BEIJING, Sept. 2 (Xinhua) -- China has issued a revised mandatory national standard for the safe operation of large-scale fireworks displays, with the new rules set to take effect on Sept. 1, 2027, the State Administration for Market Regulation disclosed on Wednesday.
The standard, GB 24824-2026, was revised under the organization of the Ministry of Public Security and sets unified safety requirements for the design, operation and management of large fireworks displays used at major celebrations and cultural and tourism events.
The revised standard introduces a five-tier classification system for large fireworks displays, from Level I to Level V, based on the size and quantity of aerial shells and other professional fireworks used. Each level is matched with corresponding qualifications for operators and technical personnel, making clear who is responsible for the display.
It also specifies minimum spectator safety distances and tightens operating procedures, adding technical requirements for the fixing and installation angles of launch tubes, as well as rules covering installation, wiring checks and ignition.
Emergency provisions are also strengthened. Displays must be suspended or terminated in conditions including winds above Force 6, sudden heavy rain or thunderstorms, or accidents such as shell explosions inside launch tubes or overturned launch equipment.
Temporary storage sites must be staffed around the clock, and personnel may only enter the display area for cleanup 30 minutes after the show ends, according to the new standard.
The market regulator said it will work with the Ministry of Public Security to promote implementation of the standard and regularly assess its effectiveness.
China is the world's largest producer and consumer of fireworks and firecrackers. The revision comes as large-scale fireworks displays are increasingly used at major celebrations, tourism festivals and nighttime cultural events across China, raising demand for more standardized safety management at crowded public venues.
It also reflects a broader push to strengthen safety governance for large public events, with clearer operator qualifications, risk assessment requirements and emergency procedures aimed at reducing accidents and clarifying accountability. ■
