriously the legitimate security concerns of every country, and promote peaceful settlement of differences and disputes among countries through dialogue and consultation. We should take an active part in global governance and make the international order more just and reasonable to ensure peace and stability in the Asia-Pacific region and beyond.
Second, we should stay committed to openness and inclusiveness and bring about prosperity for all in the Asia-Pacific. History has proven time and again that only openness, inclusiveness and win-win cooperation is the right way forward for humanity. We need to continue pursuing open regionalism, strengthen coordination on macroeconomic policies, forge more closely linked regional supply and industrial chains, promote trade and investment liberalization and facilitation, and steadily advance regional economic integration for the early realization of a high-standard Free Trade Area of the Asia-Pacific. We need to make sure that development is for the people and by the people, and that its fruits are shared among the people, and we should promote prosperity for all in the Asia-Pacific. China will work with other parties on the full and high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP), and continue working toward joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), for the purpose of promoting integrated development of the region. China will consider holding the third Belt and Road Forum for International Cooperation next year to provide fresh impetus for the development and prosperity of the Asia-Pacific and the world.
Third, we should always strive for green and low-carbon development and ensure a clean and beautiful Asia-Pacific. Protecting the ecological environment and tackling climate change is a common challenge facing all humanity. We need to enhance economic and technical cooperation, speed up coordinated digital and green development, advance the transition and upgrading of energy, resources, and industrial and consumption structures, and promote green economic and social development. This year we jointly formulated the Bangkok Goals on Bio-Circular-Green (BCG) Economy, which aims to advance ecological and environmental protection and economic development in a coordinated way. China will provide support for its implementation. Last year at the United Nations, I proposed the Global Development Initiative (GDI), calling for enhanced practical cooperation in poverty reduction, food, energy, health and other areas, and urging expedited implementation of the UN 2030 Agenda for Sustainable Development. I welcome Asia-Pacific countries to take an active part in the Initiative.
Fourth, we should bear in mind our shared future and make the Asia-Pacific a region where all are ready to help each other. We need to view Asia-Pacific cooperation from a strategic and long-term perspective, uphold APEC's role as the main channel in regional cooperation, and keep Asia-Pacific cooperation in the right direction. We need to act on the purposes and principles of APEC, and continually deepen the Asia-Pacific partnership featuring mutual trust, inclusiveness and mutually beneficial cooperation. We need to follow the spirit of our Asia-Pacific family, look after one another like passengers in the same boat, and steadily move toward an Asia-Pacific community with a shared future.
Last month, the 20th National Congress of the Communist Party of China was held successfully, setting the course and providing the blueprint for China's development for now and the years to come. China is ready to pursue peaceful coexistence and common development with all countries on the basis of mutual respect, equality and mutual benefit. We will advance a broader agenda of opening up across more areas and in greater depth, follow the Chinese path to modernization, put in place new systems for a higher-standard open economy, and continue to share our development opportunities with the world, particularly with the Asia-Pacific region.
As a Thai proverb goes, "You reap what you sow." We have jointly sown the seed of the Putrajaya Vision. It is time for us to cultivate, nurture, and foster the blossoming flower of common development of the Asia-Pacific!

Ladies and Gentlemen,
It gives me great pleasure to come to the beautiful city of Bangkok for the APEC CEO Summit.
Our world has once again reached a crossroads. Where is it headed? What should we do here in the Asia-Pacific? These questions demand urgent answers.
The 21st century is the Asia-Pacific century. Our region, which accounts for one-third of the world's population, over 60 percent of the global economy and close to half of global trade, is the most dynamic growth belt in the world. We, members of this region, have come a long way in pursuing economic development, and we will surely write an even more brilliant chapter in the years ahead.
Currently, the Asia-Pacific enjoys overall stability. Cooperation in our region has been steadily advanced, and peace, development and win-win cooperation remain the underlying trend in this region. On the other hand, the world has entered a new period of fluidity and change. Both geopolitical tensions and the evolving economic dynamics have exerted negative impact on the development environment and cooperation structure of the Asia-Pacific. The COVID-19 pandemic keeps resurging. The global economy faces mounting downward pressure and growing risk of recession. Food, energy and debt crises are emerging together. Many countries are encountering considerable difficulties in economic and social development. Various factors of uncertainty and instability are growing. The Cold War mentality, hegemonism, unilateralism and protectionism are mounting. Acts that distort international norms, disrupt economic linkages, inflate conflicts in regions, and impede development cooperation are all too common. All these pose a serious challenge to peace and development in the Asia-Pacific.
A review of the past may offer a clue to what will happen in the future. Over the past decades, Asia-Pacific economic cooperation has injected powerful impetus into the development of our region and greatly improved the wellbeing of our peoples. We should draw on the valuable past practices and remain firm in pursuing our development goals.
-- We should follow a path of peaceful development. The Asia-Pacific, once a ground of big power rivalry and a place fraught with international disputes, suffered so much from conflicts and wars. History tells us that bloc confrontation cannot solve any problem and that bias will only lead to disaster. It is precisely because the Asia-Pacific was freed from the shadow of the Cold War that this region, and particularly its small- and medium-sized economies, have been able to embark on a fast track toward modernization and create the Asia-Pacific miracle.
The Asia-Pacific is no one's backyard and should not become an arena for big power contest. No attempt to wage a new Cold War will ever be allowed by the people or by our times!
-- We should follow a path of openness and inclusiveness. Openness and inclusiveness are vital for human prosperity and advancement. Over the past decades, we economies in the Asia-Pacific have overcome market fragmentation, built closer economic linkages and embraced the world, thus opening up vast space for economic development. APEC, guided by open regionalism and the principles of diversity and non-discrimination, has become an architecture for inclusive and win-win regional cooperation. It is by acting on such a far-sighted vision that we in the Asia-Pacific have been able to seize the opportunities of economic globalization and become a forerunner of the times in pursuing regional economic integration.
Openness brings progress while closing the door can only leave one behind. Any attempt to disrupt or even dismantle the industrial and supply chains formed in the Asia-Pacific over many years will only lead Asia-Pacific economic cooperation to a dead end.
-- We should follow a path of solidarity. The Asia-Pacific miracle has been created by all of us working hand in hand and overcoming difficulties and obstacles. Over the years, we in the Asia-Pacific have stayed together as one big family. We have met challenges head-on in solidarity, defused various risks and navigated the surging tides of the global economy. Through cooperation, we have forged a sense of community, which has laid a solid foundation for steady progress.
The Asia-Pacific has entered a crucial stage of post-COVID recovery. The economies in our region are confronted with disrupted supply chains, strained food and energy supply, growing inflationary pressure and other difficulties. We should strengthen cooperation, support and help each other, and enable the Asia-Pacific to be a leader in boosting global economic recovery.
Ladies and Gentlemen,
Facing these new developments, we need to draw on past experiences and lessons, respond to the challenges of the times and steadfastly advance Asia-Pacific regional economic integration, so as to jointly break new ground in development and build an Asia-Pacific community with a shared future.
First, we should bolster the foundation for peaceful development. We should abide by the purposes and principles of the UN Charter, pursue the vision of common, comprehensive, cooperative and sustainable security, and jointly reject the Cold War mentality and bloc confrontation. We need to build an Asia-Pacific security architecture to create conditions for ensuring economic development and durable peace and stability in the Asia-Pacific.
Second, we should take a people-centered development approach. We need to ensure people's well-being through economic development, meet the needs of vulnerable groups, narrow the income gap and foster an inclusive environment for development. The developed economies in the Asia-Pacific should play a positive role and actively support the developing economies. Together, we can forge a new partnership of unity and equality, a partnership that is balanced and inclusive.
Third, we should pursue higher-level opening-up. We need to deepen cooperation within the APEC framework, advance the building of a Free Trade Area of the Asia-Pacific and implement the Putrajaya Vision. We need to engage fully and deeply in the reform of the World Trade Organization, achieve better alignment among the Regional Comprehensive Economic Partnership, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement, and build an open Asia-Pacific economy.
Fourth, we should strive for higher-standard connectivity. We should, guided by the APEC Connectivity Blueprint, boost hard and soft connectivity and exchange of personnel in a well-ordered way. China will actively enhance the complementarity between the Belt and Road Initiative and the development strategies of other parties to jointly build a high-quality Asia-Pacific connectivity network.
Fifth, we should build stable and unimpeded industrial and supply chains. We need to follow the laws governing economic activities and market principles, facilitate the free flow of production factors, protect the production and supply systems of goods and services, and build convenient, efficient and secure industrial and supply chains in the Asia-Pacific. Unilateralism and protectionism should be rejected by all; any attempt to politicize and weaponize economic and trade relations should also be rejected by all.
Sixth, we should promote economic upgrading. We need to embrace the new round of scientific and technological revolution and industrial transformation, accelerate scientific, technological and institutional innovation, foster new economy, new types of business and new business models, and achieve digital transformation of the Asia-Pacific economy. It is important for us to pursue green and low-carbon development, foster green economic sectors, promote green finance, and speed up the establishment of an Asia-Pacific green cooperation framework. With these efforts, we can make the Asia-Pacific a global pace-setter in pursuing economic development.
Ladies and Gentlemen,
China, as a member of the Asia-Pacific, has benefited much from the region. In return, it has shared its development gains with others in the region. The Chinese economy and the Asia-Pacific economy are interdependent and deeply integrated with each other. In fact, China is now a major trading partner of many Asia-Pacific economies and an important part of the industrial and supply chains in the region. China is committed to promoting the building of an Asia-Pacific community with a shared future, and will do more to enhance the stability and prosperity of the Asia-Pacific.
Not long ago, the Communist Party of China successfully convened its 20th National Congress, during which it laid out the overarching goal for China's development both at the current stage and in the years to come, and decided on the steps to be taken to this end. In particular, a call was made at the Congress to pursue Chinese modernization on all fronts.
-- To date, no more than 30 countries, with a total population of less than one billion, have achieved industrialization. Against this backdrop, the modernization of China, a country with over 1.4 billion people, will be of epoch-making importance in human history. To ensure greater success in China's economic and social development, it is critical to unleash the strength of its over 1.4 billion people. We will continue to take the people-centered approach and raise living standards. Our goal is to increase the middle-income population to more than 800 million in the next 15 years, and promote the sustained growth of our super-sized market.
-- As an ancient Chinese historian observed, "Governance is all about enriching the people." China has won the critical battle against poverty and finished building a moderately prosperous society in all respects, and it is now continuing its efforts to achieve common prosperity for all. The common prosperity we have in mind aims to better meet people's needs for a better life. It aims to achieve, over time, overall prosperity and prosperity for all. We will leverage the role of both the market and the government and ensure both performance and fairness. We will make the pie bigger and share it fairly, and build an olive-shaped structure of income distribution. I have put forward the Global Development Initiative (GDI) for the very purpose of addressing imbalance in development. China is working with over 100 countries and international organizations to advance the GDI and see that the deliverables promised at this year's High-level Dialogue on Global Development will reach those in need. China stands ready to provide more resources for global development cooperation and work with all other parties to build a global community of development.
-- I have often said that we should not only have towering buildings across China. More importantly, we should build a huge mansion, one of powerful inspiration, for the Chinese nation. We will keep raising people's living standards and enriching their lives, so that every family will enjoy a decent life and everyone will be imbued with a strong sense of moral integrity. We believe in equality, mutual learning, dialogue and inclusiveness between different civilizations. We call upon all countries to hold dear humanity's common values of peace, development, fairness, justice, democracy and freedom. And we should overcome estrangement between civilizations with exchanges, prevent their clash with mutual learning, and overcome a false sense of superiority with coexistence. In short, we should promote human advancement along a balanced, positive and upward trajectory.
-- In pursuing Chinese modernization, we will follow a new path of maintaining harmony between humanity and nature. This is our responsibility not only for ourselves, but for the world as well. In recent years, we have, acting on the belief that lucid waters and lush mountains are invaluable assets, pursued all-round green transition in economic and social development; and we have endeavored to build a Beautiful China with blue skies, green lands and clear waters.
China has set the goal of striving to peak CO2 emissions before 2030 and achieve carbon neutrality before 2060. This is our solemn commitment to the international community. Over the past decade, China has been among the countries with the fastest energy intensity reduction in the world. We have overfulfilled the 2020 target of cutting carbon emission intensity by 40 to 45 percent. As a result, a total of 5.8 billion tons less of CO2 is emitted. China now has both the largest carbon market and the largest clean electric power generation system in the world. We will enhance cooperation with all other stakeholders, and advance steadily along the path of green and low-carbon transition in a concerted effort to build a community of life for humanity and nature.
-- More than anything else, we Chinese hope to see peace and stability. To follow the path of peaceful development is a strategic choice made by us in the fundamental interests of the Chinese people. We will stand firmly on the right side of history. We will stay committed to peace, development, cooperation, and delivering mutual benefit. Your Excellency President Joko Widodo,
It gives me great pleasure to attend the G20 Bali Summit. At the outset, I wish to thank President Joko Widodo and the Indonesian government for making these thoughtful arrangements for the Summit. I also salute the Indonesian presidency for its important role in promoting G20 cooperation.
We meet at a time of momentous changes unseen in a century, changes that are consequential to the world, to our times, and to history. The COVID-19 pandemic still drags on with cases surging here and there. The world economy is getting more fragile. The geopolitical environment remains tense. Global governance is seriously inadequate. Food and energy crises are compounded with one another. All this poses formidable challenges to our development.
Faced with these challenges, it is imperative that all countries embrace the vision of a community with a shared future for mankind, and advocate peace, development, and win-win cooperation. All countries should replace division with unity, confrontation with cooperation, and exclusion with inclusiveness. All countries should join hands together to answer the question of our times -- "what is wrong with this world, what we should do about it" -- so as to tide over difficulties and create a better future together.
All G20 members should take the responsibility inherent in being major international and regional players, and should lead by example in promoting development of all nations, improving the well-being for the whole mankind, and advancing progress of the entire world.
-- We should make global development more inclusive. Solidarity is strength, but division leads nowhere. Living in the same global village, we should stand with each other in the face of risks and challenges. Drawing ideological lines or promoting group politics and bloc confrontation will only divide the world, and hinder global development and human progress. With human civilization already in the 21st century, the Cold-War mentality has long been outdated. What we need to do is to join hands together and elevate our win-win cooperation to a new height.
Countries should respect each other, seek common grounds while reserving differences, live together in peace, and promote an open world economy. No one should engage in beggar-thy-neighbor practices, building "a small yard with high fences," or creating closed and exclusive clubs.
I always believe that the G20 should stay committed to its founding purpose of unity and cooperation, carry forward the spirit of solidarity, and uphold the principle of consensus. "Sugarcane and lemongrass grow in dense clumps." This Indonesian proverb well captures the value of solidarity. Division and confrontation serve no one's interest. Only solidarity and common development is the right choice to make.
-- We should make global development beneficial to all. Development is real only when all countries develop together. Prosperity and stability cannot be possible in a world where the rich become richer while the poor are made poorer. Every nation aspires for a better life, and modernization is not a privilege reserved for any single country. Frontrunners in development should sincerely help others develop, and provide more global public goods. All major countries should perform their due responsibilities, and do their best for the cause of global development.
The Global Development Initiative (GDI) that I proposed is aimed at meeting the long-term objective and immediate needs of common development of the world, fostering international consensus on promoting development, cultivating new drivers for global development, and facilitating common development and progress of all countries.
Within one year, more than 60 countries have joined the Group of Friends of the GDI. China has established the Global Development and South-South Cooperation Fund, and will increase its funding for the China-UN Peace and Development Fund. We will make a list of items for practical cooperation, set up an open-ended pool of GDI projects, and draw up a roadmap for GDI implementation. We are working with 100-plus countries and international organizations on the GDI, thus providing new impetus for the implementation of the 2030 Agenda for Sustainable Development. China has submitted 15 projects to the "G20 Action for Strong and Inclusive Recovery," and has participated in five other projects within this framework. We will work with fellow G20 members to deliver on these projects.
-- We should make global development more resilient. Economic globalization is encountering headwinds, and the world economy is at risk of recession. Everyone is having a hard time, but developing countries are bearing the brunt. It is therefore more imperative than ever for us to focus on the issue of development. The theme of the Bali Summit, "Recover Together, Recover Stronger," sends a positive message of the G20's commitment to supporting the growth of developing countries and preventing divergent and unbalanced global recovery. We need to build a global partnership for economic recovery, prioritize development and put the people at the center, always keep in mind the difficulties faced by developing countries, and accommodate their concerns. China supports the African Union in joining the G20.
All parties should continue to deepen international cooperation against COVID-19, and raise the accessibility and affordability of vaccines, medicines, and diagnostic and treatment methods in developing countries so as to create a sound environment for economic recovery. We should curb global inflation, and defuse systemic economic and financial risks. In particular, developed economies should mitigate the negative spillovers from their monetary policy adjustment, and keep their debts at sustainable levels. The IMF should speed up the on-lending of SDRs to low-income countries. International financial institutions and commercial creditors, which are the main creditors of developing countries, should take part in the debt reduction and suspension for developing countries. China is implementing the G20's Debt Service Suspension Initiative (DSSI) in all respects, and has suspended the largest amount of debt service payment among all G20 members. Meanwhile, China is working with some G20 members on the debt treatment under the Common Framework for Debt Treatment beyond the DSSI, thus helping relevant developing countries navigate through the difficult time.
Global trade, digital economy, green transition and fighting corruption are key factors driving global development. We should continue to uphold the WTO-centered multilateral trading system, actively push forward WTO reform, enhance trade and investment liberalization and facilitation, and promote an open world economy. China has proposed the G20 Action on Digital Innovation and Cooperation. We look forward to working with all parties to foster an open, fair, and non-discriminatory environment for digital economy so as to narrow the North-South digital divide. In tackling climate change and transitioning toward green and low-carbon development, the principle of common but differentiated responsibilities must be upheld. It is also important to provide funding, technology and capacity-building support for developing countries and promote cooperation on green finance. International cooperation is very important for fighting corruption. G20 members must maintain zero tolerance for corruption, step up international cooperation on fugitive repatriation and asset recovery, and refuse to provide "safe havens" to corrupt individuals and assets.
Global development would be impossible without a peaceful and stable international environment. With this in mind, I have put forward the Global Security Initiative (GSI). Our goal is to work with all parties to champion the spirit of the UN Charter, act on the principle of indivisible security, uphold the vision of common, comprehensive, cooperative and sustainable security, advocate the resolution of conflicts through negotiation and settlement of disputes through consultation, and support all efforts conducive to the peaceful settlement of crises.
Food and energy security is the most pressing challenge in global development. The root cause of the ongoing crises is not production or demand, but interrupted supply chains and international cooperation. The way out of this is for all countries to, with the coordination of the UN and other multilateral international organizations, enhance cooperation on market supervision and regulation, build partnerships on commodities, develop an open, stable and sustainable commodities market, and work together to unclog supply chains and stabilize market prices.
We must resolutely oppose the attempt to politicize food and energy issues or use them as tools and weapons. Unilateral sanctions must be removed, and restrictions on relevant scientific and technological cooperation must be lifted. In reducing the consumption of fossil fuel energy and transitioning toward clean energy, we need to give balanced consideration to various factors, and make sure that the transitional process does not hurt the economy or people's livelihood. Developing countries face more acute risks in food and energy security. The G20 should keep this in mind, and provide necessary support in production, collection, storage, funding and technology. Since the UN has established the Global Crisis Response Group on Food, Energy and Finance, the G20 should voice its support for it.
Over the years, China has made major contribution to global food and energy security. This year, China has proposed, together with six partners including Indonesia and Serbia, the Initiative of International Cooperation on Resilient and Stable Industrial and Supply Chains, joined other countries in calling for the establishment of the Global Clean Energy Cooperation Partnership, and put forward the International Cooperation Initiative on Global Food Security in the G20. We look forward to deepening cooperation with all parties in these areas.
The Communist Party of China has recently convened its 20th National Congress, laying out the goals, tasks and guiding policies for the cause of the Party and the country in the next five years and beyond. China will stay committed to the path of peaceful development, stay committed to deepening reform and opening-up, and stay committed to promoting national rejuvenation on all fronts through a Chinese path to modernization. A China marching toward modernization will bring more opportunities to the world, inject stronger momentum for international cooperation, and make greater contribution to human progress!

BEIJING, Nov. 11 (Xinhua) -- The Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting on November 10 to hear a report on COVID-19 prevention and control and laid out 20 measures to further improve work in this regard. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting and delivered an important speech.
It was noted at the meeting that at present, the novel coronavirus is still mutating, the global pandemic is still raging and there have been repeated resurgences of the epidemic at home. China, as a country with a huge population, has a large number of vulnerable groups and its development is unbalanced among different regions. There is not enough supply of medical resources in general and the epidemic in some regions is serious in scale. Due to the mutation of the virus and the climate during the winter and spring, the scope and scale of the epidemic may further expand, which poses serious challenges to prevention and control work. We must maintain firm strategic resolve and do a good job in all relevant sectors so as to keep the spread of the virus at bay in a scientific and targeted manner.
It was stressed at the meeting that we need to fully, faithfully and comprehensively implement the decisions and arrangements of the Party Central Committee, and unswervingly put the people and their lives above everything else. We need to resolutely put into practice the general strategy of "preventing both imported cases and domestic resurgences" and tenaciously pursue the general policy of "dynamic zero-COVID." To ensure effective response to the epidemic, economic stability and secure development, we must efficiently coordinate COVID-19 prevention efforts with economic and social development, protect the people's safety and health to the utmost, and minimize impacts of the epidemic on economic and social development.
It was pointed out at the meeting that we should adapt to the strong transmissibility of the virus, effectively implement the requirements of early detection, reporting, quarantine and treatment, and adopt swift measures, so as to prevent further expansion of infections or a prolonged prevention and control endeavor. We should pool efforts to keep epidemic at bay as quick as possible in key areas, take more resolute and decisive measures to contain its further spread, and restore the normal order of work and life as soon as possible. No department should sit by or simply has its own way. We must make efforts to render our response to COVID-19 more scientific-based and targeted, improve the effectiveness of such work, accurately analyze risks, and further optimize actions taken. More targeted approaches must be adopted when it comes to quarantining and transporting patients and close contacts, conducting nucleic acid testing, managing personnel flows, providing medical services, administering vaccination, offering services for enterprises and campuses, as well as helping those stranded elsewhere return home.
Greater efforts must be made to advance the research and development of vaccines and medication and make them more efficacious and pinpoint for COVID-19. While ensuring all anti-epidemic measures are put in place, we must strengthen our analysis, research and assessment. Measures that are imperative for epidemic prevention and control must not slacken. While opposing a lack of responsibility, we also need to oppose and overcome pointless formalities and bureaucratism, and redress undesirable practices, such as taking excessive policy steps or resorting to a one-size-fits-all approach. We must do all we can to deliver service necessary for our people to continue with their work and life. While trying to contain the epidemic, we also need to take substantial measures to meet our people's basic living needs and ensure medical service and other basic services that concern their wellbeing. Greater care and help should be extended to the old, the weak, the sick, the disabled, and other special groups. We should effectively solve difficulties facing our people and maintain the normal order in work and life to the greatest extent. We should focus on vaccination for key groups most vulnerable to the virus so that the line of defense against the virus can be consolidated.
It was stressed at the meeting that Party committees and governments at all levels should align their thinking and actions with the decisions and arrangements of the CPC Central Committee, be clearly aware that our fight against the epidemic is complex, difficult, and may require repeated endeavors, and strengthen their sense of responsibility and the capacity to grapple with tough challenges. They must fulfill their responsibilities and do their work well, go down to local communities and the front line of epidemic prevention and control, make meticulous and practical efforts in every aspect of epidemic prevention and control, and provide guidance for ideological awareness as well as psychological counseling when necessary, so as to win the battle of routine epidemic prevention and control.

Ladies and Gentlemen,
On behalf of the government and people of China and also in my own name, I wish to extend hearty congratulations on the opening of this meeting.
Since ancient times, human beings have always preferred to live close to water bodies, and civilizations have taken shape near water bodies. There has been a close link between wetlands and how humans live and work. This meeting, themed "Wetlands Action for People and Nature," will explore ways to further preserve and develop wetlands. It is a meeting of great significance. It gives us an opportunity to raise awareness, strengthen cooperation, and scale up wetlands action across the world.
-- It is important that we build global consensus on prizing wetlands, show our respect for nature, minimize disruption and damage caused by human activities, and protect the ecological security of wetlands, in order to leave the beautiful wetlands to our future generations.
-- It is important that we advance the global process on wetlands conservation, redouble efforts to preserve authenticity and integrity, include more important wetlands in nature reserves, improve cooperation mechanisms and platforms, and increase the coverage of wetlands of international importance.
-- It is important that we enhance people's well-being globally by leveraging the role of wetlands in promoting sustainable development, tackling climate change, protecting biodiversity, and delivering more benefits to people around the world.
Ladies and Gentlemen,
Historic achievements have been made in wetlands conservation in China. We have increased the area of wetlands to 56.35 million hectares, put in place a protection system, and enacted a Wetlands Conservation Law. Wetlands have become an integral part of many Chinese cities like Wuhan, making the cities notably more livable. China will pursue a modernization of harmony between humanity and nature, and promote high-quality development in the wetlands conservation cause.
China has recently drawn up a layout plan of national parks. Under the plan, China will designate a number of national parks, accounting for about 10 percent of the country's land area. About 11 million hectares of wetlands will be incorporated in the national park system, with a focus on developing wetland national parks including the Three-River-Source National Park, the Qinghai Lake National Park, the Ruoergai National Park, the Yellow River Estuary National Park, the Liao River Estuary National Park and the Songnen Plain Crane Homeland National Park. A national wetlands conservation plan and major conservation projects will be implemented. China will promote international exchanges and cooperation to protect the four bird migration routes passing China and to build an international mangrove center in Shenzhen. China supports the convening of a conference of the World Coastal Forum.
As a Chinese saying goes, "The journey ahead may be long and arduous, but with sustained actions, we will eventually reach our destination and embrace a brighter future." Let us join hands to write a new chapter in global wetlands conservation.
