MANILA, March 12 (Xinhua) -- A dock worker was killed as a cargo vessel capsized at a port in Cebu province in the central Philippines, the country's Coast Guard District Central Visayas said Thursday.

The vessel was conducting loading operations when it developed a list, which shifted during de-ballasting procedures and eventually led to its capsizing on Wednesday, the agency said on social media.

During the incident, one cement handler was struck by a mooring line that snapped and collapsed amid the vessel's capsizing. The victim was brought to a local hospital but was declared dead on arrival.

During rescue operations, one engine crew member was trapped inside the engine room. An extensive rescue operation was conducted, resulting in the safe extraction of the crew member.

All 19 crew of the vessel were safe, the agency said.

Local authorities also deployed approximately 100 meters of oil spill boom to contain potential marine pollution and continue to monitor the area for any signs of oil spill.
