MANILA, July 27 (Xinhua) -- At least 11 people were missing after a tugboat capsized off Cagayan province in the northern Philippines, said Philippine Coast Guard (PCG) Thursday afternoon.
According to the PCG, seven crew on the tugboat and four members of the PCG sent to the areas were among the missing. ■
