PHNOM PENH, March 10 (Xinhua) -- The Cambodian government had a total public debt of 13.05 billion U.S. dollars at the end of 2025, up 8.47 percent at the end of 2024, said a Cambodia Public Debt Statistical Bulletin released on Tuesday.
Published by the Ministry of Economy and Finance, the bulletin showed that 98 percent was external debt while 2 percent was domestic debt.
Last year, the government signed new concessional loans with development partners of 1.22 billion dollars, which accounted for 45 percent of the ceiling permitted by law, it said.
"The loan signed in 2025 decreased by approximately 31 percent compared to 2024," the bulletin said. "Overall, all the loans are highly concessional with an average grant element of around 39.3 percent."
The bulletin said the Southeast Asian country had paid 678.3 million dollars of debt to development partners in 2025.
Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth said these new loans were used to finance public investment projects in the priority sectors that support long-term sustainable economic growth and increase economic productivity.
The kingdom's total public debt is at 18.3 percent of the gross domestic product. ■
