HANOI, July 20 (Xinhua) -- The 14th Communist Party of Vietnam Central Committee (CPVCC) opened its third meeting in Hanoi on Monday, the Vietnam News Agency reported.
The five-day meeting will deliberate on 13 agenda items focusing on implementing the resolution adopted at the 14th National Congress of the CPV, strengthening party building and the political system, and advancing the country's development in the new period, the report said.
In his opening address, General Secretary of the CPVCC and State President To Lam said discussions should focus on policies that would help shift the focus from organizational restructuring to improving the party's leadership and governance capacity and the effectiveness of the political system. He said a leaner state apparatus should deliver better governance, more efficient public services and a higher quality of life.
He also proposed discussing measures to move from fragmented management to unified governance of the country's development space and resources, stressing that land, seas, urban areas, infrastructure, resources and data should be managed as an integrated whole in line with national strategies, regional advantages and the overall goal of greater efficiency.
Lam further suggested discussing policies to shift from an input-driven growth model to one powered by productivity, knowledge, technology and people, stating that science and technology, innovation, digital transformation and artificial intelligence must be translated into higher productivity, better quality, greater added value and stronger competitiveness.
He also proposed discussing a shift from responding to individual risks to proactively preventing them through stronger forecasting and ensuring the security, safety and uninterrupted operation of the country's political system, economy, society, technological systems and essential infrastructure. ■
