HAIKOU, July 18 (Xinhua) -- South China's island province of Hainan resumed the operation of flights and the Hainan Roundabout Railway on Tuesday, as Typhoon Talim, the fourth this year, weakened to the level of a tropical storm, said local authorities on Tuesday.

Following safety inspections, the railway authority resumed the operation of high-speed trains on the Hainan Roundabout Railway from 11 a.m. on Tuesday. Moreover, the Haikou Meilan International Airport and Sanya Phoenix International Airport have seen normal operation of flights.

The operations of the three seaports in Haikou, the provincial capital, are scheduled to resume at midnight on Tuesday, said the city's transportation and port operation administration.

In the resort city of Sanya, tourist attractions have reopened starting from Tuesday. Meanwhile, all bus routes in Haikou have returned to normal operation.

At 6 a.m. Tuesday, China's national observatory issued a yellow alert for the typhoon, which weakened to the level of a severe tropical storm early Tuesday.

China has a four-tier, color-coded weather warning system for typhoons, with red representing the most severe warning, followed by orange, yellow and blue.
