MOSCOW, April 2 (Xinhua) -- Russian President Vladimir Putin on Tuesday instructed the government to change approaches to migration policy in Russia, following a deadly terrorist attack in suburban Moscow.

"We need to deeply, radically update our approaches to migration policy," Putin said, instructing the interior ministry, law enforcement agencies and security services to address these issues in detail.

Putin also called on the government to focus on countering extremism and illegal migration, as well as strengthening internal security.

Regarding the terrorist attack, the Russian president said it was essential to determine the ultimate beneficiaries of the terrorist attack and further boost the level of public safety and security in places of mass gathering, as well as enhance overall emergency preparedness.

"We must proceed from the fact that today, (Russia's) internal and external threats are often intertwined," he said.

A shooting occurred on March 22 in the Crocus City Hall concert venue in the northwest of Moscow, followed by a massive fire. At least 144 people were killed and another 551 injured after the attack, official statistics showed.
