"With each passing decade over the last 40 years, China has witnessed extraordinary progress," wrote Richard Cullen, an adjunct professor in the Faculty of Law at the University of Hong Kong.
The scholar made the remarks in an article titled "China sees remarkable growth in global soft power" published by the Australian journal Pearls and Irritations.
To showcase China's "unmistakable, continuing development," he singled out the Belt and Road Initiative (BRI), which is "now celebrating its 10th anniversary" and whose "overall positive public infrastructure achievements, not least in Africa, have been extraordinary."
