HAIKOU, July 18, 2023 (Xinhua) -- South China's island province of Hainan resumed the operation of flights and the Hainan Roundabout Railway on Tuesday, as Typhoon Talim, the fourth this year, weakened to the level of a tropical storm, said local authorities on Tuesday.
