PHNOM PENH, July 24 (Xinhua) -- Cambodia has decided to downgrade diplomatic ties with Thailand to the lowest level and recalled all of its diplomatic staff from Bangkok, Cambodian foreign ministry's spokesperson Chum Sounry said early Thursday.
