KIGALI, Aug. 13 (Xinhua) -- Rwandan Prime Minister Justin Nsengiyumva on Tuesday presented to parliament the government's second National Strategy for Transformation, a five-year development program running from 2024 to 2029 aimed at accelerating the country's socio-economic progress.
The strategy sets ambitious targets, including increasing agricultural productivity by 50 percent and doubling export earnings to 7.3 billion U.S. dollars, according to Nsengiyumva.
It also aims to raise private sector investment to 4.6 billion dollars, boost the national savings rate to more than 25 percent of gross domestic product (GDP), and increase annual tourism revenues to 1.1 billion dollars by 2029.
Nsengiyumva said the government also plans to double the national carrier RwandAir's passenger numbers, expand its destinations, and boost cargo capacity.
To tackle unemployment and ensure inclusive growth, the plan targets creating 1.25 million productive and decent jobs over five years, providing 250,000 new jobs annually.
Major projects will include the construction of the new Bugesera International Airport, a milk powder processing plant in Nyagatare District, as well as multiple industrial parks and zones.
"Tourism growth will focus on positioning Rwanda as a premium destination, expanding nature-based and MICE (meetings, incentives, conferences, and exhibitions) tourism, and promoting sports and entertainment," Nsengiyumva said.
By 2029, Rwanda aims to achieve universal access to clean water, sanitation, hygiene services, and reliable electricity for every household, school, and health facility.
The five-year strategy is built on five key priorities: job creation, export promotion, quality education, reducing stunting and malnutrition, and enhancing public service delivery. It aligns with Rwanda's Vision 2050, which seeks to achieve upper-middle-income status by 2035 and high-income status, with improved living standards, by mid-century. ■
