ISLAMABAD, Feb. 9 (Xinhua) -- Pakistan implemented 660 governance reforms across 135 federal institutions during 2025, signaling a strategic shift toward institutional strengthening and investment facilitation, said the Pakistan Reforms Report 2026 on Monday.

The report, which was unveiled by Mishal Pakistan, the country partner institute of the World Economic Forum, documented a fivefold increase in reform activity in 2025 compared to the previous year, underscoring what officials and analysts described as a decisive move from crisis management to long-term state capacity building.

According to the report, the power and energy sector accounted for about 40 percent of total reform activity, followed by law and justice, and digital governance and information technology.

"More than 200 reforms were implemented through digital platforms, a move aimed at reducing discretion, improving transparency, and strengthening regulatory predictability for businesses and investors," said the report.

The report noted that progress on large-scale mining and new gas and offshore exploration frameworks reflects Pakistan's push to broaden its investment base amid regional competition for capital.

Speaking at the launching ceremony for the report, Federal Minister for Climate Change and Environmental Coordination Musadik Malik emphasized the importance of transparent and credible reform documentation for investor confidence.

The minister added that the fact-based reporting of reforms strengthens public trust and enhances the country's credibility with international partners, investors, and development institutions.

Also speaking at the event, Amir Jahangir, chief executive officer of Mishal Pakistan, said the systematic capture of reforms creates an institutional memory that allows Pakistan's reform trajectory to be understood and compared year on year.
