BEIJING, April 22 (Xinhua) -- Zhang Xiulong, former vice chairman of the standing committee of the Guangxi Zhuang Autonomous Regional People's Congress, has been expelled from the Communist Party of China (CPC) over serious violations of Party discipline and laws.

The decision was made following an investigation by the CPC Central Commission for Discipline Inspection and the National Commission of Supervision, upon the approval of the CPC Central Committee, according to a statement released by China's top anti-graft agency on Monday.

The investigation found that Zhang had lost his ideals and conviction.

He was found to have favored his relatives and friends and abused his power for personal gains while implementing the CPC central authorities' major decisions. Zhang's such behaviors had had a bad effect.

The statement said Zhang had been uncooperative in the investigation of his case and had been involved in superstitious activities. Additionally, he had accepted banquets that may have compromised his ability to perform his duties fairly, failed to report personal matters in accordance with relevant regulations, sought benefits for others and accepted money and gifts during official selection and appointment procedures.

Other violations included obtaining a high level of returns through private loans, owning shares in non-listed companies in violation of regulations, and failure to properly perform his duties by capriciously carrying out a large amount of debt financing, according to the statement.

He had made public power a tool for his own personal gains, engaged in power-for-money trades, and took advantage of his posts to seek benefits for others on matters such as project contracting and business operations, illegally accepting huge amounts of money and valuables.

The statement said Zhang's illicit gains shall be confiscated, and his case be transferred to procuratorial authorities for further examination and prosecution. His qualification as a delegate to the CPC Guangxi regional congress will also be terminated.
