Ghana state water service provider beefs up efforts to improve revenue, service expansion

ACCRA, Feb. 11 (Xinhua) -- Ghana Water Limited (GWL), the government-owned water utility, on Wednesday introduced another intervention to boost revenue mobilization to raise enough finances for water access expansion.

The utility service company commissioned 200 newly recruited national service personnel as service agents into communities in the Greater Accra Region for outreach programs to support revenue mobilization.

This follows the commissioning of 10 revenue enhancement teams last Wednesday to redeem unpaid revenue the company received from consumers.

According to Adam Mutawakilu, Managing Director of GWL, the 200 national service personnel have been trained and equipped with advanced digital platforms to help in geolocating consumers in the communities and to sensitize them on the use of the digital payment platforms to pay their bills.

"Unrecovered revenue stood above 866 million Ghana cedis (about 78.8 million U.S. dollars) as of Dec. 2025, and with that kind of money in arrears, it limits our operational efficiency and expansion of facilities to expand access to water for our consumers," Mutawakilu said.

According to him, there are mobile money platforms with simple shortcodes in addition to digital apps to allow consumers to pay their bills from the comfort of their homes and workplaces, cutting the stress they go through in paying at GWL offices or at the banks.

The MD disclosed that the company's non-revenue water ratio dropped to 51.6 percent last December, from 52.1 percent in 2024, adding that the company wants to see a more drastic reduction going into the future.

Principal Manager for Water at the Public Utilities Regulatory Commission (PURC) Daniel Asseh Allan lauded the reforms and new initiatives by the water utility company to enhance their revenue mobilization.

"We have given them a revenue threshold to reach in their activities to ensure their long-term sustainability, and I am sure these digital systems would reduce the human interface and boost revenue performance," Allan said.

The PURC official urged Ghanaians to pay their water bills to enable the water company to stand on a sound financial footing to deliver on their mandate.
