NEW DELHI, Jan. 19 (Xinhua) -- Police in the western Indian state of Gujarat Friday registered the first information report (FIR) against 18 people in a boat capsizing incident that killed 14 people, officials said.

The victims were identified as 12 children aged from 10 to 13 and two women teachers.

On Thursday evening, a boat carrying schoolchildren and their teachers for a joyride capsized in a lake, about 127 km southeast of Gandhinagar, the capital city of Gujarat.

Police have so far arrested three people, manager of the Harni Lake Zone and two boat operators.

Reports said the boat was carrying people much beyond its capacity and none of them were wearing life jackets.

According to officials, 18 students and two teachers were rescued after the capsizing. Police formed a high-level probe panel to investigate allegations of negligence.
