China rolled out its first NEV development plan in 2008. The country's policymakers, at both central and local levels, have since provided consistent and solid support for the development of the sector.

East China's Anhui Province is a typical example. It was among the first provinces to develop NEVs in China and has long leveraged policy stimulus to spur the growth of the industry. In June, Anhui introduced a slew of measures to form an NEV industrial agglomeration. The province plans to see its automobile production scale exceed 3 million units, among which the NEV output will occupy over 40 percent.

Hefei, capital of east China's Anhui Province, is home to a number of NEV enterprises, such as Volkswagen Anhui, NIO, and BYD, gathering more than 500 industrial chain enterprises and employing about 100,000 people. It aims to cultivate an industry cluster of NEVs with an annual revenue of over one trillion yuan (about 138.91 billion U.S. dollars) by 2027. The NEV industry in Hefei has ushered in explosive growth in recent years. In the first half of 2023, the added value of automobiles and parts grew over 130 percent year on year in Hefei. The output of NEVs hit 370,000 in the first seven months of this year, an increase of nearly 400 percent yearly.
