Vietnam's 14th party central committee to review research outline on party charter revision

HANOI, Oct. 5 (Xinhua) -- The 14th Communist Party of Vietnam Central Committee (CPVCC) will provide input on a research outline for amending the party charter at its fourth plenum, which opened in Hanoi on Monday, the Vietnam News Agency reported.

In his opening remarks, General Secretary of the CPVCC and Vietnamese President To Lam said that discussions on the research outline would not be limited to specific proposed amendments, but that any proposed changes should be necessary and have long-term values.

Lam said the study should uphold fundamental principles, clarify new requirements concerning organization, authority, responsibility and oversight of the exercise of power, and distinguish among problems arising from the party charter, its implementing regulations and their implementation, according to the report.

He said the research should be linked to reviews of 100 years of the Party's leadership of the Vietnamese revolution and 40 years of implementing the Party's platform.

Lam suggested that the fourth plenum, which runs through Thursday, focus on four priorities: enhancing the Party's capacity for self-renewal and self-rectification; innovating leadership methods; reforming personnel work and attracting talent; and setting appropriate priorities to make effective use of resources for rapid and sustainable development. ■
