Economic Watch: Scientific innovation widens development path of China's resort island

HAIKOU, June 30 (Xinhua) -- The scorching summer cannot stop the work in a seaside innovation park at the Yazhou Bay of Sanya City in south China's Hainan Province.

As China's southernmost science and technology innovation park, the Sanya Yazhou Bay Science and Technology City (YZBSTC) is a major stronghold for agricultural development and deep-sea technological advancements.

Dotted with towering cranes, this once desolate area has become a vibrant hub of scientific research platforms and industrial projects. The YZBSTC has realized a fixed-asset investment of 59.83 billion yuan (8.28 billion U.S. dollars) by March 2023.

The structures for innovation, completed and under construction, cover an area of over 600,000 square meters, with 16 public technology service platforms, 9,649 registered enterprises, and 19 scientific research institutes.

In particular, seed breeding and deep-sea technology have been crucial factors in the strategic development of the YZBSTC since its official launch in 2019.

A diverse range of experimental crops are thriving in breeding facilities, and research projects are now gearing up following a deep-sea, technology-innovation public platform construction.

With an intelligent management system, field operations such as planting, plowing, and drainage are now automated, and the growth cycle data of every single seed is meticulously monitored with digital breeding equipment.

Xia Mian, an official of a seed laboratory in Yazhou, said the park is implementing a talent project to promote collaborative innovation in agriculture breeding and establish an agriculture silicon valley to serve the whole country.

Located along the coast, the geographical advantages of the Nan Shan Port in the YZBSTC make it an ideal location for deep-sea research. It also helps accelerate the construction of a deep-sea research and technological system.

The Nan Shan Port has a general-purpose berth with a capacity of tens of thousands of tonnes. And the construction of scientific research berths is currently underway, according to the Sanya Nan Shan Port Terminal Co., Ltd.

Since the establishment of the port as a base for scientific expeditions, it has serviced over 700 of these, with nearly 40 domestic research institutions sailing from here for offshore research, it added.

"To attract talents, we have formed a team to recruit talents from outside the province. We have also carried out initiatives such as research and innovation funds and value-added talent services," said Niu Jingjing, an administrative official of the YZBSTC.

As of the end of February this year, the park has attracted 1,102 talents and generated about 24,300 jobs.

Meanwhile, the power of technology is being harnessed in Chengmai County on the northern side of the resort island.

The Hainan Resort Software Community (RSC), an industrial park in Chengmai, has become a "business card" showcasing the high-quality development of the Hainan Free Trade Port.

The RSC has experienced rapid growth in the digital economy by establishing a blockchain pilot zone and the province's first digital healthcare innovation base to create a digital culture and sports industry.

Uniquely designed office buildings of renowned internet companies are nestled among the lush greenery in the park, installed with facilities including schools, swimming pools, tennis courts, a theater, and a cultural center.

This is how the RSC attracts enterprises and talents -- creating a garden-style working environment with high-standard facilities for living, education, business, and leisure.

Over 13,000 enterprises have registered in the community. The RSC's revenues totaled nearly 240 billion yuan in 2022, generating over 15 billion yuan in taxes. The average annual tax growth rate hit 92 percent over the past three years.

"We are actively implementing an innovation project for the digitalization of healthcare data and conducting pilot projects in Chengmai," said Yang Chunzhi, General Manager of RSC Group.

He added that it has been selected as a national pilot project for blockchain innovation. "Our goal is to expand this initiative to the entire province and even the whole country."
