PHNOM PENH, Aug. 27 (Xinhua) -- The second Inter-Parliamentary Speakers' Conference (ISC) commenced here in the Cambodian capital on Thursday, focusing on solidarity for regional peace and shared prosperity.
The one-and-a-half-day conference has brought together parliamentary speakers or representatives, heads or representatives of inter-parliamentary and international organizations, and delegations from across Asia, Europe, Africa, the Middle East, Oceania, and Latin America.
In his opening address, Cambodian Senate President Samdech Techo Hun Sen highlighted the increasingly complex global geopolitical landscape, emphasizing the vital role parliamentary diplomacy plays in maintaining dialogue and building confidence.
He said that hosting the conference reflected Cambodia's unwavering commitment to addressing global challenges through inter-parliamentary mechanisms and cross-regional solidarity.
"This endeavor will contribute to realizing the universal aspiration for peace and shared prosperity, while strengthening international law and resolving conflicts peacefully," Hun Sen said.
Cambodian Prime Minister Hun Manet said that peace is an absolute precondition for development and progress.
"It must be defended internationally, protected by law, and sustained by resilient institutions," Hun Manet said in his keynote address. "Above all, it must be translated into shared prosperity and tangible improvements in the lives of our peoples."
He added that while governments and parliaments hold distinct constitutional responsibilities, they share a common purpose: to serve the citizens, preserve peace, and foster conditions for durable prosperity.
"When formal diplomatic channels face strain, parliamentary dialogues can help maintain communication and rebuild trust," he said.
The ISC is an intergovernmental organization dedicated to promoting inter-parliamentary diplomacy and enhancing collaboration among national legislatures to address global challenges through dialogue and partnership. The first ISC was held in Islamabad, Pakistan, last November. ■
